لا أظنّ أنّ هناك مشروعًا إنشائيًا في كلّ دول العالم، يستمر التطوير والتعمير والتحديث فيه على مرّ السنوات والحقب، بخلاف الحرمين الشريفين، اللذين شهدا في كل عصر من عصور العهد السعودي، وعلى مرّ حُقبه حركة مستمرة ودائمة من التوسعة والتطوير والتعمير، بقدر ما دعت إليه الحاجة لاستيعاب زيادة زوّار بيت الله من الحجّاج والمعتمرين والمصلّين مع مراعاة الطبيعة الجغرافية للمكان.
وفي هذا العهد الزاهر، عهد الملك سلمان بن عبدالعزيز، وولي عهده الأمين الأمير محمد بن سلمان، حفظهما الله، اكتسبت العناية بالحرمين الشريفين بعدًا جديدًا، مع «رؤية السعودية 2030»، باجتراح «برنامج خدمة ضيوف الرحمن»، الذي أطلق في العام 2019م، بما اشتمل عليه من رسالة سامية مفادها «إتاحة الفرصة لأكبر عدد ممكن من المسلمين لأداء فريضتي الحج والعمرة على أكمل وجه، والعمل على إثراء وتعميق تجربتهم، من خلال تهيئة الحرمين الشريفين، وتحقيق رسالة الإسلام العالمية، وتهيئة المواقع السياحية والثقافية، وإتاحة أفضل الخدمات قبل وأثناء وبعد زيارتهم لمكة المكرمة والمدينة المنورة والمشاعر المقدسة، وعكس الصورة المشرِّفة والحضارية للمملكة في خدمة الحرمين الشريفين وضيوف الرحمن».
ووفقًا لهذا البرنامج شهدت مرافق الحرمين الشريفين حركة غير مسبوقة من التطوير، والاستعانة بالتقنية الحديثة والذكاء الاصطناعي، وتوفير كافة المعينات اللوجستية لضمان أن يؤدي الحجاج والمعتمرون شعائرهم في «يسر وطمأنينة»، فهذا الشعار ظل السمة الأساسية التي حرصت القيادة على إنزالها إلى أرض الواقع، وسخّرت لذلك كافة الإمكانيات والجهود، واستنفرت جهات الاختصاص المتعددة، من أجل راحة الحجاج، وسلامهم وأمنهم؛ بل إن جهود المملكة استبقت حركة الحجاج قبل أن يغادروا بلدانهم عبر «مبادرة طريق مكة»، التي سهّلت الإجراءات، وفتح مسار الراحة والطمأنينة للحجيج، الذين لهجوا بالثناء عليها، والإشادة بما وجدوه من عون ومساعدة وحرص على راحتهم، فكل الشواهد الماثلة اليوم تؤكد حقيقة واحدة لا مراء فيها ولا جدال، ولا مكان فيها للتزيّد أو الانتقاص؛ ومفادها أن المملكة العربية السعودية، بفضل الله، ثم بحكمة وجهد قيادتها والمسؤولين فيها، قد جعلوا من رحلة الحج رحلة مأمونة، ميسرة السبل، موفورة الخدمات بكافة أنواعها، بلا منة أو رياء، ودون جاحدها ما يملأ عينه من الشواهد الماثلات، تنوّع في وسائل النقل من قطار الحرمين، والحافلات صديقة البيئة، وكافة الوسائل الأخرى، وتوسعة جديدة شملت الحرم والمشاعر بما جعل السعة الاستيعابية تصل إلى الملايين، ثم تعبيد الطرق في المشاعر وتطوير طرق المشاة، وتجهيزها بأرضيات من بلاط الإنترلوك، مع توفير وتهيئة مقاعد للجلوس على جانبي الطريق إضافة إلى تشجيره ليكون ملائمًا للمشاة من الحجاج وذوي الاحتياجات الخاصة وكبار السن، الذين يستخدمون العربات المتحركة، مع تأهيل جميع المرافق في ممرات المشاة، من دورات المياه إلى إحلال وتجديد وسائل الإنارة.. أما في عرفات الخير وعبر مشروع إحياء ضخم تم استغلال أكثر من 80 ألف متر مربع من المساحات غير المستغلة سابقًا لاستيعاب الأعداد المتزايدة من الحجاج، المتوقع أن تكون أكثر من (4) ملايين حاج، بما يعني زيادة الضعف عن السابق، كما جرى تحديث أرضيات مخيمات المشعر بـ«الإنترلوك»، بما يضمن قوة التحمل والاستدامة، وسهولة الوصول للخدمات.. وإذا نظر الناظر إلى ما يقدّم من خدمات طبية، سيرى ما يسر الصديق ويكبت الشانئ، فقد تجاوزت المملكة في خدماتها حدود المنتظر والمتوقع إلى ما هو أبعد برعاية متكاملة للحجاج دون أي مقابل مالي، بما يشمل ذلك حتى العمليات الكبيرة التي تطرأ من بعض الحالات الصحية، وحالات التفويج للمرضى بعربات إسعاف مجهزة بالكامل، حرصًا على تمكينهم من الحج بيسر وطمأنينة..
