أعلنت الرئاسة السورية التوصل إلى تفاهم مشترك بين الحكومة السورية وقوات سورية الديمقراطية (قسد)، حول عدد من القضايا المتعلقة بمستقبل محافظة الحسكة. وكشفت أن تنفيذ هذا التفاهم سيبدأ اعتباراً من الساعة الثامنة من مساء اليوم (الثلاثاء).
وأوضحت الرئاسة السورية، في بيان، اليوم، أنه تم الاتفاق على منح «قسد» مدة 4 أيام للتشاور من أجل وضع خطة تفصيلية لآلية دمج المناطق عملياً، وفق ما نقلت وكالة «سانا» الرسمية.
وقالت الرئاسة: «في حال الاتفاق، لن تدخل القوات السورية مراكز مدينتي الحسكة والقامشلي وستبقى على أطرافهما، على أن تتم لاحقاً مناقشة الجدول الزمني والتفاصيل الخاصة بالدمج السلمي لمحافظة الحسكة بما في ذلك مدينة القامشلي».
وأضافت أنه تم التأكيد على أن القوات العسكرية السورية لن تدخل القرى الكردية، وأنه لن توجد أي قوات مسلحة في تلك القرى باستثناء قوات أمن محلية من أبناء المنطقة وفقاً للاتفاق.
وذكرت أن قائد «قسد» مظلوم عبدي سيطرح مرشحاً لمنصب مساعد وزير الدفاع، إضافة إلى اقتراح مرشح لمنصب محافظ الحسكة، وأسماء للتمثيل في مجلس الشعب وقائمة أفراد للتوظيف ضمن مؤسسات الدولة السورية.
وأكدت أن الطرفين اتفقا على دمج جميع القوات العسكرية والأمنية لـ«قسد» ضمن وزارتي الدفاع والداخلية، مع استمرار النقاشات حول آلية الدمج التفصيلية، كما ستُدمج المؤسسات المدنية ضمن هيكل الحكومة السورية.
وأوضحت أنه سيتم تنفيذ المرسوم رقم 13 المتعلق بالحقوق اللغوية والثقافية وحقوق المواطنة للكرد، بما يعكس التزاماً مشتركاً ببناء سورية موحدة وقوية تقوم على أساس الشراكة الوطنية وضمان الحقوق لجميع مكوناتها.
The Syrian presidency announced the reaching of a mutual understanding between the Syrian government and the Syrian Democratic Forces (SDF) regarding several issues related to the future of Al-Hasakah province. It revealed that the implementation of this understanding will begin at 8 PM today (Tuesday).
The Syrian presidency clarified, in a statement today, that it was agreed to grant the SDF a period of 4 days for consultations to develop a detailed plan for the practical integration of the areas, according to what was reported by the official news agency "SANA".
The presidency stated: "In the event of an agreement, Syrian forces will not enter the centers of the cities of Al-Hasakah and Qamishli and will remain on their outskirts, with discussions to follow regarding the timeline and specific details of the peaceful integration of Al-Hasakah province, including the city of Qamishli."
It added that it was confirmed that Syrian military forces would not enter Kurdish villages, and that there would be no armed forces in those villages except for local security forces from the region in accordance with the agreement.
It mentioned that the commander of the SDF, Mazloum Abdi, will propose a candidate for the position of Assistant Minister of Defense, in addition to suggesting a candidate for the position of Governor of Al-Hasakah, and names for representation in the People's Council and a list of individuals for employment within the institutions of the Syrian state.
It confirmed that both parties agreed to integrate all military and security forces of the SDF into the Ministries of Defense and Interior, while discussions on the detailed integration mechanism will continue, and civil institutions will be integrated into the structure of the Syrian government.
It clarified that Decree No. 13 related to the linguistic and cultural rights and citizenship rights of the Kurds will be implemented, reflecting a mutual commitment to building a unified and strong Syria based on national partnership and ensuring rights for all its components.
