مع التنامي الكبير الذي تشهده العلاقات، بين المملكة العربية السعودية وجمهورية جورجيا، وتزامناً مع مرور أكثر من ثلاثة عقود على إقامة العلاقات الدبلوماسية بين البلدين، تتجه أنظار الجانبين نحو آفاق أوسع من التعاون، خصوصاً في مجالات الاقتصاد والسياحة والطاقة والتعليم.
وأجرت «عكاظ» حواراً خاصاً مع سفير جورجيا لدى المملكة نيكولوز ريفازيشفيلي، الذي أكد عمق العلاقات الثنائية، وما تشهده من نمو متسارع في مختلف القطاعات، مستعرضاً أبرز محطات التعاون، ومجالات الاستثمار الواعدة، إضافة إلى الجهود المبذولة لجذب السياح السعوديين، وتعزيز التبادل الثقافي والأكاديمي، وتوسيع مجالات التعاون الاقتصادي، في ضوء مستهدفات رؤية السعودية 2030.
تأسيس العلاقات الدبلوماسية
• كيف تقيّمون مستوى العلاقات الدبلوماسية الحالي بين جورجيا والمملكة؟
•• تأسست العلاقات الدبلوماسية في عام 1994، ومنذ ذلك الحين شهدت تطوراً مستمراً، مع تركيز كبير على قطاعي الاقتصاد والسياحة، وتولي جورجيا أهمية كبيرة لتعزيز التعاون مع المملكة. وكان افتتاح سفارة جورجيا في الرياض في يناير 2015 خطوة ونقلة نوعية، عززت التواصل الدبلوماسي، وساهمت في توسيع مجالات التعاون السياسي والاقتصادي والاستثماري والسياحي، وفي ديسمبر 2018، بادرت السعودية بافتتاح سفارتها في تبليسي ما عزز العلاقات الثنائية، وأتاح فرصاً أوسع للتعاون، ولعبت الزيارات رفيعة المستوى دوراً مهماً في تعزيز العلاقة. وفي ديسمبر 2022، زار رئيس وزراء جورجيا الرياض، والتقى ولي العهد الأمير محمد بن سلمان، في قصر اليمامة، وأعرب الجانبان عن التزامهما بتعزيز التعاون في مختلف المجالات، بما في ذلك السياسة والاقتصاد والثقافة، كما أعربت جورجيا خلال تلك الزيارة عن دعمها الرسمي لترشيح السعودية لاستضافة معرض إكسبو 2030، وفي 24 يناير 2024، تم الاحتفال بمرور 30 عاماً على إقامة العلاقات الدبلوماسية، من خلال تأسيس «مجلس التنسيق الحكومي الجورجي – السعودي»، الذي يهدف إلى تنظيم اجتماعات ومشاورات منتظمة، لتوسيع الخطط الاقتصادية المشتركة، كما عقدت الجولة الثالثة من المشاورات السياسية بين وزارتي الخارجية في يوليو 2024، وشددت على فتح آفاق جديدة لتطوير العلاقات الاقتصادية التجارية، وأهمية التعاون المؤسسي بين الجهات المعنية.
سياسات اقتصادية مرنة
• ما فرص تعزيز التعاون الاقتصادي في ضوء رؤية السعودية 2030؟
•• يحظى قطاع الاستثمار بأهمية خاصة، ضمن العلاقات الاقتصادية بين البلدين، إذ تُعد المملكة من أكبر المستثمرين الخليجيين في جورجيا، وتجاوزت الاستثمارات المباشرة 100 مليون دولار أمريكي، وتركزت في قطاع العقارات والزراعة والتقنية والضيافة، ويزداد يوماً بعد يوم اهتمام رواد الأعمال السعوديين بجورجيا، في مقابل سعي الشركات الجورجية للدخول إلى السوق السعودية، في مجالات مثل التقنية والتصميم المعماري وإدارة المشاريع، كما توفر رؤية السعودية 2030 إطاراً مثالياً لتوسيع التعاون، إذ تتمتع جورجيا بموقع إستراتيجي، وسياسات اقتصادية مرنة، وشبكة تجارة حرة مع الاتحاد الأوروبي والصين وتركيا، إلى جانب أنظمة تفضيلية مع أمريكا واليابان وكندا، مما يجعلها بوابة للأسواق الآسيوية والأوروبية، وفي فبراير 2024، زار وزير الاستثمار السعودي خالد الفالح جورجيا، ضمن منتدى الاستثمار السعودي – الجورجي، وتم الاتفاق خلال الاجتماعات مع المسؤولين الجورجيين على بدء مفاوضات بشأن اتفاقية تشجيع وحماية الاستثمار، ودراسة إمكانية توقيع اتفاقية تجارة حرة.
