كشفت صحيفة «التلغراف» البريطانية اليوم (الخميس) صفقة يستعد الرئيس الأمريكي دونالد ترمب لإبرامها مع نظيره الروسي فلاديمير بوتين لتحفيزه على إنهاء الحرب في أوكرانيا، مبينة أن ترمب يستعد لمنح روسيا إمكانية الوصول إلى ثروات الطبيعية والمعادن في أوكرانيا وألاسكا.
وذكرت الصحيفة أن ترمب سيصل إلى اجتماعه المرتقب مع بوتين، (الجمعة)، في ألاسكا محملا بعدد من فرص الربح المالي لروسيا، ومن بينها أنه سيفتح موارد ألاسكا الطبيعية أمام موسكو، وسيرفع بعض العقوبات الأمريكية على صناعات الطيران الروسية، مشيرة إلى أن المقترحات تتضمن منح بوتين حق الوصول إلى المعادن الأرضية النادرة الموجودة في الأراضي الأوكرانية، التي تسيطر عليها روسيا.
ونقلت «التلغراف» عن مصدر مطلع قوله: «هناك مجموعة من الحوافز، ومن المحتمل أن يكون اتفاق حول المعادن النادرة أحدها»، مشيرة إلى أن أوكرانيا تملك 10%من احتياطات الليثيوم العالمية، المعدن الأساسي، الذي يستخدم في صناعة البطاريات.
وتوجد اثنتان من أكبر رواسب الليثيوم في المناطق الأوكرانية الخاضعة للسيطرة الروسية، وأعلن بوتين تمسكه بالمعادن الثمينة في هذه المناطق، خصوصاً أن أمريكا وقعت مع كييف في مايو الماضي اتفاقاً بشأن المعادن الأرضية النادرة، ما يسمح لها باستغلال الموارد الطبيعية الوفيرة في أوكرانيا.
وأفادت الصحيفة بأن واشنطن ستحتاج إلى إنشاء عمليات تعدين جديدة، وهو ما يمكن تسريعه بالتعاون الروسي، مبينة أن وزير الخزانة الأمريكي سكوت بينست قدم لترمب إحاطة عن التنازلات الاقتصادية التي يمكن لواشنطن إعطاؤها لروسيا، من أجل تسريع التوصل إلى اتفاق لوقف إطلاق النار.
وقالت الصحيفة إن الحوافز الأخرى تشمل رفع الحظر عن تصدير أجزاء، والمعدات اللازمة لصيانة الطائرات الروسية، التي تضررت بعد العقوبات الغربية التي طالت روسيا بعد حرب أوكرانيا عام 2022، ما أجبر شركات الطيران والجيش على تفكيك الطائرات القديمة للحصول على قطع غيار، مؤكدة أن هناك نية لدى ترمب لعقد اجتماع ثان مع بوتين بعد محادثتهما، سيشارك فيه الرئيس الأوكراني فولديمير زيلينسكي.
وأشارت الصحيفة إلى أن ترمب يفكر في إعطاء روسيا فرصا لاستغلال موارد طبيعية في المضيق الفاصل بين البلدين، ويقدر أنها تحتوي على احتياطات نفط وغاز غير مكتشفة، من بينها 13%من احتياطات النفط العالمية.
وقال مصدر حكومي بريطاني لـ«التلغراف» إن هذه الحوافز قد تكون مقبولة أوروبيا إذا لم ينظر إليها على أنها مكافأة لروسيا، مضيفا: يجب أن تعرض بطريقة تتماشى مع الرأي العام، ولا يمكن أن ترى كجائزة لبوتين.
The British newspaper "The Telegraph" revealed today (Thursday) a deal that U.S. President Donald Trump is preparing to finalize with his Russian counterpart Vladimir Putin to incentivize him to end the war in Ukraine, indicating that Trump is ready to grant Russia access to natural resources and minerals in Ukraine and Alaska.
The newspaper mentioned that Trump will arrive at his anticipated meeting with Putin (on Friday) in Alaska loaded with several financial profit opportunities for Russia, including that he will open Alaska's natural resources to Moscow and lift some U.S. sanctions on Russian aviation industries, noting that the proposals include granting Putin access to rare earth minerals located in Ukrainian territories controlled by Russia.
"There is a range of incentives, and a deal regarding rare minerals could potentially be one of them," a knowledgeable source told "The Telegraph," pointing out that Ukraine holds 10% of the world's lithium reserves, a key mineral used in battery production.
Two of the largest lithium deposits are located in Ukrainian areas under Russian control, and Putin has expressed his commitment to the precious minerals in these regions, especially since the U.S. signed an agreement with Kyiv last May regarding rare earth minerals, allowing it to exploit the abundant natural resources in Ukraine.
The newspaper reported that Washington will need to establish new mining operations, which could be expedited through Russian cooperation, indicating that U.S. Treasury Secretary Scott Pruitt provided Trump with a briefing on the economic concessions that Washington could offer Russia to expedite reaching a ceasefire agreement.
The newspaper stated that other incentives include lifting the ban on exporting parts and equipment necessary for the maintenance of Russian aircraft, which were damaged following the Western sanctions imposed on Russia after the Ukraine war in 2022, forcing airlines and the military to dismantle old planes for spare parts, confirming that Trump intends to hold a second meeting with Putin after their conversation, which will include Ukrainian President Volodymyr Zelensky.
The newspaper noted that Trump is considering giving Russia opportunities to exploit natural resources in the strait separating the two countries, estimating that it contains undiscovered oil and gas reserves, including 13% of the world's oil reserves.
A British government source told "The Telegraph" that these incentives could be acceptable in Europe if they are not viewed as a reward for Russia, adding: They must be presented in a way that aligns with public opinion and cannot be seen as a prize for Putin.
