وفي مستهل الجلسة، أطلع ولي العهد، مجلس الوزراء، على مضمون استقباله رئيس دولة الإمارات العربية المتحدة الشيخ محمد بن زايد آل نهيان، وعلى فحوى الاتصالين الهاتفيين مع رئيس الجمهورية الفرنسية إيمانويل ماكرون، ورئيس الوزراء في مملكة هولندا ديك شوف.
ودان المجلس، لدى استعراضه التطورات الإقليمية والدولية، بأشد العبارات التصريحات المتكررة لرئيس حكومة الاحتلال الإسرائيلي حيال تهجير الفلسطينيين من أرضهم، واستمرار استخدام الحصار والتجويع لفرض ذلك قسراً؛ الذي يمثل انتهاكاً صارخاً للقوانين والمبادئ الدولية وأبسط المعايير الإنسانية، مجدداً المطالبة بمحاسبة سلطات الاحتلال على جرائم الإبادة والانتهاكات الجسيمة ضد المدنيين.
وفي الشأن المحلي، وافق مجلس الوزراء في جلسته، اليوم، على الهيكل والدليل التنظيمي لوزارة النقل والخدمات اللوجستية، وتنظيم المركز الوطني لسلامة النقل.
مشاريع تنموية لسورية وشراكة جديدة مع بريطانيا
وأوضح وزير الإعلام سلمان الدوسري، في بيانه لوكالة الأنباء السعودية، عقب الجلسة، أن مجلس الوزراء بارك تدشين مركز الملك سلمان للإغاثة والأعمال الإنسانية حزمةً من المشاريع التنموية لتلبية الاحتياجات الملحة للشعب السوري الشقيق؛ لا سيما في قطاعات الأمن الغذائي، والصحة، والتعليم، والإيواء وإعادة التأهيل، للإسهام في دعم جهود التعافي والازدهار، وتخفيف معاناة المتضررين. ونوّه مجلس الوزراء بمضامين الاجتماع الخامس للجنة الاقتصادية والاجتماعية في مجلس الشراكة الإستراتيجي السعودي البريطاني، وبما اشتمل عليه المؤتمر الختامي لمبادرة «غريت فيوتشرز»؛ من إعلان 38 اتفاقية بقيمة إجمالية تجاوزت 20 مليار ريال، إضافة إلى إطلاق شراكة جديدة بين البلدين تركز على تطوير القطاعات ذات الأولوية، والاستفادة من الفرص الواعدة في «رؤية المملكة 2030».
اطّلع المجلس على الموضوعات المدرجة على جدول أعماله؛ من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كلٌّ من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- الموافقة على مذكرة تفاهم في مجال تبادل المعلومات الجنائية بين برامج الشراكات الدولية بوزارة الداخلية في المملكة العربية السعودية ومكتب التحقيقات الفيدرالي بوزارة العدل في الولايات المتحدة الأمريكية.
- الموافقة على مذكرة تفاهم في مجالات التعليم والتدريب والبحث العلمي وخدمة المجتمع بين المديرية العامة لحرس الحدود بوزارة الداخلية (أكاديمية وزارة الداخلية لأمن الحدود) في المملكة العربية السعودية والأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري التابعة لجامعة الدول العربية.
- تفويض وزير البيئة والمياه والزراعة -أو من ينيبه- بالتباحث مع الجانب المغربي في شأن مشروع مذكرة تفاهم بين وزارة البيئة والمياه والزراعة في المملكة العربية السعودية، ووزارة الفلاحة والصيد البحري والتنمية القروية والمياه والغابات في المملكة المغربية في مجال التبادل التجاري والفني لقطاع النخيل والتمور، والتوقيع عليه.
- الموافقة على النظام الأساسي لمركز العمل لمنظمة التعاون الإسلامي.
- الموافقة على مذكرة تعاون في مجال التعدين والموارد المعدنية بين وزارة الصناعة والثروة المعدنية في المملكة العربية السعودية ووزارة الطاقة في الولايات المتحدة الأمريكية.
- الموافقة على الهيكل والدليل التنظيمي لوزارة النقل والخدمات اللوجستية.
- الموافقة على تنظيم المركز الوطني لسلامة النقل.
- إضافة ممثل لكلٍّ من هيئة تنمية البحث والتطوير والابتكار وهيئة فنون الطهي والهيئة العامة للأمن الغذائي إلى عضوية اللجنة الوطنية للتغذية.
- اعتماد الحساب الختامي لمركز دعم هيئات التطوير لعام مالي سابق.
تكوين رأس المال الثابت ارتفع لمستوى تاريخي
وأشاد المجلس بمُخرجات الندوة العالمية لمنظمي الاتصالات؛ التي استضافتها المملكة ضمن جهودها وإسهاماتها الهادفة إلى صياغة السياسات التنظيمية المستقبلية لهذا القطاع الحيوي؛ بما يجسد مكانتها الرفيعة في المشهد الرقمي العالمي، ودورها المحوري في بناء جسور تقنية تعزز ترابط البشرية، وتحقق أهداف التنمية المستدامة إقليمياً ودولياً. وبيّن أن المجلس استعرض عدداً من المؤشرات الإحصائية ذات الصلة باقتصاد المملكة، وما سجلت من نمو الناتج المحلي الإجمالي بنسبة 3.9% في الربع الثاني من عام 2025م، مدفوعاً باستمرار المساهمة الإيجابية من الأنشطة غير النفطية لتصل حصتها إلى 56% من إجمالي الاقتصاد.
