أعلن رئيس وزراء كندا مارك كارني أن كندا ستفرض رسوماً جمركية على بعض واردات الولايات المتحدة، رداً على الرسوم الجمركية الجديدة بواقع 50% التي فرضها الرئيس الأمريكي دونالد ترمب، وذلك بعد انهيار المحادثات التجارية بين البلدين الجارين.
وقال كارني في مؤتمر صحفي: «سترد كندا على الرسوم الجمركية الجديدة التي فرضتها واشنطن بنفس القيمة، دولاراً بدولار، لحماية العمال والمزارعين والأسر والشركات الكندية». وأضاف، رداً على سؤال حول ما إذا كانت كندا منخرطة في حرب تجارية: «يكون المرء في حالة حرب عندما يتعرض لهجوم، لقد تعرضنا لهجوم».
تدهور في العلاقات
وتُشكل الرسوم الجمركية على واردات أمريكية من بينها الصلب والإلكترونيات، والتي ستدخل حيز التنفيذ في الثامن من سبتمبر القادم، تدهوراً إضافياً في العلاقات بين الشريكين التجاريين والحليفين منذ فترة طويلة. وفشلت الدولتان في التوصل إلى اتفاق تجاري أخيراً، حيث ألقى كل طرف باللوم على الآخر في إفشال ثلاثة أيام من المفاوضات المكثفة. ويُعقّد هذا الانهيار مستقبل اتفاقية التجارة الحرة بين الولايات المتحدة والمكسيك وكندا.
رسوم مرتفعة
وقال الرئيس الأمريكي دونالد ترمب: «إن كندا تسعى للاستفادة من المزايا التي تتمتع بها الولايات الأمريكية دون أن تكون جزءاً من الولايات المتحدة، متهماً أوتاوا بفرض رسوم جمركية مرتفعة على المزارعين الأمريكيين على مدى سنوات». وأضاف: «لن يستمر ذلك بعد الآن».
وتستهدف الرسوم الجمركية الجديدة التي فرضها ترمب عدداً كبيراً من القطاعات، مثل النبيذ والأثاث ومنتجات الألبان والأسمنت والملابس ومعدات الصيد والهوكي. وتغطي صادرات كندية تبلغ قيمتها نحو 20 مليار دولار عبر الحدود الجنوبية. ولا تمنح هذه الرسوم أي استثناء للمنتجات الكندية بموجب اتفاق الولايات المتحدة والمكسيك وكندا الذي كان يوفر حماية لمعظم الصادرات الكندية إلى الولايات المتحدة على مدى 18 شهراً الماضية.
Canadian Prime Minister Mark Carney announced that Canada will impose tariffs on certain imports from the United States in response to the new 50% tariffs imposed by U.S. President Donald Trump, following the collapse of trade talks between the two neighboring countries.
Carney said at a press conference: "Canada will respond to the new tariffs imposed by Washington with an equal value, dollar for dollar, to protect Canadian workers, farmers, families, and businesses." He added, in response to a question about whether Canada is engaged in a trade war: "One is at war when attacked; we have been attacked."
Deterioration in Relations
The tariffs on U.S. imports, including steel and electronics, which will take effect on September 8, represent an additional deterioration in relations between the long-time trading partners and allies. The two countries failed to reach a trade agreement recently, with each side blaming the other for the failure of three days of intensive negotiations. This collapse complicates the future of the North American Free Trade Agreement between the United States, Mexico, and Canada.
High Tariffs
U.S. President Donald Trump stated: "Canada is trying to take advantage of the benefits enjoyed by U.S. states without being part of the United States," accusing Ottawa of imposing high tariffs on American farmers for years. He added: "That will not continue any longer."
The new tariffs imposed by Trump target a large number of sectors, such as wine, furniture, dairy products, cement, clothing, fishing gear, and hockey equipment. They cover Canadian exports worth about $20 billion across the southern border. These tariffs do not grant any exemptions for Canadian products under the United States-Mexico-Canada Agreement, which had provided protection for most Canadian exports to the United States over the past 18 months.