كل هذا وغيره منظور ومعروف وملموس، ومتوقع من وطن دأبه راحة ضيوف الرحمن وقيادة همها أمنهم وراحتهم، ولذا فالعجب كل العجب في من يرى في شعار «لا حج بلا تصريح» تضييقًا على المسلمين وحجرًا لهم عن الوصول إلى بيت الله، فما تفعله المملكة من تطوير مستمر غايته وهدفه التهيئة لاستيعاب الأعداد المتزايدة، كما أن أعداد الحجاج السنوية تدحض هذه الفرية التي نعرف مصدرها، وندرك غايتها، فهي «شنشنة» سنوية، لا غاية لها غير تعكير الأجواء، ومحاولة الانتقاص من صنيع لا ينكره إلا جاحد، ولا ينتقص منه إلى كنود.
فشعار «لا حج بلا تصريح» لا رجاء له إلا أن يضمن سلامة الحجيج وأمنهم، وأن يتمتعوا بخدمات نوعية تمكنهم من أداء مشاعرهم بيسر وطمأنينة، وتمنع عنهم السلوكيات السالبة التي كان لها سالب الأثر في المواسم السابقة، فكان من المهم أن تعالج في المواسم التالية تغليبًا للمصلحة، ودرءًا للمفسدة..
نسأل الله أن يوفق ولاة أمرنا لما يرضي الله، وأن ينعم الحجاج في هذا العام وفي الأعوام المقبلات بحج مبرور وسعي مشكور وذنب مغفور، وأن يعودوا إلى أوطانهم موفوري الصحة ومدركين لعظمة ما شهدوا في هذه البلاد المقدسة..

In this prosperous era, the era of King Salman bin Abdulaziz and his trustworthy Crown Prince Mohammed bin Salman, may God protect them, the care for the Two Holy Mosques has gained a new dimension with "Saudi Vision 2030," through the establishment of the "Guests of Rahman Service Program," which was launched in 2019, encompassing a noble message that aims to "provide the opportunity for as many Muslims as possible to perform the rituals of Hajj and Umrah in the best possible manner, and to enrich and deepen their experience by preparing the Two Holy Mosques, achieving the global message of Islam, preparing tourist and cultural sites, and providing the best services before, during, and after their visits to Mecca and Medina and the holy sites, reflecting the honorable and civilized image of the Kingdom in serving the Two Holy Mosques and the Guests of Rahman."
According to this program, the facilities of the Two Holy Mosques have witnessed an unprecedented movement of development, utilizing modern technology and artificial intelligence, and providing all logistical support to ensure that pilgrims and umrah performers can carry out their rituals with "ease and tranquility." This slogan has remained the fundamental characteristic that the leadership has worked to translate into reality, mobilizing all available resources and efforts, and activating various specialized entities for the comfort, safety, and security of the pilgrims. The Kingdom's efforts even anticipated the movement of pilgrims before they left their countries through the "Makkah Route Initiative," which facilitated procedures and opened a path of comfort and tranquility for the pilgrims, who praised it and commended the assistance and care they received for their comfort. All the evidence present today confirms one undeniable truth, with no room for exaggeration or diminishment; it is that the Kingdom of Saudi Arabia, by the grace of God and the wisdom and efforts of its leadership and officials, has made the journey of Hajj a safe, easy, and well-serviced experience in all its forms, without any obligation or pretense, and without any denial of the evident signs of this, including the variety of transportation means from the Haramain train, eco-friendly buses, and all other means, along with a new expansion that included the sanctuary and the holy sites, increasing the capacity to millions, and paving the roads in the holy sites and developing pedestrian pathways, equipping them with interlocking tiles, and providing seating areas along the sides of the road in addition to landscaping to make it suitable for pedestrians, including those with special needs and the elderly who use wheelchairs, while ensuring all facilities in the pedestrian pathways, from restrooms to replacing and renewing lighting systems. As for the blessed Arafat, through a massive revival project, more than 80,000 square meters of previously unused space have been utilized to accommodate the increasing numbers of pilgrims, expected to exceed (4) million pilgrims, which means a doubling of previous numbers. The floors of the tents in the holy site have also been updated with "interlocking tiles," ensuring durability and sustainability, and easy access to services.