آليات مؤسسية للتفاوض
• ما أبرز القطاعات الاستثمارية التي تقدمها جورجيا للمستثمرين السعوديين؟
•• الفرص الاستثمارية تشمل الطاقة المتجددة، السياحة والضيافة، الزراعة وتصنيع الأغذية، اللوجستيات، العقارات، والتقنيات الرقمية. وتدعم الحكومة الجورجية المستثمرين الأجانب عبر حوافز وتسهيلات متعددة.
وبدءاً من 2025، ستحصل الشركات الناشئة في جورجيا على إعفاءات ضريبية غير مسبوقة لمدة 10 سنوات، تشمل إعفاءً كاملاً من ضريبة الدخل، في السنوات الثلاث الأولى، وقد وقّعت عدة مذكرات تفاهم، بين رجال أعمال سعوديين ونظرائهم الجورجيين، خلال منتدى الأعمال في تبليسي في أكتوبر 2024، باستثمارات تصل إلى 50 مليون دولار.
• هل توجد اتفاقيات اقتصادية أو تجارية قائمة، وما خطط التوسّع فيها؟
•• تجري حالياً مناقشات لتوقيع اتفاقية تشجيع وحماية الاستثمار، وهناك اهتمام مشترك بإحياء مفاوضات اتفاقية التجارة الحرة. وتمثل المجالس المشتركة (كمجلس الأعمال والمجلس الحكومي) آليات مؤسسية للتفاوض وتوسيع هذه الاتفاقيات مستقبلاً.
• كيف تقيّمون حجم التجارة بين البلدين، وما أبرز الواردات والصادرات؟
•• تزايد حجم التجارة بين جورجيا والمملكة، لكنه لا يزال محدوداً نسبياً، ما يفتح آفاقاً للتوسّع في المستقبل. ففي عام 2023، ارتفعت الصادرات الجورجية بنسبة 13%، وكان نحو 68% منها من الأغنام الحية. أما الواردات من المملكة فقد نمت بنسبة 64%، لتصل إلى أعلى مستوى لها، كما تشمل واردات جورجيا الأساسية من السعودية البوليمرات، بينما تشمل صادرات جورجيا اللحوم، المياه المعدنية، والمنتجات الغذائية المصنعة. وتلعب المعارض، مثل «فوديكس السعودية» و«معرض الرياض للسفر»، دوراً مهماً في تعزيز التبادل التجاري بين الجانبين.
طابع بريدي مشترك
• ما الدور الذي تلعبه جورجيا برأيك، في دعم وتعزيز الأمن الغذائي؟
•• بفضل مناخها المناسب والمعتدل، وأراضيها الخصبة، وتطور قطاع التكنولوجيا الزراعية، يمكن لجورجيا أن تكون شريكاً موثوقاً في تحقيق الأمن الغذائي، وشاركت شركات جورجيا في «فوديكس السعودية 2024» وعرضت منتجات تشمل الجوز، التوت الأزرق، الفواكه المجففة، واللحوم وغيرها.
• ما الجهود المبذولة لجذب السياح السعوديين، وهل توجد تسهيلات خاصة في هذا الجانب؟
•• تُعد جورجيا وجهة مفضلة للسياح السعوديين، بدعم من الإعفاء من التأشيرة وتوفر الرحلات المباشرة. ففي الربع الأول من 2025، تم تسجيل رقم قياسي في عدد السياح، بزيادة 8.3% من المملكة، كما تم توقيع مذكرة تفاهم في المجال السياحي، بين وزارتي البلدين في سبتمبر 2024، وشاركت جورجيا في معرض الرياض للسفر لأول مرة في مايو 2024، وجرى تنظيم جولات إعلامية لصحفيين سعوديين في يونيو الماضي في مدن جورجية، وستسهم كل هذه الجهود في تعزيز حركة السياحة.
