كشفت اللجنة العليا لانتخابات مجلس الشعب السوري، اليوم (الأربعاء)، عن موعد انعقاد أولى جلسات المجلس، مؤكدة أنها ستُعقد في 6 يوليو الجاري، بعد أكثر من ثمانية أشهر على بدء عملية تشكيله.
كما أعلنت اللجنة أسماء أعضاء الثلث المكمل للمجلس، الذين اختارهم الرئيس أحمد الشرع، وعددهم 70 عضواً يمثلون مختلف المناطق السورية.
وقال رئيس اللجنة، محمد طه الأحمد، خلال مؤتمر صحفي، إن مدة دورة مجلس الشعب، وفقاً للإعلان الدستوري، سنتان ونصف (30 شهراً)، قابلة للتمديد، مشيراً إلى أن المجلس سيركز على تعزيز الدور التشريعي خلال المرحلة القادمة. وأوضح أنه لم تُعتمد المحاصصة المناطقية في التعيين، وإنما الكفاءة، بما يضمن أن تؤدي الشخصيات المختارة الدور المطلوب منها خلال المرحلة القادمة، بحسب وكالة الأنباء السورية «سانا».
ولفت إلى أن قائمة الأعضاء المعينين تعكس الوفاء لتضحيات الشعب السوري، إذ تضم ذوي الشهداء، وناجين من المعتقلات والهجمات الكيميائية، إلى جانب نخبة من الأكاديميين والخبراء وأصحاب الكفاءات، ووجهاء المجتمع، والشخصيات الوطنية المعروفة بخبرتها ونزاهتها وخدمتها للشأن العام.
وأكد أن أعضاء المجلس يدركون حجم المسؤولية الوطنية الملقاة على عاتقهم، وسيكونون على قدر الأمانة في تمثيل الشعب، وممارسة دورهم التشريعي والرقابي، والإسهام في بناء مؤسسات الدولة، وتحقيق تطلعات السوريين إلى مستقبل يسوده الأمن والاستقرار والعدالة.
ويضم المجلس 210 أعضاء، وسيمنح صلاحيات محدودة في ظل نظام الحكم الرئاسي الذي أرساه الشرع منذ الإطاحة بالنظام السابق عام 2024.
من جهته، قال الأمين العام لمجلس الشعب، محمد حمزة شموط، إن الثلث المكمل لأعضاء المجلس يتوزع إلى 23 شخصاً من الأعيان، و47 من أصحاب الكفاءات، بينهم 12 من حملة الماجستير و17 من حملة الدكتوراه. وأضاف أنهم يتوزعون جغرافياً بواقع 5 من إدلب، و6 من حمص، و7 من الحسكة، و4 من درعا، و3 من الرقة، و5 من دمشق، و2 من القنيطرة، و6 من دير الزور، و4 من اللاذقية، و5 من ريف دمشق، و14 من حلب، و2 من طرطوس، و5 من حماة، و2 من السويداء.
وكانت هيئات ناخبة في الدوائر الانتخابية قد اختارت ثلثي أعضاء المجلس العام الماضي، ويتولى المجلس السلطة التشريعية إلى حين إقرار دستور دائم وإجراء انتخابات عامة.
وشهدت سورية، في 5 أكتوبر الماضي، انتخابات مجلس الشعب، إذ جرى اختيار 137 عضواً من قبل هيئات ناخبة. وتوفي الأسبوع الماضي مصطفى كلثوم، ممثل جسر الشغور، ليصبح عدد المقاعد الشاغرة أربعة، ثلاثة منها لمحافظة السويداء، التي لم تُجرَ فيها الانتخابات بسبب الظروف الأمنية، فيما عيّن رئيس الجمهورية 70 عضواً بشكل مباشر لمعالجة النقص في التمثيل الناجم عن آلية الانتخابات غير المباشرة.
The High Committee for the Syrian People's Assembly elections revealed today (Wednesday) the date for the first sessions of the assembly, confirming that they will be held on July 6 of this year, after more than eight months since the process of its formation began.
The committee also announced the names of the members of the complementary third of the assembly, chosen by President Ahmad al-Shara, totaling 70 members representing various Syrian regions.
Committee Chairman, Muhammad Taha al-Ahmad, stated during a press conference that the term of the People's Assembly, according to the constitutional declaration, is two and a half years (30 months), subject to extension, noting that the assembly will focus on enhancing its legislative role in the upcoming phase. He clarified that regional quotas were not adopted in the appointments, but rather competence, ensuring that the selected individuals will fulfill the required role in the upcoming phase, according to the Syrian news agency "SANA".
He pointed out that the list of appointed members reflects loyalty to the sacrifices of the Syrian people, as it includes relatives of martyrs, survivors of detention and chemical attacks, alongside a group of academics, experts, and qualified individuals, as well as community leaders and national figures known for their experience, integrity, and service to public affairs.
He emphasized that the assembly members are aware of the national responsibility placed upon them, and they will be trustworthy in representing the people, exercising their legislative and oversight roles, and contributing to building state institutions, achieving the aspirations of Syrians for a future characterized by security, stability, and justice.
The assembly consists of 210 members and will have limited powers under the presidential system established by al-Shara since the overthrow of the previous regime in 2024.
For his part, the Secretary-General of the People's Assembly, Muhammad Hamza Shamout, stated that the complementary third of the assembly members is distributed as follows: 23 individuals from the notables, and 47 from qualified individuals, including 12 with master's degrees and 17 with doctoral degrees. He added that they are geographically distributed as follows: 5 from Idlib, 6 from Homs, 7 from Hasakah, 4 from Daraa, 3 from Raqqa, 5 from Damascus, 2 from Quneitra, 6 from Deir ez-Zor, 4 from Latakia, 5 from Rural Damascus, 14 from Aleppo, 2 from Tartus, 5 from Hama, and 2 from Sweida.
Electoral bodies had chosen two-thirds of the assembly members last year, and the assembly holds legislative authority until a permanent constitution is adopted and general elections are held.
Syria witnessed the People's Assembly elections on October 5 of last year, where 137 members were chosen by electoral bodies. Last week, Mustafa Kalthoum, the representative from Jisr al-Shughur, passed away, leaving four vacant seats, three of which are for the province of Sweida, where elections were not held due to security conditions, while the President appointed 70 members directly to address the representation gap resulting from the indirect election mechanism.
