كشفت منظمة سياج لحماية الطفولة في اليمن، أمس (الأحد)، عن تفاقم معدلات العنف والاستغلال وسوء معاملة الأطفال في اليمن نتيجة الحرب والانهيار الشامل لمنظومة الحماية.
واستعرضت المنظمة، في ورقة عمل قدمها رئيسها أحمد القرشي خلال حلقة نقاشية بعنوان «الأطفال بين خطر الاعتداء وثغرات الحماية»، نفذتها مؤسسة القسطاس للعدالة والحقوق بالتعاون مع منصة أطفال اليمن، أن نسبة زواج القاصرات في المناطق الريفية وصلت إلى مستوى صادم بلغ نحو 80% خلال السنوات الخمس الأخيرة.
وحذرت المنظمة من مخاطر المراكز الصيفية الحوثية ودورها في تجنيد الأطفال، مبينة أن جماعة الحوثي أقرت، على لسان مسؤولين كبار فيها، باستيعاب مليون و500 ألف طفل وطفلة في المراكز الصيفية عبر أكثر من 9100 مركز، مع تخريج دفعات عسكرية، منها 4000 طفل من تعز وحدها.
وأكدت «سياج» أن أكثر من 21.5 مليون طفل وطفلة يواجهون مخاطر جسيمة في ظل واقع حمائي منهار، إذ بات طفل واحد من بين كل أربعة أطفال خارج المنظومة التعليمية، فيما يفتقر 47% من الأطفال النازحين الفارين من مناطق سيطرة الحوثيين إلى شهادات ميلاد رسمية، الأمر الذي يحرمهم من حقوقهم الأساسية ويجعلهم عرضة للتجنيد والاستغلال والاتجار.
وأشارت المنظمة إلى أن تقارير حقوقية محلية ودولية، بينها تقارير فريق الخبراء الدوليين التابع للأمم المتحدة، وثقت أن المراكز الصيفية تحولت إلى بيئات للتجنيد القسري والاستغلال الجنسي والتعذيب، بما يرقى إلى جرائم حرب وجرائم ضد الإنسانية.
ودعت «سياج» المجتمع الدولي إلى اتخاذ خطوات فاعلة لحماية الأطفال في اليمن، وتخصيص الموارد اللازمة لمكافحة الجرائم والانتهاكات التي تستهدفهم.
The Seyaj Organization for Childhood Protection in Yemen revealed yesterday (Sunday) the worsening rates of violence, exploitation, and mistreatment of children in Yemen as a result of the war and the complete collapse of the protection system.
The organization presented, in a working paper by its president Ahmed Al-Qurashi during a discussion titled "Children Between the Danger of Assault and Gaps in Protection," implemented by the Al-Qistas Foundation for Justice and Rights in cooperation with the Yemen Children Platform, that the rate of child marriage in rural areas has reached a shocking level of about 80% over the past five years.
The organization warned of the dangers of Houthi summer centers and their role in recruiting children, indicating that the Houthi group has acknowledged, through senior officials, the enrollment of one million and 500 thousand boys and girls in summer centers across more than 9,100 centers, with military batches graduating, including 4,000 children from Taiz alone.
Seyaj confirmed that more than 21.5 million boys and girls face serious dangers in light of a collapsed protective reality, as one in every four children is out of the educational system, while 47% of displaced children fleeing from Houthi-controlled areas lack official birth certificates, which deprives them of their basic rights and makes them vulnerable to recruitment, exploitation, and trafficking.
The organization pointed out that local and international human rights reports, including reports from the United Nations' Group of International Experts, documented that summer centers have turned into environments for forced recruitment, sexual exploitation, and torture, amounting to war crimes and crimes against humanity.
Seyaj called on the international community to take effective steps to protect children in Yemen and allocate the necessary resources to combat the crimes and violations targeting them.
