العلاقات السعودية الفرنسية تدخل مرحلة عنوانها الشراكة، والمصالح المتبادلة لا العلاقات التقليدية، وفي قلب هذه المعادلة تقف السعودية بثقلها السياسي والاقتصادي، فيما تدرك باريس أن الرياض أصبحت شريكاً رئيسياً، لا يمكن تجاوز دوره عند مناقشة مستقبل الشرق الأوسط، أو رسم مسارات الاقتصاد والاستثمار في المنطقة.
وتأتي زيارة ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان إلى فرنسا في سياق علاقة لم تعد محكومة بملف واحد، أو ظرف سياسي عابر، بل أصبحت أقرب إلى شراكة إستراتيجية متعددة الأبعاد، تجمع الاقتصاد بالسياسة، والاستثمار بالأمن، والطاقة بالتقنية، والثقافة بالسياحة.
وتعتبر محطة مهمة في مسار العلاقات السعودية الفرنسية، وتعكس مستوى متقدماً من التنسيق السياسي والشراكة الاقتصادية بين البلدين، في وقت تشهد المنطقة والعالم تحولات متسارعة تتطلب تعاوناً بين القوى المؤثرة، والدول القادرة على الإسهام في صناعة الاستقرار.
لا يمكن النظر إلى العلاقات بين المملكة وفرنسا باعتبارها علاقات اقتصادية أو تجارية، فقد دخلت هذه العلاقات مرحلة أكثر مؤسسية بعد اتفاق البلدين في ديسمبر 2024 على إنشاء مجلس الشراكة الإستراتيجية السعودي الفرنسي، بما يهدف إلى زيادة المشاريع والتعاون العملي في مجالات متعددة.
كما تحمل زيارات ولي العهد إلى العواصم الكبرى دلالة تتجاوز البروتوكول الدبلوماسي، فهي تعكس المكانة التي أصبحت المملكة تحتلها في المعادلات السياسية والاقتصادية الدولية، خصوصاً مع التحولات التي أحدثتها رؤية السعودية 2030، واتساع الدور السعودي في ملفات الطاقة والاستثمار والتقنية والأمن الإقليمي.
ومن هذا المنطلق، تكتسب باريس أهمية خاصة، ففرنسا دولة دائمة العضوية في مجلس الأمن، وقوة اقتصادية وعسكرية أوروبية، فيما تمثل المملكة ثقلاً عربياً وإسلامياً واقتصادياً وطاقة استثمارية متنامية.. بالتالي فإن تقارب البلدين يمنحهما مساحة واسعة للعمل المشترك في القضايا الإقليمية والدولية.
وقد وثّق التنسيق المشترك بين الرياض وباريس أهمية التعاون في كثير من الملفات السياسية والتطورات الإقليمية، في مقدمتها الأمن والاستقرار، وحرية الملاحة، وخفض التصعيد، والحلول الدبلوماسية.
وفي المجال الاقتصادي، يفتح التحول الذي تشهده المملكة مجالات واسعة أمام الشركات والخبرات الفرنسية، في الطاقة النظيفة، والنقل، والبنية التحتية، والتقنيات الرقمية، والذكاء الاصطناعي، والسياحة، والثقافة، والصناعات المتقدمة.
كما يركز البلدان على التعاون في مجال الدفاع والأمن السيبراني، بما ينسجم مع مستهدفات رؤية السعودية 2030.
ولم تعد السعودية بالنسبة لفرنسا مجرد سوق مهمة في الشرق الأوسط، بل أصبحت مركزاً استثمارياً واقتصادياً دولياً، تتنافس الشركات الكبرى على المشاركة في مشاريعه.
في المقابل، توفر فرنسا للمستثمر السعودي سوقاً أوروبية متقدمة، وقاعدة صناعية وتقنية، وخبرات واسعة في قطاعات الطيران، والنقل، والصناعات الدفاعية.
