استوقفني خبر منشور من حساب المكتب الاستراتيجي لتطوير منطقة الجوف على منصة «إكس» عن مبادرة الحفاظ على نظافة مقبرة القرعاء في منطقة الجوف بمشاركة عدد من المتطوعين في المنطقة.
لا أعرف في الحقيقة إن كان اهتمام المكتب الاستراتيجي بهذه المبادرة نابع من تعزيز ثقافة العمل التطوعي، أم نابع من الاهتمام والعناية بالمقابر ذاتها التي يعاني بعضها من العشوائية والتشوهات داخل أسوار المقابر وخارجها. بكل الأحوال أسجل شكري للمتطوعين وللمكتب الاستراتيجي على المبادرة الفريدة، مع التأكيد على أن نظافة المقابر يجب ألا تكون موسمية، ولا بد أن تتولاه جهة رسمية على مدار العام.
نتحدث كثيراً عن جودة الحياة، ربما حان الوقت لنتحدث أيضاً عن جودة المكان في لحظة الموت. فالمقبرة ليست مجرد مساحة لدفن الموتى، بل مرفق إنساني واجتماعي وديني يمر به كل مجتمع، ويقف فيه الإنسان في واحدة من أصعب لحظات حياته.
يوجد بالفعل دليل فني لإنشاء وترميم المقابر، وهو دليل سارٍ يضع الحد الأدنى من المتطلبات والمعايير الفنية لإنشاء المقابر وترميمها. لكن واقع كثير من المقابر يتطلب مراجعة ربما مشروع (كود المقابر) ليس باعتبارها أرضاً وأسواراً وقبوراً فحسب، وإنما باعتبارها مرفقاً إنسانياً متكاملاً من خلال جودة الخدمات والنظافة وانسيابية التنظيم، وإزالة التشوهات البصرية وكافة أنواع التشوهات.
في كثير من مناطق المملكة تصل درجات الحرارة إلى مستويات مرتفعة، وقد يقف أهل المتوفى والمشيعون والمعزون وقتاً طويلاً تحت الشمس. فلماذا لا تشتمل المقابر على مساحات انتظار واستقبال خارج نطاق القبور أو في المواقع المسموح بها شرعاً، مزودة بمظلات موحدة التصميم تحمي كبار السن والأطفال وذوي الإعاقة من الشمس والظروف الجوية؟ المظلة ليست ترفاً معمارياً، وإنما خدمة إنسانية، على أن يكون موقعها وتصميمها متفقين مع حرمة المكان شرعياً وتنظيمياً.
هناك حاجة للإضاءة تراعي الضرورات التي تحتّم الدفن ليلاً، وهذا يتطلب تصميم منظومة إضاءة وظيفية للمداخل والمواقف والمباني الخدمية ونقاط الاستقبال، بما يحقق السلامة دون المساس بهيبة المكان ووقاره.
كما أن هناك حاجة للترقيم الجغرافي والرقمي المنظم للقبور التي تفتقد للترقيم حتى الآن بما يتيح خدمة الاستعلام عن قبر المتوفى وموقعه عبر المنصة. بحيث يصبح لكل مقبرة رقم، ولكل قطاع رمز، ولكل صف رقم، ولكل قبر معرّف رقمي مرتبط بقاعدة بيانات رسمية فيستطيع ذوو المتوفى الوصول إلى موقع القبر بسهولة.
كما أن طبيعة الطقس الحار والشكل العام لكل مدينة ربما يقتضي دراسة فكرة التشجير المناسب حول المقابر ومرافقها الخارجية ومواقفها ومداخلها وفق الضوابط الشرعية والفنية والبيئية ودون أن تتحول الأشجار إلى عائق أمام الدفن أو سبب في الإضرار بالقبور.
المطلوب ليس زخرفة القبور وتجميلها، وإنما تحسين البيئة المحيطة بالمقبرة، وتخفيف الحرارة والغبار، وإزالة التشوهات البصرية عن الأسوار والمداخل والمرافق بما يحفظ وقار المكان، فسور المقبرة في نهاية الأمر هو جزء من هوية المدينة. هناك حاجة لتعميم نموذج موحد لأسوار المقابر ومداخلها والقضاء على التفاوتات الكبيرة في مستويات الأسوار والبوابات والمداخل التي قد يسمح بعضها بدخول الحيوانات البرية للمقابر.
المقبرة مرفق عام ينبغي أن تخضع لنظافة مستمرة ومكافحة الحشرات والقوارض ومعالجة تجمعات المياه وصيانة الأسوار والبوابات والمواقف وإزالة الأعشاب والمخلفات مع وجود فرق تشغيل وصيانة بعقود ومستويات خدمة قابلة للقياس والمحاسبة، شريطة ألا يتحمل المواطن أي تبعات مالية.
لحظة الوفاة لا يحتاج أهل الميت إلى مزيد من الأعباء. ولذلك يمكن أن يحدد الكود في المقابر الكبيرة منطقة خدمة خارج نطاق الدفن توفر بصورة بسيطة ومنظمة مياه الشرب والقهوة ومقاعد لكبار السن ومرافق لخدمة ذوي الإعاقة. لا ينبغي أن تتحول هذه الخدمة إلى صالات عزاء أو باب جديد للمباهاة الاجتماعية. لا يفوتني الإشارة إلى أهمية أن تسهم الجمعيات الأهلية المتخصصة بتنظيم وتمويل هذه المبادرة من خلال كوادرها.
ما أقترحه قد يكون بعضه موجوداً في بعض المقابر، وهو ليس بدعاً أو تغييراً في مفهوم المقابر الإسلامية ولا إدخال مظاهر تتعارض مع بساطتها، بل هو يفصل تماماً بين حرمة القبر وبين جودة الخدمات المحيطة به.
