أدان وزراء خارجية دول عربية وإسلامية السياسات والإجراءات الإسرائيلية التي تستهدف تغيير الهوية العربية الإسلامية والمسيحية للقدس المحتلة ووضعها القانوني والديمغرافي. وأكد اجتماع عمّان الوزاري لدعم القدس، في بيان ختامي اليوم (الأربعاء)، أن السياسات والإجراءات الإسرائيلية باطلة ولاغية ولا أثر قانونيا لها، وتعد خرقا فاضحا للقانون الدولي ولالتزامات إسرائيل بصفتها القوة القائمة بالاحتلال.
وشدد الوزراء على أن القدس الشرقية جزء من الأرض الفلسطينية المحتلة لا سيادة لإسرائيل عليها، وعاصمة الدولة الفلسطينية التي يجب أن تتجسد حرة، مستقلة، وذات سيادة على خطوط الرابع من يونيو 1967، لتعيش بأمن وسلام إلى جانب إسرائيل، مؤكدين تمسكهم بحل الدولتين، وقرارات الشرعية الدولية ومبادرة السلام العربية، سبيلا وحيدا لتحقيق السلام العادل والشامل، والتأكيد على إعلان نيويورك للتسوية السلمية لحل القضية الفلسطينية وتنفيذ حل الدولتين.
وأدان الاجتماع الانتهاكات الإسرائيلية في المسجد الأقصى المبارك ومحاولات تغيير الوضع التاريخي والقانوني القائم فيه، وفرض التقسيم الزماني والمكاني، بما في ذلك الاقتحامات المتصاعدة التي ينفّذها المستوطنون ووزراء ومسؤولون إسرائيليون متطرفون، بتسهيل من سلطات الاحتلال وتحت حمايتها، وما يصاحبها من ممارسات استفزازية وتصريحات تحريضية.
وأكد البيان أن المسجد الأقصى المبار بكامل مساحته البالغة 144 دونماً هو مكان عبادة خالص للمسلمين فقط، وأنّ إدارة أوقاف القدس وشؤون المسجد الأقصى المبارك التابعة لوزارة الأوقاف والشؤون والمقدسات الإسلامية الأردنية هي الجهة القانونية صاحبة الاختصاص الحصري بإدارة جميع شؤونه وتنظيم الدخول إليه.
وأعلن رفض الانتهاكات الإسرائيلية التي تطال المقدسات المسيحية، وتهدد الوجود المسيحي التاريخي في القدس، بما في ذلك القيود المفروضة على الوصول إلى كنيسة القيامة وممارسة الشعائر الدينية فيها، والتدخل في شؤون الكنائس والتضييق على مؤسساتها وممتلكاتها، والاعتداءات التي تستهدف رجال الدين والمصلين والرموز الدينية.
وأكد الوزراء دعم الوصاية الهاشمية التاريخية على المقدسات الإسلامية والمسيحية في القدس، ودورها في حماية هذه المقدسات، وصون هويتها العربية الإسلامية والمسيحية، والحفاظ على الوضع التاريخي والقانوني القائم، ودعم صمود المقدسيين وتمكينهم في مواجهة التحديات وتثبيت وجودهم في مدينتهم، وتوفير كافة أشكال الدعم التنموي، وتعزيز صمود المؤسسات الفلسطينية في القدس وحمايتها.
وحذر المشاركون من أن الاعتداءات الإسرائيلية على المقدسات الإسلامية في مدينة القدس المحتلة تشكّل استفزازًا سافرًا لمشاعر نحو ملياري مسلم حول العالم وتدفع نحو تفجر صراع ديني لن تقف تداعياته عند حدود المنطقة، وسيهدد السلم والأمن الإقليميين والدوليين.
ودعوا المجتمع الدولي ومجلس الأمن للتحرك فورا لوقف جميع الإجراءات الإسرائيلية اللا شرعية في القدس المحتلة وأماكنها المقدسة، محذرين من سياسة إسرائيلية ممنهجة لتكريس الاحتلال في مدينة القدس والأرض الفلسطينية المحتلة، واستهداف وكالة غوث وتشغيل اللاجئين الفلسطينيين، واستمرار خروقات إسرائيل لاتفاق وقف إطلاق النار في غزة وتفاقم الكارثة الإنسانية، ما يقوض حل الدولتين وكل فرص تحقيق السلام العادل والشامل، ويؤجج التوتر والصراع في المنطقة.
ورفض الوزراء أي قرار أحادي يخرق المكانة القانونية لمدينة القدس المحتلة بما يشمل افتتاح بعثات دبلوماسية في المدينة أو نقلها إليها، مؤكدين مخالفتها للقانون الدولي وقرارات الأمم المتحدة ذات الصلة، ومطالبة هذه الدول بالعدول عنها.
وطالبوا بإطلاق تحرّك مشترك لحشد موقف دولي فاعل لوقف هذه الممارسات والإجراءات والسياسات الإسرائيلية التصعيدية واللا شرعية، ولإلزام إسرائيل، بصفتها القوة القائمة بالاحتلال، باحترام الوضع التاريخي والقانوني القائم في القدس وأماكنها المقدسة.
ودعا الوزراء لعقد اجتماع وزاري مشترك لمنظمة التعاون الإسلامي وجامعة الدول العربية خلال الأسبوع رفيع المستوى لأعمال الجمعية العامة للأمم المتحدة في شهر سبتمبر القادم في نيويورك؛ لبحث التصعيد الإسرائيلي الخطير في القدس وأماكنها المقدسة وسبل مواجهته.
