فيما أكد رئيس الهيئة العامة للاستعلامات المصرية، ضياء رشوان أن نزع سلاح حماس «لن يتم بالقوة»، رحبت حركة حماس اليوم (الخميس)، بتشكيل لجنة التكنوقراط، برئاسة علي شعث، التي كُلفت بإدارة القطاع الفلسطيني تحت إشراف دولي، وذلك مع انتقال الخطة الأمريكية للسلام في غزة إلى مرحلتها الثانية.
وقال القيادي في حماس باسم نعيم في بيان، إن الحركة أعلنت عن جاهزيتها لتسليم إدارة القطاع للجنة الوطنية الانتقالية وتسهيل مهمتها، موضحاً أن الكرة الآن في ملعب الوسطاء والضامن الأمريكي والمجتمع الدولي لتمكين اللجنة ومواجهة مخططات (رئيس الوزراء الإسرائيلي بنيامين نتنياهو) للماطلة والتعطيل.
وكانت الفصائل والقوى الفلسطينية قد أصدرت، أمس، بياناً حول خارطة طريق لغزة بضمانات مصرية ودعم خطة الرئيس الأمريكي دونالد ترمب، عقب اجتماعها في العاصمة المصرية القاهرة لتوحيد الرؤية حول تنفيذ المرحلة الثانية من اتفاق وقف إطلاق النار بقطاع غزة.
وأكدت الفصائل والقوى الفلسطينية دعم جهود الوسطاء في تشكيل اللجنة الوطنية الفلسطينية الانتقالية، مع توفير المناخ المناسب لتسلمها بشكل فوري كافة مهمات مسؤوليات القطاع لتسيير شؤون الحياة والخدمات الأساسية، بالتعاون مع مجلس السلام واللجنة التنفيذية الدولية التابعة له، للإشراف على قبول وتنفيذ عمليات إعادة إعمار القطاع.
من جهته، أعلن المبعوث الأمريكي ستيف ويتكوف، أمس أن خطة إنهاء الحرب في غزة انتقلت إلى المرحلة الثانية بهدف نزع سلاح حماس، وإعادة الإعمار.
وكتب في منشور على منصة «x»: «نعلن إطلاق المرحلة الثانية من خطة الرئيس ترمب المكونة من 20 نقطة لإنهاء النزاع في غزة، والتي تنتقل من وقف إطلاق النار إلى نزع السلاح، والحكم التكنوقراطي، وإعادة الإعمار».
وشدد على أن واشنطن تتوقع من حماس الوفاء الكامل بالتزاماتها، مضيفاً أن أمريكا تنتظر أيضاً من الحركة إعادة جثمان الأسير الإسرائيلي الأخير المتبقي على الفور وإلا سيترتب على ذلك عواقب وخيمة.
من جهة أخرى، أكد رئيس الهيئة العامة للاستعلامات المصرية، ضياء رشوان، أن اللجنة الإدارية في غزة ستتولى ملفي الخدمات والإعمار خلال المرحلة القادمة، مبينة أن قوة الاستقرار الدولية لن تدخل في نزاع عسكري داخل غزة.
ولفت إلى أن مصر ستكون حاضرة ضمن قوة حفظ الاستقرار في غزة، مؤكدة أن هذه القوة ستشرف على انسحاب إسرائيل من القطاع.
وقال رشوان في تصريحات تلفزيونية: إن ملف الأمن في غزة معقّد بسبب استمرار الوجود الإسرائيلي، مؤكداً أن الخطة العربية–الإسلامية تشدد على إعمار غزة بالكامل، ولا يمكن حصر الإعمار في مناطق دون أخرى.
While the head of the Egyptian General Authority for Information, Diaa Rashwan, confirmed that disarming Hamas "will not be done by force," Hamas welcomed today (Thursday) the formation of a technocratic committee, headed by Ali Shath, which has been tasked with managing the Palestinian sector under international supervision, coinciding with the transition of the American peace plan for Gaza to its second phase.
Hamas leader Bassem Naeem stated in a statement that the movement announced its readiness to hand over the management of the sector to the transitional national committee and facilitate its mission, clarifying that the ball is now in the court of the mediators, the American guarantor, and the international community to empower the committee and confront the plans of Israeli Prime Minister Benjamin Netanyahu to procrastinate and obstruct.
Yesterday, Palestinian factions and forces issued a statement regarding a roadmap for Gaza with Egyptian guarantees and support for President Donald Trump's plan, following their meeting in the Egyptian capital, Cairo, to unify their vision for implementing the second phase of the ceasefire agreement in the Gaza Strip.
The Palestinian factions and forces affirmed their support for the mediators' efforts in forming the Palestinian transitional national committee, while providing the appropriate environment for it to immediately assume all responsibilities of the sector to manage daily life and essential services, in cooperation with the Peace Council and its international executive committee, to oversee the acceptance and implementation of reconstruction operations in the sector.
For his part, American envoy Steve Witkoff announced yesterday that the plan to end the war in Gaza has moved to the second phase aimed at disarming Hamas and reconstruction.
He wrote in a post on the "x" platform: "We announce the launch of the second phase of President Trump's 20-point plan to end the conflict in Gaza, which transitions from a ceasefire to disarmament, technocratic governance, and reconstruction."
He emphasized that Washington expects Hamas to fully fulfill its commitments, adding that the U.S. also expects the movement to return the body of the last remaining Israeli prisoner immediately, or else there will be severe consequences.
On another note, Diaa Rashwan, head of the Egyptian General Authority for Information, confirmed that the administrative committee in Gaza will take over the files of services and reconstruction during the upcoming phase, indicating that the international stability force will not engage in military conflict within Gaza.
He pointed out that Egypt will be present as part of the stability preservation force in Gaza, affirming that this force will oversee Israel's withdrawal from the sector.
Rashwan stated in television remarks that the security file in Gaza is complicated due to the continued Israeli presence, emphasizing that the Arab-Islamic plan stresses the complete reconstruction of Gaza, and reconstruction cannot be limited to certain areas over others.
