أمرت النيابة العامة في مصر بتقديم المتهمين في واقعة وفاة السباح الطفل يوسف محمد أحمد عبدالملك إلى المحاكمة الجنائية العاجلة، في القضية المرتبطة بوفاته أثناء مشاركته في بطولة الجمهورية للسباحة، المقرر نظرها يوم الخميس 25 ديسمبر 2025.
متهمون من قيادات الاتحاد
وشملت قرارات النيابة إحالة كل من رئيس وأعضاء مجلس إدارة اتحاد السباحة، والمدير التنفيذي، ورئيس لجنة المسابقات بالاتحاد، ومدير البطولة، والحكم العام، إلى جانب ثلاثة من طاقم الإنقاذ، لاتهامهم بالتسبب خطأ في وفاة الطفل.
تقصير وإهمال جسيم
وخلصت التحقيقات إلى ثبوت الإهمال الجسيم والتقصير في أداء المهمات الوظيفية، والإخلال بأصول المهنة، بما عرض حياة الأطفال المشاركين في البطولة للخطر، نتيجة سوء التنظيم وغياب الرقابة الفنية والطبية اللازمة.
الطب الشرعي يحسم السبب
وأكد تقرير مصلحة الطب الشرعي والمعمل الباثولوجي خلو جسد الطفل من أي علل مرضية أو مواد سامة، موضحاً أن الوفاة جاءت نتيجة إسفكسيا الغرق عقب فقدانه الوعي وسقوطه في قاع المسبح، وبقائه فترة زمنية كافية أدت إلى امتلاء الرئتين والمجاري التنفسية بالماء، وتوقف عضلة القلب وحدوث فشل كامل في وظائف التنفس.
محاولات إنقاذ لم تُجدِ
وأشارت التحقيقات إلى أن ما جرى من إجراءات طبية ومحاولات إسعاف كان بغرض إنقاذ حياته، لكنها لم تُفلح لطول مدة بقائه في قاع المسبح فاقداً للوعي، وهو ما أكدته شهادات الأطباء والمسعفين، ومن بينهم أحد أولياء الأمور وهو طبيب استشاري في قلب الأطفال.
استجوابات وشهادات أولياء الأمور
وخلال استجواب مسؤولي الاتحاد، تبين عدم تمتع أغلبهم بالخبرة والدراية الكافية لإدارة بطولة بهذا الحجم، وعدم اختيار المؤهلين فنياً ولائقين صحياً لتنظيم المسابقة، وهو ما دعمته شهادات عدد كبير من أولياء أمور السباحين المشاركين.
أدلة فنية وتصويرية
واعتمدت النيابة العامة في قرار الإحالة على أدلة فنية ورقمية، إلى جانب ما ثبت من محاكاة تصويرية لكيفية وقوع الحادث، والتي أكدت صحة إسناد الاتهام للمتهمين جميعاً بصفتهم مسؤولين مسؤولية كاملة عن الواقعة.
إخطار وزارة الشباب والرياضة
كما أمرت النيابة العامة بإرسال صورة من التحقيقات إلى وزارة الشباب والرياضة لاتخاذ الإجراءات الإدارية والتنظيمية اللازمة، في ضوء أحكام قانون الرياضة رقم 71 لسنة 2017 ولائحته التنفيذية، وما كشفته الواقعة من قصور شديد وسوء تنظيم وعشوائية في إدارة المسابقات.
قرارات وزارية لم تُنفذ
وأشارت التحقيقات إلى مخالفة القرار الوزاري الصادر بشأن الإجراءات الطبية الواجبة قبل المشاركة في البطولات الرياضية، وعدم التزام اتحاد السباحة ونادي الزهور الرياضي بتطبيق تلك الإجراءات لضمان سلامة اللاعبين وكفاءتهم الطبية.
النيابة تنعى الضحية
وفي ختام بيانها، نعت النيابة العامة الطفل يوسف محمد أحمد عبدالملك، مؤكدة أنه كان نموذجاً للجد والاجتهاد، ومثالاً لجيل من أبناء مصر يسعون لرفع راية الوطن في المحافل الرياضية، مشددة على ضرورة الالتزام الصارم بالقوانين واللوائح المنظمة للأنشطة الرياضية، واتخاذ كل التدابير الكفيلة بحماية أرواح اللاعبين وصون مستقبلهم.
The Public Prosecution in Egypt has ordered the urgent criminal trial of the defendants in the case of the death of the child swimmer, Yusuf Mohamed Ahmed Abdelmalek, in connection with his death during his participation in the Republic Swimming Championship, which is scheduled to be heard on Thursday, December 25, 2025.
Defendants from the Federation Leadership
The prosecution's decisions included referring the President and members of the Board of Directors of the Swimming Federation, the Executive Director, the Head of the Competitions Committee of the Federation, the Tournament Director, and the Chief Referee, along with three members of the rescue team, for being accused of causing the child's death by negligence.
Severe Negligence and Shortcomings
The investigations concluded that there was severe negligence and shortcomings in performing their job duties, and a violation of professional standards, which endangered the lives of the children participating in the tournament due to poor organization and the absence of necessary technical and medical oversight.
Forensic Medicine Determines the Cause
The report from the Forensic Medicine Authority and the Pathology Laboratory confirmed that the child's body was free of any pathological conditions or toxic substances, indicating that the death resulted from drowning asphyxia after he lost consciousness and fell to the bottom of the pool, remaining for a sufficient period that led to his lungs and airways filling with water, causing cardiac arrest and complete respiratory failure.
Rescue Attempts Were in Vain
The investigations indicated that the medical procedures and rescue attempts were aimed at saving his life, but they were unsuccessful due to the length of time he spent at the bottom of the pool unconscious, which was confirmed by the testimonies of doctors and paramedics, including one of the parents who is a consultant pediatric cardiologist.
Interrogations and Parent Testimonies
During the interrogation of the federation officials, it became clear that most of them lacked the necessary experience and knowledge to manage a tournament of this size, and that qualified and medically fit individuals were not chosen to organize the competition, as supported by the testimonies of many parents of the participating swimmers.
Technical and Visual Evidence
The Public Prosecution relied on technical and numerical evidence in its referral decision, in addition to what was established from a visual simulation of how the incident occurred, which confirmed the validity of attributing the charges to all the defendants as they bear full responsibility for the incident.
Notification to the Ministry of Youth and Sports
The Public Prosecution also ordered sending a copy of the investigations to the Ministry of Youth and Sports to take the necessary administrative and organizational measures, in light of the provisions of Sports Law No. 71 of 2017 and its executive regulations, and what the incident revealed of severe shortcomings and poor organization in the management of competitions.
Unimplemented Ministerial Decisions
The investigations indicated a violation of the ministerial decision issued regarding the medical procedures required before participating in sports tournaments, and the Swimming Federation and Al-Zohour Sports Club's failure to implement those procedures to ensure the safety and medical competence of the players.
The Prosecution Mourns the Victim
In conclusion, the Public Prosecution mourned the child Yusuf Mohamed Ahmed Abdelmalek, affirming that he was a model of diligence and hard work, and an example of a generation of Egyptian youth striving to raise the flag of the nation in sports arenas, emphasizing the necessity of strict adherence to the laws and regulations governing sports activities, and taking all measures to protect the lives of players and safeguard their future.