باختصار يمكن إجمال مقترح (كود المقابر) بما يلي: التخطيط والتنظيم لمداخل المقابر، المواقف، الأسوار، المظلات، مناطق انتظار أهل المتوفى والمشيعين والمعزين، مرافق كبار السن وذوي الإعاقة، النظافة والصيانة، التشجير الخارجي، الضيافة الأساسية، إدارة الجنائز والحشود، السلامة، والترقيم والخرائط الرقمية للقبور، مع إخضاع كل ذلك للضوابط الشرعية، ومراعاة أن يتم تصنيف المقابر بحسب حجم المدن وأعداد السكان، فلا تُعامل مقبرة قرية صغيرة بالطريقة نفسها التي تعامل بها مقبرة مدينة تستقبل آلاف الجنائز سنوياً.
أخيراً، إن المقبرة المنظمة والنظيفة والآمنة ليست ترفاً، ولا تجميلاً للموت، إنها ببساطة احترام للإنسان حياً وميتاً.
I was stopped by a news post from the Strategic Office for the Development of the Al-Jouf Region on the "X" platform about an initiative to maintain the cleanliness of the Al-Qur'aa cemetery in the Al-Jouf region, with the participation of a number of volunteers from the area.
Honestly, I do not know whether the Strategic Office's interest in this initiative stems from promoting the culture of volunteer work, or from caring for the cemeteries themselves, some of which suffer from randomness and distortions inside and outside the cemetery walls. In any case, I express my gratitude to the volunteers and the Strategic Office for this unique initiative, while emphasizing that the cleanliness of cemeteries should not be seasonal, and it must be overseen by an official entity throughout the year.
We often talk about the quality of life; perhaps it is time to also discuss the quality of the place at the moment of death. A cemetery is not just a space for burying the dead, but a human, social, and religious facility that every community goes through, where a person stands in one of the hardest moments of their life.
There is indeed a technical guide for the establishment and restoration of cemeteries, which is a valid guide that sets the minimum requirements and technical standards for establishing and restoring cemeteries. However, the reality of many cemeteries requires a review, perhaps a project (Cemetery Code), not merely considering them as land, walls, and graves, but as a complete human facility through the quality of services, cleanliness, smooth organization, and the removal of visual distortions and all types of deformities.
In many regions of the Kingdom, temperatures reach high levels, and the family of the deceased, along with mourners and sympathizers, may stand for a long time under the sun. So why don't cemeteries include waiting and reception areas outside the burial zones or in locations permitted by law, equipped with uniformly designed canopies to protect the elderly, children, and people with disabilities from the sun and weather conditions? The canopy is not an architectural luxury but a humanitarian service, provided that its location and design comply with the sanctity of the place both legally and organizationally.
There is a need for lighting that considers the necessities that require burial at night, which necessitates the design of a functional lighting system for entrances, parking areas, service buildings, and reception points, ensuring safety without compromising the dignity and solemnity of the place.
Additionally, there is a need for organized geographic and numerical numbering of graves that currently lack numbering, allowing for inquiries about the deceased's grave and its location through the platform. Each cemetery should have a number, each sector a code, each row a number, and each grave a digital identifier linked to an official database, enabling the deceased's relatives to easily access the grave's location.
The nature of the hot weather and the general shape of each city may necessitate studying the idea of suitable landscaping around cemeteries and their external facilities, parking areas, and entrances, according to legal, technical, and environmental regulations, without allowing trees to become an obstacle to burial or a cause of damage to the graves.
The goal is not to decorate and beautify the graves, but to improve the surrounding environment of the cemetery, reduce heat and dust, and remove visual distortions from walls, entrances, and facilities in a way that preserves the dignity of the place, as the cemetery wall is ultimately part of the city's identity. There is a need to generalize a unified model for cemetery walls and entrances and eliminate significant disparities in the levels of walls, gates, and entrances, some of which may allow wild animals to enter the cemeteries.
The cemetery is a public facility that should be subject to continuous cleanliness, pest and rodent control, treatment of water accumulations, maintenance of walls and gates, parking areas, and removal of weeds and waste, with operational and maintenance teams under contracts and measurable service levels, provided that citizens bear no financial burdens.
At the moment of death, the family of the deceased does not need additional burdens. Therefore, the code can specify in large cemeteries a service area outside the burial zone that simply and systematically provides drinking water, coffee, seating for the elderly, and facilities for serving people with disabilities. This service should not turn into condolence halls or a new avenue for social boasting. I must also point out the importance of specialized charitable organizations contributing to the organization and funding of this initiative through their staff.
What I propose may already exist in some cemeteries; it is not a novelty or a change in the concept of Islamic cemeteries, nor does it introduce elements that contradict their simplicity, but rather it completely separates the sanctity of the grave from the quality of the services surrounding it.
In summary, the proposal for the (Cemetery Code) can be summarized as follows: planning and organizing cemetery entrances, parking areas, walls, canopies, waiting areas for the deceased's family, mourners, and sympathizers, facilities for the elderly and people with disabilities, cleanliness and maintenance, external landscaping, basic hospitality, management of funerals and crowds, safety, and numbering and digital maps of graves, all subject to legal regulations, taking into account that cemeteries are classified according to the size of cities and population numbers, so that a small village cemetery is not treated the same way as a city cemetery that receives thousands of funerals annually.
Finally, an organized, clean, and safe cemetery is not a luxury, nor a beautification of death; it is simply a respect for the human being, both alive and dead.
