يتساءل البعض ربما عن الجديد في نظام التعليم الجديد، وكأنهم يقولون بأن كل أو أغلب ما ورد في النظام كان موجوداً وكان معمولاً به. أعتقد أن نظرة فاحصة لمجريات الأمور خلال السنوات الماضية تكشف عن تغييرات كثيرة في التعليم وفي غير التعليم اقتضت ربما صدور هذا النظام. وكثير من تلك التغييرات كانت اجتهادات فردية أو غير فردية فرضتها ربما كمية محتويات التواصل الاجتماعي التي جعلت البعض يتخذ من بعضها مرجعاً لطلابه في المدرسة أو أبنائه في المنزل.
المتغيّر الآخر الذي لا بد أن نستحضره في قراءة وفهم نظام التعليم الجديد هو تحديات مستقبل سوق العمل في ضوء هيمنة الرقمنة والذكاء الاصطناعي والحاجة الماسة لنظام تعليمي يتميّز بالمرونة كي يستجيب للمتغيّرات التي باتت سريعة، فضلاً عن حجم تأثيرها وحجم التغييرات التي فرضتها وستفرضها.
من هنا نفهم لماذا لم يقتصر هذا النظام على تنظيم العلاقة بين المدرسة والطالب والمعلم، بل هو يعيد بناء فلسفة التعليم على أسس أكثر شمولاً، تضم الجودة، والعدالة، والهوية، والمرونة، والارتباط بالتنمية الوطنية.
كما أن إلزامية التعليم حتى سن الخامسة عشرة تؤكد على أهمية الاستثمار المبكر في رأس المال البشري، والحد من التسرّب، بما يضمن وصول كل طفل إلى الحد الأدنى من المعارف والمهارات التي تمكّنه من المشاركة في الاقتصاد والمجتمع.
كما أن النظام يؤكد على أن اللغة العربية لغة أساسية ليس لأنها لغتنا الأم، لكن النظام يستشعر حجم المنافسة العالمية والسوق المفتوح التي تقتضي التأكيد على اعتماد اللغة العربية لغةً أساسية للتعليم أهمية استراتيجية تتجاوز الجانب الأكاديمي، بل هي وعاء الهوية، وأداة التفكير، وحافظة الثقافة الوطنية. وفي الوقت نفسه، فإن السماح بالتدريس بلغات إضافية وفق ضوابط يحقق توازناً مهماً بين ترسيخ الهوية الوطنية والانفتاح على المعرفة العالمية، وهو توازن تحتاجه الدول الطامحة إلى المنافسة الدولية دون التفريط بخصوصيتها الثقافية.
كما أن فلسفة التعليم المتنوع جاءت تحوّلاً من فلسفة التعليم الموحد والذي يعكس النظام وعياً متقدّماً بأن جودة التعليم لا تتحقق بمنهج موحد لجميع الطلاب، بل بتعدد المسارات والفرص، وأن النظام التعليمي لا يزال مفتوحاً على المزيد من المسارات متى ما استدعى الأمر ذلك، بجانب المسارات المهنية والمتخصصة، إنشاء مدارس وفصول للبرمجة، والعلوم، والرياضيات، والفنون، والقرآن الكريم، وغير ذلك بما يراعي اختلاف الميول والقدرات، وتبني المواهب بدلاً من تذويبها في قالب واحد لأن التعليم أكثر ارتباطاً باحتياجات سوق العمل.
كما أن الكشف المبكر عن اضطرابات النمو والسلوك، وتعزيز دمج ذوي الإعاقة، ورعاية الموهوبين، وحماية حقوق الطالب، كلها مؤشرات على أن المدرسة لم تعد مكاناً للتعليم فقط، بل أصبحت بيئة متكاملة للنمو العقلي، النفسي، الاجتماعي، الانفعالي. فالطالب الذي يشعر بالأمان والاحترام والرعاية يكون أكثر استعداداً للتعلم والإبداع والابتكار.
كما أن تنظيم حقوق الطالب، ومنع تكليفه بمهام تخالف الأنظمة، يعزّز ثقافة العدالة المؤسسية داخل المدرسة ويغرس لدى الأجيال مبادئ سيادة النظام واحترام الحقوق وتحمل المسؤولية.
ناهيك عن أهمية تعزيز استقرار المنظومة التعليمية، ورفع كفاءة التخطيط بعيد المدى من خلال استحداث المجلس.
كما أن النظام أراد أن يضع حداً للجدل الدائر بين تيار التعليم الحضوري وتيار التعليم عن بُعد، فأكد على أن الأساس هو التعليم الحضوري مع أهمية الاستفادة من التعليم الإلكتروني في الحالات التي تقتضي ذلك، والاستفادة من التحوّل الرقمي.
