من المنتظر أن يلتقي الرئيس الأمريكي دونالد ترمب فور عودته من جولته الآسيوية بمبعوثه الخاص إلى العراق مارك سافايا، اليوم (الجمعة). يهدف اللقاء إلى وضع اللمسات الأخيرة لتوجهات واشنطن المستقبلية تجاه بغداد. ومن المتوقع أن يرسم هذا اللقاء «خارطة طريق» تحدد مهمات المبعوث الأمريكي في العراق.
وفي دلالة على شمولية المهمة وتعدد أبعادها، فإن كلا من مدير جهاز CIA جون رادكفلت ووزير الخارجية ماركو روبيو سيحضران اللقاء، بالإضافة إلى مساعدين آخرين من الخارجية والأمن والاستثمار تم تسميتهم ضمن فريق العمل مع مبعوث الرئيس ترمب.
ويؤكد الحضور عالي المستوي من المسؤولين الأمريكيين جدية الإدارة الأمريكية في التعامل مع الملف العراقي كأحد الملفات التي تحظى بأولوية تهتم ببناء رؤية بعيدة المدى للمصالح الأمريكية في العراق.
وبحسب مصادر خاصة لـ«عكاظ»، فإن من المقرر أن يحدد هذا الاجتماع طبيعة عمل ومهمات وأهداف مارك سافايا في العراق، وسيمثل خارطة طريق عن الخطوات التي سيباشر العمل بها.
وكشفت المصادر أولويات واشنطن المتداخلة في بغداد، والتي «سيكون من ضمنها، العمل على تعزيز الشراكة الاقتصادية بين الولايات المتحدة والعراق بعد إنهاء نفوذ الفصائل المسلحة، وبحث آلية سحب السلاح المنفلت والإجراءات التي ستُتخذ حيالها».
وستكون العملية السياسية وإعادة ترتيبها بعيدا عن النفوذ والتوجهات الخارجية من بين جدول أعمال المبعوث الأمريكي الخاص.
ورجحت المصادر أن تتصدر قضية الانتخابات البرلمانية المرتقبة، خصوصا ما يتعلق بوجود جهات سياسية لديها أجنحة مسلحة معاقبة أمريكياً والتي قد تحصل على مقاعد برلمانية ليست بالقليلة، جدول أعمال اللقاء.
وحسب المصادر، فإن النقاش يمكن أن يتطرق إلى «الأسماء المرشحة لشغل منصب رئيس مجلس الوزراء القادم والتي تسعى واشنطن إلى أن يكون من الشخصيات المستقلة (تكنوقراط) ودعمه بأن يختار حكومته دون أية ضغوط».
ويبدو أن المبعوث الأمريكي الخاص سيعمل على أن تتوافق الأطراف السياسية العراقية على اختيار شخصية مستقلة للمنصب بعد أن يلتقي بقيادات سياسية من جميع المكونات من داخل العملية السياسية وخارجها. وقد يلتقي بشخصيات معارضة، ولن تقتصر مهمته على الملفات المتعلقة بالاقتصاد والعملية السياسية في بغداد، بل ستمتد إلى إقليم كردستان في محاولة لترطيب الأجواء وإنهاء الخلافات بين حكومتي بغداد وأربيل.
ووفق مصادر «عكاظ»، فإن الولايات المتحدة استبعدت نهائيا فكرة تشكيل حكومة طوارئ أو حكومة إنقاذ.
وأفادت المصادر بأن كل ما أشيع بأن الموفد الأمريكي حضر إلى العراق قبل أيام والتقى بشخصيات سياسية غير صحيح، ما يؤكد أن الزيارة القادمة تمثل الانطلاقة الرسمية والفعلية لمهماته، والتي تحمل معها رؤية أمريكية شاملة يُعتقد أنها تسعى لإعادة رسم المشهد في العراق وفق مصالحها الإستراتيجية.

According to exclusive sources for "Okaz," this meeting is set to determine the nature of Mark Safaya's work, tasks, and objectives in Iraq, and will represent a roadmap for the steps he will begin to undertake.
The sources revealed Washington's intertwined priorities in Baghdad, which will include efforts to enhance economic partnership between the United States and Iraq after ending the influence of armed factions, and discussing mechanisms for disarming rogue weapons and the measures that will be taken regarding them.
The political process and its reorganization away from foreign influence and agendas will be among the agenda items for the U.S. special envoy.
The sources indicated that the issue of the upcoming parliamentary elections, especially concerning the presence of political entities with armed wings that are subject to U.S. sanctions and may secure a significant number of parliamentary seats, will top the meeting's agenda.
According to the sources, the discussion may touch on "the names proposed for the position of the next Prime Minister, which Washington seeks to be from independent (technocrat) figures and to support him in choosing his government without any pressures."
It seems that the U.S. special envoy will work towards achieving consensus among Iraqi political parties on selecting an independent figure for the position after meeting with political leaders from all components both inside and outside the political process. He may also meet with opposition figures, and his mission will not be limited to issues related to the economy and the political process in Baghdad, but will extend to the Kurdistan Region in an attempt to ease tensions and resolve disputes between the Baghdad and Erbil governments.
According to "Okaz" sources, the United States has definitively ruled out the idea of forming an emergency government or a rescue government.
The sources reported that all rumors suggesting that the U.S. envoy visited Iraq a few days ago and met with political figures are untrue, confirming that the upcoming visit represents the official and actual start of his missions, which carry with them a comprehensive American vision believed to aim at redrawing the scene in Iraq according to its strategic interests.
