تدخل انتخابات مجلس إدارة الاتحاد السعودي لكرة القدم دورتها السادسة بكتلة تصويتية تضم 49 مندوباً، يمثلون أندية الدرجات الخمس، لاختيار المجلس الجديد خلال اجتماع الجمعية العمومية غير العادية المقرر في 30 أغسطس 2026، بعد فتح باب الترشح من 22 يوليو حتى الأول من أغسطس.
وكشف المستشار القانوني سعود الرمان، لـ«عكاظ»، أن الجمعية العمومية تتألف من 18 مندوباً لأندية الدوري الممتاز، بواقع مندوب لكل نادٍ، و10 مندوبين لأندية الدرجة الأولى، و10 للدرجة الثانية، و8 للدرجة الثالثة، و3 للدرجة الرابعة.
وتمثل الدرجات الأولى والثانية والثالثة والرابعة الأندية صاحبة المراكز الأعلى في آخر موسم رياضي منتهٍ يسبق اجتماع الجمعية العمومية؛ ليكتمل بذلك مجموع الناخبين عند 49 مندوباً.
وأوضح «الرمان» أن انتخابات مجلس الإدارة تُجرى بنظام القائمة، وتضم الرئيس ونائباً أو نائبين وأعضاء المجلس، بحد أقصى 12 عضواً، على أن تضم امرأة واحدة على الأقل. ولا تُقبل أي قائمة دون تزكية ثلاثة مندوبين على الأقل من أعضاء الجمعية العمومية، ولا يحق للمندوب تزكية أكثر من قائمة واحدة، وإلا أُلغيت جميع تزكياته.
ويتمتع كل مندوب بصوت واحد، ويقتصر التصويت على الحاضرين، دون السماح بالتصويت بالإنابة أو المراسلة. وتُجرى الانتخابات بالاقتراع السري، فيما تفوز القائمة بالتزكية إذا كانت القائمة الوحيدة.
وتحتاج القائمة للفوز من الجولة الأولى إلى ثلثي الأصوات الصحيحة؛ أي 33 صوتاً عند اكتمال حضور الأعضاء الـ49. وفي الجولة الثانية والجولات اللاحقة تكفي الأغلبية التي تتجاوز 50%، ما يجعل 25 صوتاً كافية للفوز عند حضور جميع الأعضاء.
وفي حال مشاركة أكثر من قائمتين، تُستبعد القائمة الأقل أصواتاً ابتداءً من الجولة الثانية حتى تبقى قائمتان، وإذا استمر التعادل بعد ثلاث جولات، تُجرى القرعة لتحديد القائمة الفائزة، وفق النظام الأساسي ولائحة الانتخابات لعام 2026.
The elections for the Board of Directors of the Saudi Football Federation enter their sixth term with a voting bloc comprising 49 delegates representing clubs from the five divisions, to select the new board during the extraordinary general assembly meeting scheduled for August 30, 2026, after the nomination period opens from July 22 to August 1.
The legal advisor Saud Al-Rumman revealed to "Okaz" that the general assembly consists of 18 delegates from the Premier League clubs, with one delegate for each club, 10 delegates from the first division, 10 from the second division, 8 from the third division, and 3 from the fourth division.
The first, second, third, and fourth divisions represent the clubs that ranked highest in the last completed sports season preceding the general assembly meeting; thus, the total number of voters reaches 49 delegates.
Al-Rumman explained that the board elections are conducted under a list system, which includes a president, one or two vice presidents, and council members, with a maximum of 12 members, ensuring that at least one woman is included. No list will be accepted without the endorsement of at least three delegates from the general assembly members, and a delegate is not allowed to endorse more than one list; otherwise, all their endorsements will be canceled.
Each delegate has one vote, and voting is limited to those present, with no proxy or mail voting allowed. The elections are conducted by secret ballot, and a list wins by acclamation if it is the only list.
To win in the first round, a list needs two-thirds of the valid votes; that is, 33 votes when all 49 members are present. In the second round and subsequent rounds, a simple majority exceeding 50% is sufficient, making 25 votes enough for victory when all members are present.
If more than two lists participate, the list with the fewest votes will be eliminated starting from the second round until only two lists remain. If a tie persists after three rounds, a draw will be held to determine the winning list, according to the basic system and the election regulations for 2026.