• ماذا عن التبادل الثقافي بين البلدين؟
•• يُنظر إلى الدبلوماسية الثقافية كجسر مهم للتقارب، وهناك نقاش قائم لإصدار طابع بريدي مشترك، احتفالاً بمرور 30 عاماً على العلاقات، إضافة إلى خطط لتنظيم أيام ثقافية، ومعارض وفعاليات للطهي التقليدي.
الطلاب السعوديون.. خطوط الطيران الجديدة.. الطاقة المتجددة
عن التعاون الأكاديمي والعلمي بين الجامعات، كشف السفير نيكولوز ريفازيشفيلي، أن جورجيا أصبحت من الوجهات الدراسية البارزة للطلبة السعوديين، إذ بلغ عدد الطلاب الدوليين 37,100 في عام 2025، ويمثلون نحو 20% من إجمالي الطلاب، ولا يقتصر إقبال الطلبة السعوديين على التخصصات الطبية، بل يشمل إدارة الأعمال، تكنولوجيا المعلومات، الأمن السيبراني، علم النفس، والعلاقات الدولية، ويحظى الطلبة الجورجيون بفرص منح دراسية في السعودية، ضمن برنامج أكاديمية الملك سلمان العالمية للغة العربية.
وعن فرص التعاون في مجال الطاقة، خصوصاً «المتجددة»، قال، إن قدرات جورجيا في الطاقة الكهرومائية، ومشاريع الطاقة الخضراء تتواءم مع توجه السعودية نحو الاستدامة. وهناك اهتمام من شركات سعودية رائدة في الطاقة المتجددة، باستكشاف فرص في جورجيا، مع بحث إمكانية تبادل المعرفة والاستثمار المشترك.
وعن خطط لفتح خطوط طيران جديدة بين جورجيا ومدن سعودية، أوضح السفير، أنه توجد رحلات مباشرة بين تبليسي ومدن سعودية، مثل الرياض وجدة والدمام والقصيم، إلى جانب بعض الرحلات إلى باتومي.
وتسعى شركات طيران سعودية أخرى لفتح خطوط جديدة، نتيجة تزايد الطلب، مما يسهم في تعزيز التبادل التجاري والسياحي والثقافي.

With the significant growth in relations between the Kingdom of Saudi Arabia and the Republic of Georgia, and coinciding with more than three decades since the establishment of diplomatic relations between the two countries, both sides are looking towards broader horizons of cooperation, especially in the fields of economy, tourism, energy, and education.
“Okaz” conducted a special interview with the Georgian Ambassador to the Kingdom, Nikoloz Revazishvili, who confirmed the depth of bilateral relations and the accelerated growth they are witnessing across various sectors, reviewing the most prominent cooperation milestones, promising investment areas, in addition to the efforts made to attract Saudi tourists, enhance cultural and academic exchange, and expand economic cooperation in light of the goals of Saudi Vision 2030.
Establishment of Diplomatic Relations
• How do you assess the current level of diplomatic relations between Georgia and the Kingdom?
•• Diplomatic relations were established in 1994, and since then, they have witnessed continuous development, with a significant focus on the economy and tourism sectors. Georgia places great importance on enhancing cooperation with the Kingdom. The opening of the Georgian Embassy in Riyadh in January 2015 was a qualitative leap that strengthened diplomatic communication and contributed to expanding areas of political, economic, investment, and tourism cooperation. In December 2018, Saudi Arabia took the initiative to open its embassy in Tbilisi, which further strengthened bilateral relations and provided broader opportunities for cooperation. High-level visits have played an important role in enhancing the relationship. In December 2022, the Prime Minister of Georgia visited Riyadh and met with Crown Prince Mohammed bin Salman at Al-Yamamah Palace, where both sides expressed their commitment to enhancing cooperation in various fields, including politics, economy, and culture. Georgia also expressed its official support for Saudi Arabia's bid to host Expo 2030 during that visit. On January 24, 2024, the 30th anniversary of the establishment of diplomatic relations was celebrated by establishing the "Georgian-Saudi Government Coordination Council," which aims to organize regular meetings and consultations to expand joint economic plans. The third round of political consultations between the foreign ministries was held in July 2024, emphasizing the opening of new horizons for developing trade relations and the importance of institutional cooperation among relevant parties.