على الجانب السياسي فإن القضية الفلسطينية واستقرار الشرق الأوسط يمثلان مساحة بارزة للتنسيق السعودي الفرنسي، وقد أظهرت المباحثات السابقة بين ولي العهد والرئيس ماكرون تقارباً في أهمية خفض التصعيد، والسعي إلى حل سياسي قائم على حل الدولتين، إضافة إلى الاهتمام باستقرار لبنان، وأمن المنطقة.
وهنا تبرز أهمية الدور السعودي، فالمملكة تتمسك بأن الاستقرار الدائم لا يمكن أن يقوم على إدارة الأزمات بصفة مؤقتة، وإنما على معالجة جذورها السياسية، وإيجاد مسار يؤدي إلى سلام عادل وشامل، مع إدانة الإجراءات التي تقوّض حل الدولتين.
والأهم أن الرياض تدخل هذه الشراكة من موقع مختلف عمّا كانت عليه المنطقة قبل سنوات، فالمملكة اليوم تتحرك وفق مشروع وطني واضح، وتبني علاقاتها الدولية على تنويع الشراكات، وتحقيق المصالح المتبادلة، مع المحافظة على استقلالية قرارها السياسي ودورها العربي والإسلامي.

The visit of Crown Prince and Prime Minister Mohammed bin Salman to France comes within the context of a relationship that is no longer governed by a single file or a transient political circumstance, but has become closer to a multi-dimensional strategic partnership that combines economy with politics, investment with security, energy with technology, and culture with tourism.
This visit is considered an important milestone in the trajectory of Saudi-French relations, reflecting an advanced level of political coordination and economic partnership between the two countries, at a time when the region and the world are witnessing rapid transformations that require cooperation among influential powers and countries capable of contributing to stability.
Relations between the Kingdom and France cannot be viewed merely as economic or commercial ties; these relations have entered a more institutional phase following the agreement between the two countries in December 2024 to establish the Saudi-French Strategic Partnership Council, aimed at increasing projects and practical cooperation in various fields.
The Crown Prince's visits to major capitals also carry significance that goes beyond diplomatic protocol, as they reflect the status that the Kingdom has come to occupy in international political and economic equations, especially with the transformations brought about by Saudi Vision 2030, and the expanding Saudi role in energy, investment, technology, and regional security issues.
From this perspective, Paris holds special importance; France is a permanent member of the Security Council, a European economic and military power, while the Kingdom represents an Arab and Islamic weight, along with a growing economic and investment energy. Thus, the rapprochement between the two countries provides them with a wide space for joint work on regional and international issues.
The joint coordination between Riyadh and Paris has documented the importance of cooperation on many political files and regional developments, foremost among them security and stability, freedom of navigation, de-escalation, and diplomatic solutions.
In the economic field, the transformation taking place in the Kingdom opens wide avenues for French companies and expertise in clean energy, transportation, infrastructure, digital technologies, artificial intelligence, tourism, culture, and advanced industries.
Both countries also focus on cooperation in the fields of defense and cybersecurity, in line with the objectives of Saudi Vision 2030.
Saudi Arabia is no longer just an important market for France in the Middle East; it has become an international investment and economic center, with major companies competing to participate in its projects.
Conversely, France offers Saudi investors an advanced European market, an industrial and technological base, and extensive expertise in the aviation, transportation, and defense industries.
On the political side, the Palestinian issue and the stability of the Middle East represent a prominent area for Saudi-French coordination. Previous discussions between the Crown Prince and President Macron have shown a convergence on the importance of de-escalation and the pursuit of a political solution based on the two-state solution, in addition to a focus on the stability of Lebanon and the security of the region.
Here, the importance of the Saudi role emerges; the Kingdom insists that lasting stability cannot be based on temporary crisis management, but rather on addressing its political roots and finding a path that leads to a just and comprehensive peace, while condemning actions that undermine the two-state solution.
Most importantly, Riyadh enters this partnership from a different position than it held years ago; today, the Kingdom operates according to a clear national project, builds its international relations on diversifying partnerships, and achieving mutual interests, while maintaining the independence of its political decision and its Arab and Islamic role.