أخيراً يبقى التطبيق لأي نظام هو المحك وهو الفيصل للحكم على نجاحه وجودته، مع الأخذ بالاعتبار أهمية أن يتمتع النظام بالمرونة الكافية والقابلية الواعية للتجربة والتطوير والتغيير كلما كان ذلك ضرورياً وحتمياً. فلا ننسى أبداً ودائماً أننا نتحدث هنا عن نظام التعليم وليس أي قطاع آخر، فالتعليم كما هو معروف ليس وزارة أو إدارة، بل هو قاطرة تجر وراءها كل قاطرات التنمية، وأي إخفاق للتعليم أو تعثر سوف ينعكس ويؤثر تلقائياً على كافة قطاعات التنمية في الوطن. أضف إلى ذلك أن المنافسة في رأس المال البشري، التي هي إحدى ميادين العولمة، يتحمّلها ويلام عليها التعليم، ومن هنا يصبح النظام التعليمي في أي بلد هو قطب الرحى وهو محط أنظار العالم اقتصادياً وسياسياً وتقنياً وعسكرياً.. إلخ.
Some may wonder what’s new in the new education system, as if they are saying that everything or most of what is included in the system was already present and in practice. I believe that a closer look at the developments over the past years reveals many changes in education and beyond that perhaps necessitated the issuance of this system. Many of those changes were individual or collective efforts imposed perhaps by the vast amount of social media content that led some to adopt parts of it as references for their students in school or their children at home.
The other variable that we must consider in reading and understanding the new education system is the challenges of the future labor market in light of the dominance of digitization and artificial intelligence, and the urgent need for an educational system characterized by flexibility to respond to the rapid changes that have emerged, as well as the extent of their impact and the changes they have imposed and will impose.
From here, we understand why this system did not limit itself to organizing the relationship between the school, the student, and the teacher, but rather it reconstructs the philosophy of education on more comprehensive foundations that include quality, justice, identity, flexibility, and connection to national development.
Moreover, the mandatory education until the age of fifteen emphasizes the importance of early investment in human capital and reducing dropout rates, ensuring that every child reaches the minimum level of knowledge and skills that enable them to participate in the economy and society.
The system also emphasizes that the Arabic language is a fundamental language not just because it is our mother tongue, but because the system senses the scale of global competition and the open market that necessitates emphasizing the adoption of Arabic as a primary language for education, which has strategic importance that transcends the academic aspect; it is a vessel of identity, a tool for thinking, and a guardian of national culture. At the same time, allowing the teaching of additional languages under certain regulations achieves an important balance between reinforcing national identity and openness to global knowledge, a balance that countries aspiring for international competition need without compromising their cultural specificity.
Furthermore, the philosophy of diverse education represents a shift from the philosophy of unified education, reflecting an advanced awareness that quality education is not achieved through a single curriculum for all students, but through multiple pathways and opportunities. The educational system remains open to more pathways whenever necessary, alongside professional and specialized tracks, establishing schools and classes for programming, sciences, mathematics, arts, the Holy Quran, and others, taking into account different inclinations and abilities, and nurturing talents instead of melting them into a single mold, as education is more closely linked to the needs of the labor market.
Additionally, early detection of developmental and behavioral disorders, promoting the inclusion of individuals with disabilities, nurturing gifted students, and protecting student rights are all indicators that the school is no longer just a place for education, but has become a comprehensive environment for mental, psychological, social, and emotional growth. A student who feels safe, respected, and cared for is more prepared to learn, create, and innovate.
Moreover, organizing student rights and preventing them from being assigned tasks that contradict regulations enhances the culture of institutional justice within the school and instills in generations the principles of the rule of law, respect for rights, and accountability.
Not to mention the importance of enhancing the stability of the educational system and improving long-term planning efficiency through the establishment of the council.
The system also aimed to put an end to the ongoing debate between the in-person education stream and the distance education stream, emphasizing that the foundation is in-person education while recognizing the importance of benefiting from electronic education in cases that necessitate it, and leveraging digital transformation.
Finally, the application of any system is the test and the criterion for judging its success and quality, taking into account the importance of the system having sufficient flexibility and a conscious willingness for experimentation, development, and change whenever necessary and inevitable. Let us never forget that we are talking here about the education system and not any other sector; education, as is well known, is not a ministry or an administration, but it is the locomotive that pulls all the development trains behind it, and any failure or setback in education will automatically reflect and affect all sectors of development in the nation. Additionally, the competition in human capital, which is one of the fields of globalization, is borne by and blamed on education, and from here, the educational system in any country becomes the pivot and the focus of the world economically, politically, technically, and militarily... etc.