Flexible Economic Policies
• What are the opportunities for enhancing economic cooperation in light of Saudi Vision 2030?
•• The investment sector holds special importance within the economic relations between the two countries, as the Kingdom is one of the largest Gulf investors in Georgia, with direct investments exceeding 100 million USD, concentrated in the real estate, agriculture, technology, and hospitality sectors. The interest of Saudi entrepreneurs in Georgia is increasing day by day, while Georgian companies are seeking to enter the Saudi market in areas such as technology, architectural design, and project management. Saudi Vision 2030 provides an ideal framework for expanding cooperation, as Georgia enjoys a strategic location, flexible economic policies, a free trade network with the European Union, China, and Turkey, in addition to preferential systems with the USA, Japan, and Canada, making it a gateway to Asian and European markets. In February 2024, Saudi Investment Minister Khalid Al-Falih visited Georgia as part of the Saudi-Georgian Investment Forum, where agreements were reached during meetings with Georgian officials to begin negotiations on an investment promotion and protection agreement and to study the possibility of signing a free trade agreement.
Institutional Mechanisms for Negotiation
• What are the most prominent investment sectors that Georgia offers to Saudi investors?
•• Investment opportunities include renewable energy, tourism and hospitality, agriculture and food manufacturing, logistics, real estate, and digital technologies. The Georgian government supports foreign investors through various incentives and facilities.
Starting in 2025, startups in Georgia will receive unprecedented tax exemptions for 10 years, including a full exemption from income tax in the first three years. Several memorandums of understanding were signed between Saudi businessmen and their Georgian counterparts during the business forum in Tbilisi in October 2024, with investments reaching 50 million USD.
• Are there existing economic or trade agreements, and what are the expansion plans for them?
•• Discussions are currently underway to sign an investment promotion and protection agreement, and there is mutual interest in reviving negotiations for a free trade agreement. Georgia's main imports from Saudi Arabia include polymers, while Georgian exports include meat, mineral water, and processed food products. Exhibitions, such as "Foodex Saudi" and "Riyadh Travel Expo," play an important role in enhancing trade exchange between the two sides.

•• Thanks to its suitable and moderate climate, fertile lands, and the development of the agricultural technology sector, Georgia can be a reliable partner in achieving food security. Georgian companies participated in "Foodex Saudi 2024" and showcased products including walnuts, blueberries, dried fruits, and meats, among others.
• What efforts are being made to attract Saudi tourists, and are there any special facilities in this regard?
•• Georgia is a preferred destination for Saudi tourists, supported by visa exemptions and the availability of direct flights. In the first quarter of 2025, a record number of tourists was registered, with an increase of 8.3% from the Kingdom. A memorandum of understanding in the tourism sector was signed between the two countries' ministries in September 2024. Georgia participated in the Riyadh Travel Expo for the first time in May 2024, and media tours for Saudi journalists were organized last June in Georgian cities. All these efforts will contribute to enhancing tourism movement.
• What about cultural exchange between the two countries?
•• Cultural diplomacy is viewed as an important bridge for rapprochement, and there is an ongoing discussion to issue a joint postal stamp to celebrate the 30th anniversary of relations, in addition to plans to organize cultural days, exhibitions, and traditional cooking events.
Saudi Students.. New Flight Routes.. Renewable Energy
Regarding academic and scientific cooperation between universities, Ambassador Nikoloz Revazishvili revealed that Georgia has become a prominent study destination for Saudi students, with the number of international students reaching 37,100 in 2025, representing about 20% of the total student population. The interest of Saudi students is not limited to medical specialties but also includes business administration, information technology, cybersecurity, psychology, and international relations. Georgian students have scholarship opportunities in Saudi Arabia under the King Salman Global Academy for the Arabic Language program.
Regarding cooperation opportunities in the energy sector, especially renewable energy, he stated that Georgia's capabilities in hydropower and green energy projects align with Saudi Arabia's sustainability goals. There is interest from leading Saudi companies in renewable energy to explore opportunities in Georgia, along with discussions on knowledge exchange and joint investment.