ووصف مجلس الوزراء نتائج الاستثمار الأجنبي المباشر في المملكة لعام 2024م بأنها مبشّرة بتخطيها مستهدفات الإستراتيجية الوطنية لأربع سنوات متتالية، مع نمو التدفقات بنسبة 24.2% وارتفاع تكوين رأس المال الثابت إلى مستوى تاريخي.

- الموافقة على ترقية عبدالعزيز ناصر عبدالعزيز الزيد، إلى وظيفة (مستشار قانوني أول) بالمرتبة (الخامسة عشرة) بوزارة العدل.
كما اطّلع مجلس الوزراء على عددٍ من الموضوعات العامة المدرجة على جدول أعماله؛ من بينها تقريران سنويان لمركز تنمية الإيرادات غير النفطية، والمركز الوطني للدراسات والبحوث الاجتماعية، وقد اتخذ المجلس ما يلزم حيال تلك الموضوعات.
The Crown Prince and Prime Minister, Prince Mohammed bin Salman, chaired the session held by the Council of Ministers today in Riyadh.
At the beginning of the session, the Crown Prince briefed the Council of Ministers on the content of his reception of the President of the United Arab Emirates, Sheikh Mohammed bin Zayed Al Nahyan, and on the substance of the two phone calls with the President of the French Republic, Emmanuel Macron, and the Prime Minister of the Kingdom of the Netherlands, Mark Rutte.
The Council condemned, while reviewing regional and international developments, in the strongest terms the repeated statements by the Israeli occupation government regarding the displacement of Palestinians from their land, and the continued use of siege and starvation to impose this forcibly; which represents a blatant violation of international laws, principles, and the most basic humanitarian standards, reiterating the demand for accountability of the occupying authorities for crimes of genocide and serious violations against civilians.
On the domestic front, the Council of Ministers approved in its session today the structure and organizational guide for the Ministry of Transport and Logistics Services, and the organization of the National Transport Safety Center.
Development projects for Syria and a new partnership with Britain
Minister of Media Salman Al-Dosari clarified in his statement to the Saudi Press Agency after the session that the Council of Ministers welcomed the launch of a package of development projects by the King Salman Humanitarian Aid and Relief Center to meet the urgent needs of the brotherly Syrian people; particularly in the sectors of food security, health, education, shelter, and rehabilitation, to contribute to supporting recovery and prosperity efforts, and alleviating the suffering of those affected. The Council of Ministers noted the contents of the fifth meeting of the Economic and Social Committee in the Saudi-British Strategic Partnership Council, and what was included in the concluding conference of the "Great Futures" initiative; announcing 38 agreements with a total value exceeding 20 billion riyals, in addition to launching a new partnership between the two countries focusing on developing priority sectors and benefiting from promising opportunities in "Vision 2030."
The Council reviewed the topics listed on its agenda; including topics that the Shura Council participated in studying, and it reviewed the outcomes of both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority in the Council of Ministers regarding them, and the Council concluded with the following:
- Approval of a memorandum of understanding in the field of exchanging criminal information between the international partnerships programs at the Ministry of Interior in the Kingdom of Saudi Arabia and the Federal Bureau of Investigation at the Department of Justice in the United States of America.
- Approval of a memorandum of understanding in the fields of education, training, scientific research, and community service between the General Directorate of Border Guard at the Ministry of Interior (Ministry of Interior Academy for Border Security) in the Kingdom of Saudi Arabia and the Arab Academy for Science, Technology and Maritime Transport affiliated with the League of Arab States.
- Authorizing the Minister of Environment, Water, and Agriculture - or his representative - to negotiate with the Moroccan side regarding a draft memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia, and the Ministry of Agriculture, Fisheries, Rural Development, Water, and Forests in the Kingdom of Morocco in the field of commercial and technical exchange for the palm and dates sector, and to sign it.
- Approval of the charter of the Work Center for the Organization of Islamic Cooperation.
- Approval of a cooperation memorandum in the field of mining and mineral resources between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Department of Energy in the United States of America.
- Approval of the structure and organizational guide for the Ministry of Transport and Logistics Services.
- Approval of the organization of the National Transport Safety Center.
- Adding a representative from both the Research, Development, and Innovation Authority and the Culinary Arts Authority and the General Authority for Food Security to the membership of the National Nutrition Committee.
- Adoption of the final account for the Support Center for Development Authorities for a previous financial year.
Fixed capital formation rose to a historic level
The Council praised the outcomes of the Global Symposium for Telecommunications Regulators; which was hosted by the Kingdom as part of its efforts and contributions aimed at shaping future regulatory policies for this vital sector; reflecting its high status in the global digital landscape, and its pivotal role in building technological bridges that enhance human connectivity and achieve sustainable development goals regionally and internationally. It indicated that the Council reviewed a number of statistical indicators related to the Kingdom's economy, including a recorded GDP growth rate of 3.9% in the second quarter of 2025, driven by the continued positive contribution from non-oil activities, which reached 56% of the total economy.
The Council described the results of foreign direct investment in the Kingdom for 2024 as promising, exceeding the targets of the national strategy for four consecutive years, with a growth in inflows of 24.2% and an increase in fixed capital formation to a historic level.

- Approval of the promotion of Abdulaziz Nasser Abdulaziz Al-Zaid to the position of (Senior Legal Advisor) at the (fifteenth) rank at the Ministry of Justice.
The Council also reviewed a number of general topics listed on its agenda; including two annual reports from the Center for Developing Non-Oil Revenues and the National Center for Social Studies and Research, and the Council took the necessary actions regarding those topics.
