From the queues of reviewers to the phone screen, Saudi Arabia today shortens a long distance of transformation that has made technology a part of the details of life and work. Since the first strategic plan for e-government in 2006, up to Saudi Vision 2030, digital transformation has been at the heart of the development journey, extending electronic services to citizens and residents, and to the fields of justice, media, business, trade, and various sectors, moving beyond the digitization of procedures to simplifying and humanizing them, which saves time and effort and makes the service closer to the needs of the beneficiaries.
Facilitating People's Lives
Technical expert and content creator Abdullah Al-Sab’ sees that the most prominent feature of the digital transformation experience in Saudi Arabia is the extent of the facilities brought about by government applications, such as "Absher" and "Tawakkalna," among others. He points out that the development is not limited to specific applications but has extended to multiple government sectors, including the Ministry of Justice, which has witnessed significant technological advancement in providing its services. Al-Sab’ states that the value of these facilities may not always be clear to those accustomed to them, "unless you go and ask people in other countries about some procedures that we implement today with the click of a button while we are at home, while in many countries, it still requires visiting offices and undergoing lengthy procedures." He believes this reflects the extent of the transformation that government services in the Kingdom have undergone and the commitment to adopting technology to facilitate people's lives. Al-Sab’ adds that the impact of technology goes beyond saving time and effort; it contributes to reducing bureaucracy and helps provide services in a more organized and fair manner, citing how some government transactions were completed 15 years ago, when crowds would form at passport offices to obtain a passport or complete services, whereas now we receive our passports at home through a simple digital transaction that saves time... Today, we find that technology has changed a lot in our lives.
Shifting in Media Work
Media professional Saad Al-Harbi points out that digital transformation has also reflected on the services provided to journalists and content creators, through what the General Commission for Audiovisual Media has made available in electronic services that can be completed from anywhere in Saudi Arabia, without the need to visit the commission's headquarters. Journalists can now document their data and obtain professional certificates electronically, as well as issue a certificate of no objection for filming, which facilitates shooting in public places where filming is allowed, thus supporting the practice of the profession, in addition to the "Mawthuq" document that allows content creators to engage in marketing and advertising activities, along with digital communication and follow-up channels with the commission. Al-Harbi believes that these digital services have significantly shortened many procedures and brought regulatory bodies closer to journalists and content creators, allowing them to focus on creativity and developing the content they provide.
Fundamental Transformation in Law
Lawyer, arbitrator, and governance consultant Abdulrahman Musaad Al-Mohamadi stated that government applications and digital judicial platforms have brought about a fundamental transformation in the practice of legal work in the Kingdom; many judicial, documentation, and enforcement procedures have shifted from their traditional form to a comprehensive electronic system characterized by speed of completion, accuracy of procedures, and ease of access to services. The "Najiz for Lawyers" platform has enabled lawyers and parties to disputes to file lawsuits, exchange memos, submit documents, attend sessions remotely, receive rulings, and submit objections and execution requests electronically, enhancing the principle of swift justice, shortening procedural durations, and reducing costs associated with litigation. Additionally, electronic documentation services, including the issuance of powers of attorney, real estate deeds, acknowledgments, and other documented transactions, have contributed to preserving rights and facilitating transactions, while enhancing the validity and reliability of electronic documents in evidence. This digital integration has strengthened means of proof, reduced formal defenses, increased the reliability of electronic documents, and expedited the resolution of disputes and enforcement of rights. From a professional practice perspective, these platforms have enabled lawyers to follow up on their clients' cases and procedures from anywhere, manage deadlines and statutory periods, and quickly access decisions, rulings, and documents, enhancing the quality of legal service and improving the efficiency of judicial representation.
Concept of
Digital Justice
These platforms have embodied the concept of digital justice, contributing to achieving swift justice, regulating procedures, preserving documents, reducing the loss of statutory periods, and enhancing transparency and legal security, as well as supporting the judicial and investment environment and increasing trust in transactions.
Testimonials from Beneficiaries
On the occasion of National Day, we take pride in the legislative and technological development that the Kingdom has achieved in the justice sector, which reflects the objectives of Saudi Vision 2030 in building a comprehensive digital government that makes technology a means of protecting rights, establishing the rule of law, and improving quality of life. Citizen Mohammed Al-Juhani stated that government applications have contributed to reducing the need to visit government centers, saving time for citizens and making it easier to access government cards and digital assets through the electronic wallet, consolidating them on one platform, which facilitates their management and preservation. He expressed pride in what the Kingdom has achieved in the field of digital services.
Citizen Omar Al-Ahmadi said: We no longer need to travel long distances or face congestion and waiting to complete a transaction that can be done electronically in minutes. More importantly, the time saved can now be invested in work or spending time with family.
For his part, Ryan Suwaid stated: As a resident in Saudi Arabia, electronic government services have facilitated many matters, including checking the status of residency and visas, expressing appreciation for what the Kingdom has provided in digital services that have made life easier for citizens and residents.
On another note, resident Adel Bakir believes that government applications have become an essential part of our daily lives. For us as residents, the most important thing is that these services have saved a lot of time and effort; I no longer need to ask for permission from work or wait to complete a simple transaction, as I can fulfill many of my obligations in minutes, and sometimes seconds, through my phone.