وبحث وزراء خارجية الدول العربية أعضاء اللجنة الوزارية المكلّفة بالتحرك الدولي لمواجهة السياسات والإجراءات الإسرائيلية غير القانونية في مدينة القدس المحتلة في التصعيد الإسرائيلي الخطير وغير المسبوق في مدينة القدس المحتلة والمقدسات الإسلامية والمسيحية فيها، وإطلاق تحرك مشترك لمواجهة جميع الإجراءات الإسرائيلية اللا شرعية التي تدفع المنطقة نحو المزيد من الصراع.
وتضم اللجنة: السعودية، الأردن، تونس، الجزائر والعراق، قطر، والصومال، فلسطين، مصر، المغرب، والأمين العام لجامعة الدول العربية، ووزراء خارجية وممثلو إندونيسيا وباكستان وتركيا وماليزيا.
Arab and Islamic foreign ministers condemned the Israeli policies and measures aimed at changing the Arab Islamic and Christian identity of occupied Jerusalem and its legal and demographic status. The final statement of the Amman ministerial meeting to support Jerusalem, issued today (Wednesday), affirmed that the Israeli policies and measures are null and void, have no legal effect, and constitute a blatant violation of international law and Israel's obligations as the occupying power.
The ministers emphasized that East Jerusalem is part of the occupied Palestinian territory over which Israel has no sovereignty, and it is the capital of the Palestinian state that must be realized as free, independent, and sovereign along the lines of June 4, 1967, to live in security and peace alongside Israel. They reaffirmed their commitment to the two-state solution, international legitimacy resolutions, and the Arab Peace Initiative as the only path to achieving just and comprehensive peace, and emphasized the New York Declaration for the peaceful settlement of the Palestinian issue and the implementation of the two-state solution.
The meeting condemned the Israeli violations at the blessed Al-Aqsa Mosque and attempts to change the existing historical and legal status there, and to impose temporal and spatial division, including the escalating incursions carried out by settlers and extremist Israeli ministers and officials, facilitated by the occupying authorities and under their protection, along with accompanying provocative practices and inciting statements.
The statement affirmed that the blessed Al-Aqsa Mosque, with its total area of 144 dunams, is a place of worship exclusively for Muslims, and that the Jerusalem Awqaf and Al-Aqsa Mosque Affairs Administration, affiliated with the Jordanian Ministry of Awqaf and Islamic Holy Places, is the legal authority with exclusive jurisdiction over all its affairs and the organization of entry to it.
It announced the rejection of Israeli violations targeting Christian holy sites, which threaten the historical Christian presence in Jerusalem, including restrictions on access to the Church of the Holy Sepulchre and the practice of religious rituals there, interference in church affairs, and pressure on its institutions and properties, as well as assaults targeting clergy, worshippers, and religious symbols.
The ministers affirmed their support for the historical Hashemite guardianship over Islamic and Christian holy sites in Jerusalem, its role in protecting these sanctities, preserving their Arab Islamic and Christian identity, maintaining the existing historical and legal status, supporting the steadfastness of Jerusalemites, empowering them to face challenges, affirming their presence in their city, providing all forms of developmental support, and strengthening the resilience of Palestinian institutions in Jerusalem and protecting them.
Participants warned that Israeli assaults on Islamic holy sites in occupied Jerusalem constitute a blatant provocation to the feelings of nearly two billion Muslims worldwide and push towards an outbreak of religious conflict whose repercussions will not be contained within the region, threatening regional and international peace and security.
They called on the international community and the Security Council to take immediate action to stop all illegal Israeli measures in occupied Jerusalem and its holy places, warning of a systematic Israeli policy to entrench the occupation in the city of Jerusalem and the occupied Palestinian territory, targeting the United Nations Relief and Works Agency for Palestine Refugees, and the continued violations of Israel of the ceasefire agreement in Gaza and the worsening humanitarian disaster, which undermines the two-state solution and all opportunities for achieving just and comprehensive peace, and fuels tension and conflict in the region.
The ministers rejected any unilateral decision that violates the legal status of occupied Jerusalem, including the opening of diplomatic missions in the city or transferring them there, affirming that such actions contradict international law and relevant United Nations resolutions, and calling on these countries to retract them.
They demanded the launch of a joint movement to mobilize an effective international stance to stop these Israeli practices, measures, and illegal policies, and to compel Israel, as the occupying power, to respect the existing historical and legal status in Jerusalem and its holy places.
The ministers called for holding a joint ministerial meeting of the Organization of Islamic Cooperation and the Arab League during the upcoming high-level week of the United Nations General Assembly in September in New York; to discuss the serious Israeli escalation in Jerusalem and its holy places and ways to confront it.
Arab foreign ministers, members of the ministerial committee tasked with international action to confront the illegal Israeli policies and measures in occupied Jerusalem, discussed the unprecedented serious Israeli escalation in the city of Jerusalem and its Islamic and Christian holy sites, and launched a joint movement to confront all illegal Israeli measures that push the region towards further conflict.
The committee includes: Saudi Arabia, Jordan, Tunisia, Algeria, Iraq, Qatar, Somalia, Palestine, Egypt, Morocco, the Secretary-General of the Arab League, and foreign ministers and representatives of Indonesia, Pakistan, Turkey, and Malaysia.
