جدد رئيس مجلس النواب اللبناني نبيه بري تمسكه بإجراء الانتخابات النيابية في موعدها في العاشر من مايو القادم.
تعطيل استحقاق دستوري
ونقلت الوكالة الوطنية للإعلام عن بري، اليوم (الجمعة) قوله: إنه أبلغ رئيسي الجمهورية جوزيف عون والوزراء نواف سلام بموقفه، وأضاف أنه «من غير الجائز أننا مع بداية عهد جديد، أن نعيق انطلاقته بتعطيل أو تأجيل أو تمديد لأهم استحقاق دستوري هو الأساس في تكوين السلطات وإنتاج الحياة السياسية».
وحول إقرار قانون الفجوة المالية، اعتبر بري أن هذا القانون «يمثل حجر الزاوية في التعافي المالي والاقتصادي، لافتا إلى أن المجلس النيابي سيحاول إنجاز هذا القانون خلال شهر مارس، وذلك كله رهن تعاون الجميع، بشرط أن يضمن القانون حصول المودع على وديعته عاجلاً أم آجلاً وهذا حق مقدس للمودعين.
خطورة المساس بالذهب
وحذر رئيس البرلمان من خطورة المساس بالذهب في معالجة هذه القضية، قائلاً: «حذار ثم حذار من بيع أو تسييل الذهب، لبنان ليس بلداً فقيراً أو مفلساً هناك أكثر من وسيلة وطريقة يمكن الوصول من خلالها إلى حل دون المساس بحقوق المودعين وبالذهب».
وفي ما يتعلق بملف معالجة الأبنية الآيلة للسقوط في طرابلس، قال بري: إن معالجة هذا الملف يجب أن تكون أولوية وطنية بامتياز ولا بد من إنشاء صندوق وطني لإنماء طرابلس والشمال لا بل لإنماء لبنان لأن إنماء هاتين المنطقتين هو إنماء للبنان ومجابهة الحرمان والإهمال هو كمجابهة الاحتلال واجب وطني يجب أن تتضافر في سبيلها كل الجهود الوطنية.
وكان رئيسا الجمهورية والوزراء، أعلنا تمسكهما بإجراء الانتخابات في موعدها، وقال نواف سلام في نوفمبر، إن الحكومة ملتزمة بإجراء الانتخابات في موعدها، وهذا ليس كلاماً إنشائياً، نحن نقوم بكل الاستعدادات المطلوبة كي تجرى الانتخابات في موعدها، في مايو 2026.
وأضاف: «ليس بأيدينا أن نؤجل الانتخابات، أو نسبقها عن موعدها، هذه المسألة بيد البرلمان، لكن في قناعتي أن مجلس النواب، مثل الحكومة، لن يمس تاريخ إجراء الانتخابات».
عون وبري متمسكان بالانتخابات
وكان الرئيس جوزيف عون، أعلن في نوفمبر الماضي أن الانتخابات النيابية ستجري في موعدها، مضيفاً أنه مصرّ مع رئيسي مجلسي النواب والوزراء نبيه بري ونواف سلام، على إجراء هذه الانتخابات في موعدها، وعلى مجلس النواب لعب دوره.
وأضاف: نحن نسير على طريق إجراء هذا الاستحقاق الدستوري، لكن صيغة القانون الذي ستجرى على أساسه، تعود إلى البرلمان، قد يكون هناك من لا يرغب في حصول الانتخابات، وهذا هو واقع لبنان، أما في ما يخصني مع الرئيسين بري وسلام، فهناك تمسّك بإجراء الانتخابات النيابية، والحكومة قامت بواجبها في هذا الموضوع، وانطلاقاً من مبدأ فصل السلطات، لا يمكنها لعب دور مجلس النواب، وهذا ما نص عليه الدستور واتفاق الطائف.
Lebanese Speaker of Parliament Nabih Berri renewed his commitment to holding parliamentary elections on schedule on May 10th.
Constitutional Entitlement Disruption
The National News Agency reported Berri as saying today (Friday) that he informed President of the Republic Joseph Aoun and Prime Minister Nawaf Salam of his position, adding that "it is unacceptable that at the beginning of a new term, we hinder its launch by disrupting, postponing, or extending the most important constitutional entitlement, which is fundamental to the formation of authorities and the production of political life."
Regarding the approval of the financial gap law, Berri considered that this law "represents the cornerstone of financial and economic recovery," noting that the Parliament will try to finalize this law during March, all of which depends on everyone's cooperation, provided that the law guarantees that the depositor will receive their deposit sooner or later, which is a sacred right for depositors.
The Danger of Touching Gold
Berri warned of the dangers of touching gold in addressing this issue, saying: "Beware, beware of selling or liquidating gold. Lebanon is not a poor or bankrupt country; there are more than one means and ways to reach a solution without infringing on the rights of depositors and on gold."
Regarding the issue of addressing the buildings at risk of collapse in Tripoli, Berri stated that addressing this issue should be a national priority par excellence and that a national fund must be established for the development of Tripoli and the North, indeed for the development of Lebanon, because the development of these two regions is the development of Lebanon, and confronting deprivation and neglect is akin to confronting occupation; it is a national duty that all national efforts must unite to achieve.
Presidents of the Republic and the Council of Ministers had announced their commitment to holding elections on schedule, with Nawaf Salam stating in November that the government is committed to conducting the elections on time, and this is not mere rhetoric; we are making all the necessary preparations for the elections to take place on schedule in May 2026.
He added: "It is not in our hands to postpone the elections or to advance them; this matter is in the hands of Parliament, but in my conviction, the Parliament, like the government, will not alter the date of the elections."
Aoun and Berri Insist on Elections
President Joseph Aoun announced last November that the parliamentary elections will take place on schedule, adding that he is insistent, along with the Presidents of the Parliament and the Council of Ministers, Nabih Berri and Nawaf Salam, on holding these elections on time and on the Parliament playing its role.
He added: "We are on the path to conducting this constitutional entitlement, but the formula of the law under which it will be conducted is up to Parliament; there may be those who do not wish for the elections to take place, and this is the reality of Lebanon. As for me, along with Presidents Berri and Salam, there is a commitment to holding the parliamentary elections, and the government has fulfilled its duty in this matter, and based on the principle of separation of powers, it cannot play the role of the Parliament, as stipulated by the constitution and the Taif Agreement."
