في مشهد يعكس توازن القوى داخل الساحة الرياضية السعودية، وقفت أندية النصر والاتحاد والأهلي والقادسية صفاً واحداً لإحباط مقترح تعديل نظام تسجيل اللاعبين الأجانب والمواليد. جوهر المقترح كان يتمحور حول السماح للأندية باعتبار اللاعبين من فئة المواليد كذلك، حتى لو تجاوزوا السن القانونية، إضافة إلى منح الحق في استبدال أي لاعب من الثمانية الأجانب دون النظر إلى شرط السن المخصص للاعبين الاثنين تحت 21 عاماً.
الموقف الرباعي جاء حازماً، إذ اعتبر أن التعديلات المقترحة تُخل بمبدأ العدالة التنافسية، وتفتح الباب أمام استغلال ثغرات في النظام، الأمر الذي قد ينعكس سلباً على توازن الدوري ويضعف فرص المواهب الشابة في الظهور. ومن هذا المنطلق شدّدت الأندية الأربعة على أن الاستقرار التنظيمي أهم من أي استثناءات وقتية، خصوصاً أن فترة التسجيل الصيفية انطلقت بالفعل ولا مجال لتغييرات جوهرية في منتصف الطريق.
الاتحاد السعودي لكرة القدم أيد موقف الأندية، رافضاً المضي في التعديل خلال المرحلة الحالية. القرار حمل رسالة واضحة بأن اللوائح لا ينبغي أن تُدار بمنطق الضغوط أو التفاهمات الآنية، بل يجب أن تستند إلى رؤية استراتيجية شاملة تراعي العدالة وتكافؤ الفرص وتدعم مسار تطوير الكرة السعودية في إطار مستدام.
وجاء رفض التعديل الفني في اللوائح تعبيراً عن وعي جمعي بأن الكرة السعودية باتت بحاجة إلى أنظمة مستقرة تحمي المنافسة من الارتباك، وتمنح كل نادٍ مساحة عادلة للعمل والتخطيط بعيداً عن التقلبات. فالمستقبل الرياضي للمملكة يتطلب حوكمة رصينة، تبدأ من تفاصيل تنظيم تسجيل اللاعبين وتنتهي عند تعزيز ثقة الجماهير في نزاهة المسابقات.
أعاد رئيس رابطة دوري المحترفين السابق مسلي آل معمر، فتح ملف قانوني حساس حين استعرض مجموعة من مواد النظام الأساسي واللوائح في الاتحاد الدولي لكرة القدم (فيفا). المواد المشار إليها هي: المادة (2) من النظام الأساسي، والمادة (18) من لائحة الاحتراف وأوضاع اللاعبين، والمادة (7) من لائحة تراخيص الأندية، والمادة (13) من مدونة الأخلاقيات، جميعها تشدّد على مبدأ النزاهة في المنافسات الرياضية، وضمان تكافؤ الفرص، وحماية استقرار عقود اللاعبين.
آل معمر أوضح أن أي تعديل على اللوائح لا يجوز أن يُطبق بأثر رجعي أو أن يشمل حالات قائمة؛ لأن ذلك يتعارض مع القاعدة الجوهرية التي يقوم عليها النظام الرياضي الدولي: استقرار العقود واحترام الالتزامات القانونية. فالعقود المبرمة بين الأندية واللاعبين تُعد أساساً للعلاقة التعاقدية، وأي مساس بها خلال فترة سريانها يهدّد الثقة ويعرّض المنظومة الرياضية لهزّات قانونية.
توقعاته ذهبت أبعد من ذلك، إذ أكد أن أي لاعب قد يتضرر من تعديل اللوائح أثناء الموسم سيكون قادراً على كسب قضيته بسهولة أمام الهيئات القضائية الرياضية الدولية، استناداً إلى مبادئ فيفا والمواد المذكورة. كما شدّد على أن الاتحاد المحلي قد يواجه مساءلة من الاتحاد الدولي إذا تبيّن أنه خالف مبادئ النزاهة أو أخل بقاعدة استقرار العقود.
