أرجعت مستشارة حقوق الإنسان اليمنية زعفران زائد معاناة ملايين اليمنيين في مناطق سيطرة الحوثي إلى حصيلة منظومة حصار داخلي فرضته المليشيا عمداً، عبر المؤسسات التي استولت عليها بقوة السلاح، ووسعت أدواتها لتشمل العملة والمرتبات والجمارك والموانئ والطرق والطيران والزراعة والمساعدات الإنسانية.
وقالت زايد في تصريح لـ«عكاظ» إن مليشيا الحوثي استغلت المعاناة والاحتياجات الأساسية للسكان التي كانت أساساً سبباً في وصول المواطنين لتلك الحالة والأوضاع المأساوية ثم حولتها إلى أدوات حكم وإخضاع وعمقت من تداعياتها من خلال الخطوات التي اتخذتها والمتثلة بمنع تداول العملة الرسمية، وتقسيم النظام النقدي، وفرض رسوم باهظة على الحوالات المالية تفوق رسومها قيمة الحوالة نفسها، إضافة إلى نهب الإيرادات المخصصة للمرتبات، ومضاعفة الجمارك على الغذاء والدواء، وابتزاز القطاع الخاص، واحتكار الوقود، وأغلاق الطرق، وحصار المدن والقبائل، واعتقال العاملين الإنسانيين، والتدخل في قوائم المساعدات ومسارات توزيعها.
اتساع الجوع
وأشارت إلى أن اتساع الجوع في مناطق سيطرة المليشيا لم يكن ناتجاً عن غياب الغذاء، فقد استمر تدفق السفن المحملة بالمواد الغذائية والوقود عبر الموانئ الخاضعة لسلطة المليشيا الحوثية، وبكميات كبيرة، وتضاعفت إيرادات المؤسسات الخاضعة للحوثيين.
الحقيقة الواضحة
وقالت: المشكلة الحقيقية كانت بفقدان القدرة الشرائية لدى المواطنين الذين أصبحوا دون راتب، وفقدوا مصادر الدخل الأساسية وهو ما تسبب بمأساة إنسانية بكل المقايس وأصبح معها المرضى يواجهون صعوبة كبيرة في الحصول على الدواء، والأطفال لا يحصلون على الغذاء الكافي.
وأكدت مستشارة حقوق الإنسان أن الحقيقة الواضحة هي أن الأزمة لم تكن أزمة وصول البضائع إلى الميناء، بل أزمة استيلاء على الموارد ومنع السكان من الوصول إليها.
شبكة الجبايات
وأشارت إلى أن المليشيا الحوثية فرضت حصارها عبر قرار سياسي وأمني متعمد، وظلت كل سلعة تمر عبر شبكة الجباية، وكل حوالة تُستنزف بعمولات الانقسام النقدي، وكل طريق مغلق يرفع تكلفة الغذاء والعلاج، وكل راتب منهوب يدفع أسرة جديدة إلى السقوط في دائرة الفقر، وكل مساعدة مصادرة تتحول إلى وسيلة ولاء وتجنيد.
الوقائع والبيانات
وخلصت زايد إلى أنه بناءً على الوقائع والبيانات التي وثقتها عدد من المنظمات الدولية والمحلية تتحمل مليشيا الحوثي المسؤولية المباشرة عن النتائج المترتبة على هذه السياسات، بما في ذلك اتساع الجوع وسوء التغذية والتسول والنزوح وهجرة الكفاءات وتجنيد الأطفال والشباب واستمرار أزمات الوقود وانهيار القدرة الشرائية.
The Yemeni human rights consultant, Zafaran Zaid, attributed the suffering of millions of Yemenis in areas controlled by the Houthis to the consequences of an internal siege system that the militia imposed deliberately, through the institutions it forcibly seized, and expanded its tools to include currency, salaries, customs, ports, roads, aviation, agriculture, and humanitarian aid.
Zaid stated in a statement to "Okaz" that the Houthi militia exploited the suffering and basic needs of the population, which were fundamentally the reason for citizens reaching such dire conditions, and then transformed them into tools of governance and subjugation, deepening their repercussions through the steps they took, which included preventing the circulation of the official currency, dividing the monetary system, imposing exorbitant fees on financial remittances that exceed the value of the remittance itself, in addition to looting the revenues allocated for salaries, doubling customs on food and medicine, extorting the private sector, monopolizing fuel, closing roads, besieging cities and tribes, arresting humanitarian workers, and interfering in aid lists and their distribution paths.
The Widening Hunger
She pointed out that the widening hunger in areas controlled by the militia was not due to a lack of food, as the flow of ships loaded with food and fuel continued through the ports under the control of the Houthi militia, in large quantities, and the revenues of the institutions under the Houthis doubled.
The Clear Truth
She said: The real problem was the loss of purchasing power among citizens who became without salaries and lost their basic sources of income, which caused a humanitarian tragedy by all measures, with patients facing great difficulties in obtaining medicine, and children not receiving adequate food.
The human rights consultant confirmed that the clear truth is that the crisis was not about the arrival of goods at the port, but rather a crisis of seizing resources and preventing the population from accessing them.
The Taxation Network
She indicated that the Houthi militia imposed its siege through a deliberate political and security decision, and every commodity that passed through the taxation network was subjected to it, every remittance was drained by the commissions of the monetary division, every closed road raised the cost of food and medicine, every looted salary pushed a new family into the cycle of poverty, and every confiscated aid turned into a means of loyalty and recruitment.
The Facts and Data
Zaid concluded that based on the facts and data documented by several international and local organizations, the Houthi militia bears direct responsibility for the consequences of these policies, including the widening hunger, malnutrition, begging, displacement, migration of competencies, recruitment of children and youth, the continuation of fuel crises, and the collapse of purchasing power.
