تشير المعلومات الواردة من داخل العاصمة اليمنية صنعاء التي لا زالت تحت سيطرة الحوثيين، أن قيادات من الجماعة ترى ضرورة إجراء تغييرات في المجالس العسكرية والمدنية والوزارات السيادية، لمواجهة حالة عدم الرضا من قبل زعامات قبلية وهيئات مدنية.
ويرى عدد من المراقبين أن الحوثيين بقيادة زعيم الجماعة عبدالملك الحوثي يخشون استغلال إسرائيل لحالة الغضب الشعبي في المحافظات التي لا زالت تحت سيطرتهم لتأسيس بنك أهداف في المستقبل يشمل زعيم الجماعة والقياديين في الصفوف الأولى الذين يؤيدون ضرب السفن في البحر الأحمر، واستهداف المطارات والموانئ الاسرائيلية.
وتذهب المعلومات إلى أن زعيم الجماعة عبدالملك الحوثي قد أصدر أوامره بضرورة التحرك لإعادة تشكيل المجلس العسكري وإجراء تنقلات وسط صفوف القوات العسكرية التي تدين بالولاء للجماعة، في محاولة لإجهاض المحاولات الإسرائيلية لاستهداف رموز الجماعة على غرار ما حدث لقيادات حزب الله في بيروت.

The information suggests that the group's leader, Abdul-Malik al-Houthi, has issued orders for the necessity of moving to reshape the military council and making transfers within the ranks of the military forces loyal to the group, in an attempt to thwart Israeli attempts to target the group's symbols, similar to what happened to Hezbollah leaders in Beirut.
