مثلما يعكس موسم الحج المستوى المتطور لكل الخدمات الموجودة الآن في المملكة، فإنه أيضاً يعكس التغير الكبير في فلسفة المسؤولية لدى كبار المسؤولين، مثل الوزراء ومن في حكمهم من الرؤساء التنفيذيين للهيئات والمؤسسات الحكومية ذات الصلة بالخدمات العامة بكل أشكالها، ونقصد بذلك التغير الذي حدث في مفهوم ومعنى المسؤولية وواجباتها وكيفية تنفيذها بمقتضيات ومتطلبات المرحلة، مع الحرص على عدم التشبث ببعض المظاهر والشكليات التي كانت تصنع هالة للمسؤول وحوله، تجعله بعيداً عن حقيقة الواقع وإشكالياته.
في موسم الحج، رأى العالم كل مسؤولي الدولة في الميدان مثلهم مثل بقية موظفي قطاعاتهم، يتنقلون من مكان لآخر لتفقد أوضاعها دون هالة، يتحدثون مع المستفيدين من خدماتهم، يسألون ويستفسرون عن الملاحظات، ويناقشون الموظفين صغارهم وكبارهم، ويجيبون على التساؤلات ويتخذون القرارات الفورية، يفعلون ذلك بشكل طبيعي دون حرص على الإيحاء لمن لا يعرفونهم أنهم من فئة المستوى الأول في المناصب.
المشاهد التي نراها في الحج للمسؤولين هي المشاهد التي أصبحنا نراها في كل الأوقات لأنها من مقتضيات المرحلة الراهنة منذ بداية مشروع الرؤية الوطنية 2030، بل من ضروراتها كي تدور عجلة الإنجاز بالسرعة والجودة التي نريدها، وهي اقتداء بطريقة عمل صاحب الرؤية وراعيها سمو ولي العهد، العمل الميداني ومتابعة كل صغيرة وكبيرة، وليس الاسترخاء في المكاتب الفخمة والاعتماد على التقارير فقط، التي قد تكون مغايرة للواقع أحياناً. لقد دشن ولي العهد مرحلة جديدة لمعنى المسؤولية بنموذجه، من صفاتها المهمة أنها مسؤولية إنجاز يتطلب مواكبة العمل والوقوف على تفاصيله، مسؤولية ابتكار وإبداع وإتقان والتزام لتحقيق مستهدفات محددة.
