نيابة عن وزير الخارجية الأمير فيصل بن فرحان بن عبدالله، شارك وكيل وزارة الخارجية للشؤون الدولية المتعددة المشرف العام على وكالة الوزارة لشؤون الدبلوماسية العامة الدكتور عبدالرحمن الرسي، اليوم، في جلسة المناقشة رفيعة المستوى في مجلس الأمن بعنوان: «الذكاء الاصطناعي والسلم والأمن الدوليين - معالجة التعقيدات والآثار متعددة الأبعاد والاستخدام المسؤول»، وذلك على هامش أعمال الجمعية العامة للأمم المتحدة في دورتها الثمانين، بمدينة نيويورك في الولايات المتحدة الأمريكية.
وأكد الرسي في كلمة له خلال الجلسة أن الاستخدام المسؤول والآمن للذكاء الاصطناعي يعد التزامًا أساسيًا في مختلف المجالات المدنية والعسكرية والصحية والاقتصادية والتعليمية والدفاعية.
وأشار إلى مشاركات المملكة في مجموعة من المبادرات والاتفاقيات الوطنية والدولية أبرزها إطلاق مشروع هيوماين (HUMAIN) في شهر مايو 2025 تحت رعاية صندوق الاستثمارات العامة، الذي يهدف إلى بناء بنية تحتية عالمية للذكاء الاصطناعي بما يرسخ مكانة المملكة مركزًا عالميًا رائدًا في هذا المجال من خلال التعاون مع كبرى الشركات المتخصصة في البنى التحتية والحوسبة السحابية والتقنيات المتقدمة، مؤكدًا أن هذه الجهود تأتي انسجامًا مع رؤية المملكة 2030 التي جعلت الذكاء الاصطناعي ركنًا إستراتيجيًا لتسريع التنمية الاقتصادية وتمكين الكفاءات البشرية وتحسين جودة الحياة.
وأوضح أن الحفاظ على السلم والأمن الدوليين في عصر الذكاء الاصطناعي يتطلب تعاونًا دوليًا صادقًا ونهجًا قائمًا على الشراكة واحترام حقوق الإنسان إلى جانب الاستثمار في الابتكار المسؤول.
وجدد الرسي في ختام كلمته التزام المملكة بأن تكون شريكًا فاعلًا في هذه الجهود المشتركة من أجل ضمان أن تبقى هذه التقنيات أداة للسلام والتنمية لا وسيلة للانقسام أو التهديد.
On behalf of the Minister of Foreign Affairs, Prince Faisal bin Farhan bin Abdullah, the Undersecretary of the Ministry of Foreign Affairs for Multilateral International Affairs and the General Supervisor of the Ministry's Public Diplomacy Agency, Dr. Abdulrahman Al-Rassi, participated today in a high-level discussion session at the Security Council titled: "Artificial Intelligence and International Peace and Security - Addressing Complexities and Multidimensional Impacts and Responsible Use," on the sidelines of the 80th session of the United Nations General Assembly in New York City, United States of America.
Al-Rassi emphasized in his speech during the session that the responsible and safe use of artificial intelligence is a fundamental commitment across various civil, military, health, economic, educational, and defense fields.
He pointed to the Kingdom's participation in a range of national and international initiatives and agreements, most notably the launch of the HUMAIN project in May 2025 under the auspices of the Public Investment Fund, which aims to build a global infrastructure for artificial intelligence, solidifying the Kingdom's position as a leading global center in this field through collaboration with major companies specializing in infrastructure, cloud computing, and advanced technologies. He affirmed that these efforts align with the Kingdom's Vision 2030, which has made artificial intelligence a strategic pillar for accelerating economic development, empowering human capabilities, and improving quality of life.
He clarified that maintaining international peace and security in the age of artificial intelligence requires sincere international cooperation, a partnership-based approach, respect for human rights, and investment in responsible innovation.
In conclusion, Al-Rassi reiterated the Kingdom's commitment to being an active partner in these joint efforts to ensure that these technologies remain tools for peace and development, not means for division or threat.
