رصدت هيئة التراث خلال شهر سبتمبر عام 2025م (28) مخالفة تتعلق بنظام الآثار، وذلك ضمن أعمالها في الرقابة والمتابعة التي تنفذها لحماية مواقع التراث الثقافي والقطع الأثرية من أي تجاوزات، تطبيقا للأنظمة والتعليمات ذات الصلة، وتعزيز الحضور الرقابي في مختلف مناطق المملكة.
وشملت المخالفات قيام عدد من الأفراد بعرض قطع للبيع دون الحصول على التراخيص النظامية اللازمة، إضافة إلى التعدي على المواقع الأثرية من خلال أعمال حفر وتجريف، والدخول غير المشروع لمواقع أثرية، وكسر أقفال بوابات عدد من المواقع وإزالة اللوحات التعريفية فيها، وممارسة أنشطة المسح الأثري أو التنقيب دون موافقة الهيئة، مما يُعد تجاوزا صريحا لأحكام النظام.
وقد رصدت هذه التجاوزات في عدة مناطق من بينها الرياض، ومكة المكرمة، وجازان، والحدود الشمالية، واتخذت الهيئة بشأنها الإجراءات النظامية والقانونية، إذ أحيلت (4) مخالفات للنيابة العامة، و(14) مخالفة إلى الأمن العام، و(10) مخالفات إلى لجنة النظر في المخالفات وتطبيق الغرامات المنصوص عليها في نظام الآثار والمتاحف والتراث العمراني.
وأكدت هيئة التراث استمرار أعمالها الرقابية لحماية المواقع والقطع الأثرية من أي عبث أو تعدٍ، مشددة على أن النظام يجرّم أي ممارسة غير نظامية تتعلق بالمواقع أو القطع الأثرية أو حيازتها أو عرضها دون ترخيص، كما دعت الأفراد والمنصات الرقمية إلى الالتزام بالأنظمة والإبلاغ عن أي تجاوزات عبر فروع الهيئة ومكاتبها في مختلف المناطق، أو من خلال حساباتها الرسمية على منصات التواصل الاجتماعي، أو عبر الاتصال بمركز العمليات الأمنية الموحدة (911).
The Heritage Authority monitored (28) violations related to the Antiquities System during September 2025, as part of its oversight and follow-up activities aimed at protecting cultural heritage sites and archaeological artifacts from any violations, in accordance with the relevant regulations and instructions, and enhancing regulatory presence in various regions of the Kingdom.
The violations included several individuals offering items for sale without obtaining the necessary legal licenses, as well as encroachments on archaeological sites through excavation and dredging activities, illegal entry into archaeological sites, breaking locks on the gates of several sites, removing informational signs, and conducting archaeological surveys or excavations without the Authority's approval, which constitutes a clear violation of the provisions of the system.
These violations were observed in several areas, including Riyadh, Makkah, Jazan, and the Northern Borders, and the Authority has taken the necessary legal and regulatory actions regarding them, as (4) violations were referred to the Public Prosecution, (14) violations to the Public Security, and (10) violations to the Committee for Reviewing Violations and Applying the Penalties stipulated in the Antiquities, Museums, and Urban Heritage System.
The Heritage Authority affirmed its continued regulatory efforts to protect sites and artifacts from any tampering or encroachment, emphasizing that the system criminalizes any unlawful practices related to sites or artifacts or their possession or display without a license. It also urged individuals and digital platforms to adhere to the regulations and report any violations through the Authority's branches and offices in various regions, or through its official accounts on social media platforms, or by contacting the Unified Security Operations Center (911).
