أعلن البنك المركزي اليمني في العاصمة المؤقتة عدن اليوم (الأحد) رفضه سك الحوثي في صنعاء عملة معدنية مزوّرة من فئة الخمسين ريالاً وإنزالها للتداول في مناطق سيطرته، واصفاً ذلك بالفعل العبثي والتدميري الصادر عن كيان غير قانوني.
واعتبر البنك المركزي اليمني في بيان سك العملة المعدنية استمراراً للحرب الاقتصادية التي يشنها الحوثي على الشعب اليمني، وإمعاناً في نهب مقدرات ومدخرات المواطنين لتمويل شبكاته المشبوهة بمبالغ مهولة دون أي غطاء قانوني أو نقدي، مجدداً تحذيره لجميع المواطنين وفروع البنوك وشركات الصرافة وقطاع الأعمال في مناطق سيطرة الحوثي، التي تمارس الأنشطة المستثناة والمسموح بها في إطار العقوبات الدولية الصادرة بحق الحوثي، من التعامل بالعملة المزورة سواء الجديدة أو القديمة التي سبق للبنك التحذير من التعامل بها أو قبولها في أي معاملات أو تسويات مالية، تفادياً لوقوعهم تحت طائلة العقوبات كونها عملة مزوّرة صادرة عن كيان غير شرعي، ولتعاملهم مع جماعة مصنفة ضمن قوائم الإرهاب العالمي.
وأشار البنك إلى أن هذا الفعل التصعيدي الخطير من قبل جماعة الحوثي يُطيح بإعلان 23 يوليو 2024 الصادر عن المبعوث الدولي، الذي تم برعاية إقليمية ودولية، مشدداً بالقول: «في الوقت الذي نفذت فيه الحكومة اليمنية والبنك المركزي جميع الالتزامات المنصوص عليها في الإعلان، ومارست الحكومة اليمنية أقصى درجات ضبط النفس بعدم التصعيد رغم كل الاستفزازات والتجاوزات من قبل الحوثي في مختلف المجالات، لم تلتزم جماعة الحوثي بأي بند من بنود الإعلان الصادر عن المبعوث الأممي، منذ اليوم الأول، سواء بإلغاء الإجراءات التي قامت بها قبيل الإعلان (البند الأول)، أو الالتزام بخفض التصعيد الاقتصادي المنصوص عليه في البند الثاني، واستمرت بارتكاب ممارسات تعسفية بحق البنوك، وشركات الصرافة، وشركة الطيران، والمؤسسات الاقتصادية كافة، وصولاً إلى هذا الإجراء المدمّر للاقتصاد الوطني».
ودعا البنك المركزي اليمني الشركاء الإقليميين والدوليين، الراعين لإعلان 23 يوليو 2024، إلى تحمّل مسؤولياتهم وإدانة هذا الفعل التصعيدي غير القانوني وغير المسؤول من قبل الحوثي، والوفاء بتعهداتهم والتزاماتهم المرافقة والممهدة للإعلان.
وحمل البنك المركزي اليمني جماعة الحوثي المسؤولية الكاملة عن جميع العواقب والإجراءات المترتبة على هذا التصعيد الخطير وممارساتها غير القانونية وغير المسؤولة، متوعداً بممارسة واجباته الدستورية وحقه القانوني في حماية العملة الوطنية، ومدخرات المواطنين، وأمن وسلامة الاقتصاد الوطني، بالوسائل القانونية المتاحة كافة.
وحث البنك المركزي اليمني رجال المال والأعمال، والبنوك، وشركات الصرافة في مناطق سيطرة الحوثي على المسارعة في اتخاذ الخطوات الضرورية لحماية كياناتهم، ورؤوس أموالهم، واستثماراتهم، والحفاظ على ما تبقى من أموالهم، بعد أن نهب الحوثي أموال الشبكات المالية الواقعة تحت سيطرته وبددها داخلياً وخارجياً، وذلك بما يحقق المصلحة الاقتصادية العامة والخاصة، ويجنبهم الوقوع تحت طائلة العقوبات الدولية.

The Central Bank of Yemen announced today (Sunday) in the temporary capital, Aden, its rejection of the Houthi minting in Sana'a of a counterfeit coin of fifty riyals and its circulation in areas under their control, describing it as a destructive and chaotic act issued by an illegal entity.
The Central Bank of Yemen considered the minting of the coin as a continuation of the economic war waged by the Houthis against the Yemeni people, and a further plundering of the resources and savings of citizens to finance their dubious networks with enormous amounts without any legal or monetary cover. It reiterated its warning to all citizens, bank branches, exchange companies, and the business sector in Houthi-controlled areas, which engage in exempted and permitted activities within the framework of international sanctions against the Houthis, against dealing with the counterfeit currency, whether new or old, which the bank has previously warned against in any transactions or financial settlements, to avoid falling under the penalties as it is a counterfeit currency issued by an illegitimate entity, and for their dealings with a group classified on global terrorism lists.
The bank pointed out that this dangerous escalatory act by the Houthi group undermines the announcement of July 23, 2024, issued by the international envoy, which was sponsored by regional and international parties. It emphasized by stating: "At a time when the Yemeni government and the Central Bank have fulfilled all the commitments stipulated in the announcement, and the Yemeni government has exercised the utmost restraint by not escalating despite all the provocations and violations by the Houthis in various fields, the Houthi group has not adhered to any clause of the announcement issued by the UN envoy from the first day, whether by canceling the measures it took prior to the announcement (the first clause) or committing to de-escalating the economic situation as stipulated in the second clause, and it continued to commit arbitrary practices against banks, exchange companies, the airline, and all economic institutions, culminating in this destructive measure against the national economy."
The Central Bank of Yemen called on regional and international partners, who sponsored the July 23, 2024 announcement, to bear their responsibilities and condemn this illegal and irresponsible escalatory act by the Houthis, and to fulfill their commitments and obligations accompanying and paving the way for the announcement.
The Central Bank of Yemen held the Houthi group fully responsible for all consequences and actions resulting from this dangerous escalation and their illegal and irresponsible practices, threatening to exercise its constitutional duties and legal right to protect the national currency, the savings of citizens, and the security and safety of the national economy, by all available legal means.
The Central Bank of Yemen urged businessmen, banks, and exchange companies in Houthi-controlled areas to hasten to take the necessary steps to protect their entities, their capital, their investments, and to preserve what remains of their funds, after the Houthis plundered the funds of the financial networks under their control and squandered them internally and externally, in a manner that achieves both public and private economic interests, and spares them from falling under international sanctions.
