فيما أعلن الحوثيون إصدار عملة ورقية جديدة من فئة 200 ريال غداً (الأربعاء) بعد أقل من أسبوع من سك عملة معدنية من فئة 50 ريالاً، اتهم البنك المركزي اليمني في العاصمة الموقتة عدن اليوم (الثلاثاء) الحوثي بالإمعان في تدمير أهم أُسس النظام المالي والاقتصادي اليمني، من خلال طباعة عملة ورقية مزوّرة بتوقيع منتحل صفة غير قانونية، مصنّف ضمن قوائم الإرهاب، وإنزالها للتداول عبر فرع البنك المركزي المُستولى عليه من قِبلها في العاصمة صنعاء.
ونقلت وكالة الانباء اليمنية «سبأ» بيان البنك المركزي اليمني تأكيده أن طباعة هذه العملة محاولة حوثية للاستمرار في عمليات النهب المفضوح لرؤوس الأموال ومدخرات المواطنين، وضمن مساعيها لتمويل شبكاتها الوهمية التي باتت تعمل بانكشاف كبير، دون غطاء نقدي أو قانوني، يصل إلى تريليونات الريالات من العملة الوطنية ومليارات الدولارات من العملات الأجنبية.
وأشار البنك المركزي إلى أن هذا التصرفات الهستيرية من مليشيا الحوثي محاولة لتغطية انكشافها بوسائل غير شرعية وغير قانونية، خوفاً من انهيار محتم ووشيك لتلك الشبكات، ومحاولة يائسة وعبثية لتفادي ثورة شعبٍ نُهبت مدخراته ودُمّرت مقدّراته، محذراً كافة المواطنين، والمؤسسات المالية والاقتصادية، والبنوك، وشركات الصرافة، من التعامل مع ما يُطرح من عملات مزوّرة من كل الفئات، صادرة عن كيان «إرهابي غير قانوني»، أو قبولها في أي تسويات مالية من أي نوع، حفاظاً على أموالهم وما تبقى من مدخراتهم، وتفادياً لوقوعهم تحت طائلة العقوبات لتعاملهم مع كيان مدرَج في قوائم الإرهاب العالمي.
وقال البنك إن من يحوز أو يتعامل أو يحمل أي فئة من العملات المزوّرة، «سيخضع لأقصى العقوبات المنصوص عليها في كافة القوانين ذات الصلة»، موضحاً أنه بذل جهداً كبيراً مع الدول الشقيقة والصديقة لإبقاء قنوات التعامل مع النظام المالي والمصرفي في مناطق سيطرة الحوثي مفتوحة، بضوابط متفق عليها، تسهيلاً لتعاملات المواطنين وإبقائهم على اتصال بالأنظمة المالية العالمية.
ولفت إلى أن إصرار الحوثي على تدمير ما تبقى من أُسس النظام الاقتصادي والنقدي، يعرّض تلك الجهود للخطر، ويضع ما تبقى من هامش للعمل المصرفي والمالي في مناطق الحوثي تحت طائلة العقوبات الدولية، محملاً الحوثي كافة التبِعات على هذه الأفعال المُجرّمة قانوناً، وكل ما يترتب عليها من عواقب مالية وقانونية، دولية أو محلية، وما يلحق من أضرار جسيمة بالحقوق العامة والخاصة، وما سيترتب عليها من معاناةٍ تُلحِق بالمواطنين القاطنين في مناطق سيطرتها، وبتواصلهم وتعاملهم مع النظام المالي الإقليمي والدولي.

The Houthis announced the issuance of a new banknote in the denomination of 200 riyals tomorrow (Wednesday), less than a week after minting a coin in the denomination of 50 riyals. Today (Tuesday), the Central Bank of Yemen in the temporary capital, Aden, accused the Houthis of persistently destroying the most important foundations of the Yemeni financial and economic system by printing counterfeit banknotes with the signature of an illegally impersonated individual, classified among terrorist lists, and circulating them through the branch of the Central Bank that they have seized in the capital, Sana'a.
The Yemeni news agency "Saba" reported the Central Bank of Yemen's statement confirming that the printing of this currency is a Houthi attempt to continue the blatant looting of capital and citizens' savings, as part of their efforts to finance their fictitious networks that have become increasingly exposed, without any cash or legal cover, amounting to trillions of riyals of the national currency and billions of dollars in foreign currencies.
The Central Bank indicated that these hysterical actions by the Houthi militia are an attempt to cover their exposure through illegal and illegitimate means, fearing an imminent and certain collapse of those networks, and a desperate and futile attempt to avoid a revolution from a people whose savings have been looted and whose resources have been destroyed. It warned all citizens, financial and economic institutions, banks, and exchange companies against dealing with any counterfeit currencies of all denominations issued by a "non-legal terrorist entity," or accepting them in any financial settlements of any kind, in order to protect their money and what remains of their savings, and to avoid falling under the penalties for dealing with an entity listed on global terrorism lists.
The bank stated that anyone who possesses, deals with, or carries any denomination of the counterfeit currency "will be subject to the maximum penalties stipulated in all relevant laws," explaining that it has made significant efforts with brotherly and friendly countries to keep channels of dealing with the financial and banking system in Houthi-controlled areas open, under agreed-upon regulations, to facilitate citizens' transactions and keep them connected with global financial systems.
It pointed out that the Houthi insistence on destroying what remains of the foundations of the economic and monetary system endangers those efforts and places what remains of the margin for banking and financial work in Houthi areas under the threat of international sanctions, holding the Houthis fully accountable for these legally criminalized actions, and all the financial and legal consequences, whether international or local, as well as the severe damage to public and private rights, and the suffering that will be inflicted on citizens residing in the areas under their control, and their communication and dealings with the regional and international financial system.
