فيما اختتم وزير العدل الدكتور وليد الصمعاني زيارته للمرافق العدلية في الحدود الشمالية وجّه بمعالجة فورية لملاحظات المستفيدين وتجويد الخدمة لهم، وشدّد على متابعة الملاحظات الواردة عبر القنوات المختلفة، ودراسة ما يرد منها، واتخاذ الحلول العاجلة التي تسهم في تسريع الإنجاز وتبسيط الإجراءات.
وأكد وزير العدل، في كلمة خلال تفقده المرافق العدلية بالحدود الشمالية، أن المرفق العدلي يجد اهتماماً وعناية من خادم الحرمين الشريفين وولي العهد في الجوانب كافة، وقال إن المملكة أصبحت قدوة، وبعض الدول تطلب استنساخ تجربة التحوّل الرقمي في العملية العدلية.
وأضاف الوزير: «أول شيء بعد توفيق الله وهو الاهتمام والدعم والعناية الذي يجده المرفق العدلي من خادم الحرمين الشريفين وسمو ولي عهده. وفي الحقيقة، المطلع على تفاصيل العمل في المرفق العدلي يجد هذا الدعم في كافة الجوانب، لا يقتصر هذا الدعم على الجانب التقني الذي حوّل العمل في وزارة العدل وفي كل جوانب العملية العدلية إلى العمل الإلكتروني الرقمي المتكامل، وهذا يشهد به الجميع في داخل المملكة وخارجها». وقال: أصبحت المملكة قدوة في هذا العمل إلى درجة أن كثيراً من وزارات العدل في بعض الدول تطلب استنساخ تجربة المملكة في التحوّل الرقمي في العملية العدلية.
وأكد الوزير: الأمر الآخر التشريعات، سابقاً كانت التشريعات تقتصر في الجانب العدلي على التشريعات في الجانب الإجرائي، بين نظام المرافعات ونظام الإجراءات الجزائية، الآن لدينا دبلوم القانون المدني في الجانب الموضوعي. واستطرد الوزير: الجانب الآخر المهم، هو الاهتمام بجانب تأهيل الكوادر البشرية، وكثير من الزملاء التحقوا بعدد من البرامج والدورات وآخرها دبلوم العلوم الجنائية -القانون الجنائي- وهو دبلوم موسع، ويلحقه أيضاً دبلوم القانون المدني على غرار دبلوم القانون الجنائي.
واختتم وزير العدل جولته التفقدية على المرافق العدلية في الحدود الشمالية، التي استغرقت يومين ووجّه بمعالجة فورية لملاحظات المستفيدين واهتمام متواصل بجودة الخدمة، وشدّد الوزير على متابعة الملاحظات الواردة عبر القنوات المختلفة، ودراسة ما يرد منها، واتخاذ الحلول العاجلة التي تسهم في تسريع الإنجاز وتبسيط الإجراءات، بما يتماشى مع مسار التحوّل الرقمي للقطاع العدلي فضلاً عن تعزيز منظومة الخدمات الخدمية من خلال الاستماع لملاحظات المستفيدين ومقترحاتهم، والعمل على معالجتها بشكل فوري بما يضمن تحسين جودة الخدمة ورفع مستوى رضا المستفيدين.
وشملت زيارته نهاية الأسبوع الماضي إلى المرافق العدلية في منطقة الحدود الشمالية، المحاكم وكتابات العدل والمرافق العدلية كافة، واطلع على سير العمل ومستوى الإنجاز في الخدمات المقدمة للمستفيدين، وأكد خلال لقائه القضاة ومنسوبي وزارة العدل، الحرص على تعزيز الجودة الموضوعية، من خلال برامج التأهيل والتدريب القانوني، إضافة إلى عدد من المشروعات التي ترفع من الكفاءة التشغيلية لتحقيق مستهدفات رؤية السعودية. واستعرض الدكتور وليد الصمعاني أبرز حاجات المحاكم والمرافق العدلية في المنطقة، التي ستمكّن المستفيدين من إنجاز تعاملاتهم بيسر وموثوقية. واستقبل الوزير خلال الزيارة عدداً من المستفيدين واستمع لملاحظاتهم، ووجّه الجهات المعنية في الوزارة بمعالجتها.
الزيارة جاءت ضمن المتابعة المستمرة من وزير العدل لأعمال المحاكم والمرافق العدلية في مختلف مناطق المملكة؛ بما يحقق تطلعات القيادة الرشيدة -حفظها الله- في تطوير المنظومة العدلية.

He emphasized the importance of following up on the feedback received through various channels, studying the incoming observations, and taking urgent solutions that contribute to accelerating achievements and simplifying procedures.
In a speech during his inspection of the judicial facilities in the Northern Borders, the Minister of Justice confirmed that the judicial facility receives attention and care from the Custodian of the Two Holy Mosques and the Crown Prince in all aspects. He stated that the Kingdom has become a role model, with some countries requesting to replicate its digital transformation experience in the judicial process.
The minister added: “The first thing, after the success granted by God, is the attention, support, and care that the judicial facility receives from the Custodian of the Two Holy Mosques and His Royal Highness the Crown Prince. In fact, anyone familiar with the details of the work in the judicial facility finds this support in all aspects. This support is not limited to the technical side, which has transformed the work in the Ministry of Justice and in all aspects of the judicial process into a comprehensive digital electronic operation, as everyone inside and outside the Kingdom can attest.” He said: The Kingdom has become a role model in this work to the extent that many justice ministries in some countries request to replicate the Kingdom's experience in the digital transformation of the judicial process.
The minister confirmed: Another important matter is legislation. Previously, legislation in the judicial aspect was limited to procedural legislation, between the Civil Procedure Law and the Criminal Procedure Law. Now we have a diploma in civil law on the substantive side. The minister continued: Another important aspect is the attention to qualifying human resources, as many colleagues have joined several programs and courses, the latest being the diploma in criminal sciences - criminal law - which is an extensive diploma, followed by a diploma in civil law similar to the criminal law diploma.
Dr. Walid Al-Samaani concluded his inspection tour of the judicial facilities in the Northern Borders, which lasted two days, directing immediate action to address the beneficiaries' observations and continuous attention to service quality. The minister stressed the importance of following up on the feedback received through various channels, studying the incoming observations, and taking urgent solutions that contribute to accelerating achievements and simplifying procedures, in line with the digital transformation path for the judicial sector, as well as enhancing the service delivery system by listening to beneficiaries' observations and suggestions and working to address them promptly to ensure improved service quality and increased beneficiary satisfaction.
His visit last weekend to the judicial facilities in the Northern Borders included courts, notary offices, and all judicial facilities. He reviewed the workflow and the level of achievement in the services provided to beneficiaries. During his meeting with judges and Ministry of Justice staff, he emphasized the importance of enhancing substantive quality through legal qualification and training programs, in addition to several projects that enhance operational efficiency to achieve the objectives of Saudi Vision. Dr. Walid Al-Samaani reviewed the most pressing needs of the courts and judicial facilities in the region, which will enable beneficiaries to complete their transactions easily and reliably. During the visit, the minister received several beneficiaries and listened to their observations, directing the relevant authorities in the ministry to address them.
The visit was part of the Minister of Justice's continuous follow-up on the work of courts and judicial facilities in various regions of the Kingdom, in line with the aspirations of the wise leadership - may God protect it - to develop the judicial system.
