وسط تحديات أمنية متصاعدة وضغوط أمريكية متزايدة لدفع الحلفاء الأوروبيين إلى تحمل حصة أكبر من أعباء الدفاع الجماعي، تنطلق في العاصمة التركية أنقرة، اليوم الثلاثاء، أعمال قمة حلف شمال الأطلسي (الناتو)، بمشاركة قادة الدول الأعضاء الـ32، في اجتماع يستمر يومين.
تعزيز الإنفاق الدفاعي
تتصدر زيادة الإنفاق العسكري وتعزيز القدرات الدفاعية جدول أعمال القمة، مع سعي الدول الأوروبية إلى ترجمة تعهداتها السابقة برفع الإنفاق الدفاعي إلى 5% من الناتج المحلي الإجمالي بحلول عام 2035 إلى خطوات عملية، عبر الإعلان عن صفقات تسليح جديدة بمليارات الدولارات.
وأعلن الأمين العام للحلف مارك روته، أن الدول الأوروبية وكندا أحرزت تقدماً ملموساً في هذا المسار، مشيراً إلى أن حجم الاستثمارات الإضافية في الدفاع خلال عامي 2025 و2026 سيبلغ نحو 258 مليار دولار، بما يعزز جاهزية الحلف في مواجهة التحديات الأمنية، وفي مقدمتها التهديدات الروسية.
رسائل طمأنة إلى ترمب
وتحمل القمة بعداً سياسياً مهماً، إذ يسعى القادة الأوروبيون إلى تهدئة الرئيس الأمريكي دونالد ترمب، الذي انتقد مراراً ما يعتبره عدم توازن في تقاسم الأعباء داخل الحلف، مطالباً الدول الأوروبية بزيادة مساهماتها الدفاعية.
ومن المنتظر أن يشهد اليوم الأول افتتاح معرض ومنتدى للصناعات الدفاعية، إذ سيُعلن عن سلسلة من عقود التسليح الجديدة، في خطوة تهدف إلى إثبات جدية الحلفاء في تنفيذ التزاماتهم الدفاعية وإظهار استعدادهم لتحمل مسؤولية أكبر عن أمن القارة الأوروبية.
وأعلنت كندا اختيار شركة ألمانية لبناء أسطول جديد من الغواصات ضمن برنامج دفاعي بمليارات الدولارات، في خطوة تعكس توجهاً لتعزيز التعاون الدفاعي مع الشركاء الأوروبيين.
ملفات إيران وأوكرانيا
وتخيم التطورات في الشرق الأوسط بظلالها على أعمال القمة، في ظل استمرار التوتر المرتبط بالملف الإيراني، إذ يبحث الحلفاء الأوروبيون سبل التنسيق الأمني وحماية الملاحة في مضيق هرمز، مع استمرار المشاورات بشأن أي دور بحري محتمل في المنطقة.
ويحضر الرئيس الأوكراني فولوديمير زيلينسكي جانباً من اجتماعات القمة، إذ يشارك في عشاء القادة ويجري سلسلة لقاءات مع المسؤولين الغربيين، سعياً للحصول على مزيد من الدعم العسكري لكييف، خصوصاً في مجال أنظمة الدفاع الجوي.
ويطالب زيلينسكي بحزمة مساعدات عسكرية جديدة تصل قيمتها إلى نحو 140 مليار يورو، بالتزامن مع تصاعد الهجمات الروسية على المدن الأوكرانية.
لقاء بين ترمب وزيلينسكي
ويتوقع أن يعقد الرئيس الأمريكي دونالد ترمب اجتماعاً ثنائياً مع زيلينسكي على هامش القمة، في لقاء يُنتظر أن يركز على تطورات الحرب في أوكرانيا ومستقبل الدعم الأمريكي، إضافة إلى جهود دفع موسكو وكييف نحو استئناف المفاوضات.
وتأمل الدول الأوروبية أن تخرج القمة برسالة وحدة داخل الحلف، رغم التباينات بشأن أولويات السياسة الأمنية، مع التأكيد على استمرار التعاون عبر الأطلسي في مواجهة التحديات الدولية، وفي مقدمتها الحرب في أوكرانيا والتوترات الإقليمية، إلى جانب تعزيز القدرات الدفاعية للحلف خلال المرحلة المقبلة.
Amid rising security challenges and increasing American pressure to push European allies to bear a larger share of collective defense burdens, the NATO summit kicks off today, Tuesday, in the Turkish capital Ankara, with the participation of leaders from the 32 member countries, in a meeting that will last for two days.
Enhancing Defense Spending
Increasing military spending and enhancing defense capabilities top the agenda of the summit, as European countries seek to translate their previous commitments to raise defense spending to 5% of GDP by 2035 into practical steps, through the announcement of new multi-billion-dollar arms deals.
The NATO Secretary General Mark Rutte announced that European countries and Canada have made significant progress in this regard, noting that the total additional investments in defense during 2025 and 2026 will amount to approximately $258 billion, which will enhance the alliance's readiness to face security challenges, foremost among them the Russian threats.
Reassuring Messages to Trump
The summit carries an important political dimension, as European leaders seek to reassure U.S. President Donald Trump, who has repeatedly criticized what he sees as an imbalance in burden-sharing within the alliance, calling on European countries to increase their defense contributions.
On the first day, the opening of an exhibition and forum for defense industries is expected, where a series of new arms contracts will be announced, in a move aimed at demonstrating the allies' seriousness in fulfilling their defense commitments and showing their readiness to take greater responsibility for the security of the European continent.
Canada has announced the selection of a German company to build a new fleet of submarines as part of a multi-billion-dollar defense program, reflecting a trend to enhance defense cooperation with European partners.
Iran and Ukraine Files
Developments in the Middle East cast a shadow over the summit proceedings, amid ongoing tensions related to the Iranian file, as European allies discuss ways to coordinate security and protect navigation in the Strait of Hormuz, while consultations continue regarding any potential maritime role in the region.
Ukrainian President Volodymyr Zelensky is attending part of the summit meetings, participating in the leaders' dinner and holding a series of meetings with Western officials, seeking additional military support for Kyiv, especially in the area of air defense systems.
Zelensky is requesting a new military aid package valued at approximately €140 billion, coinciding with the escalation of Russian attacks on Ukrainian cities.
Meeting Between Trump and Zelensky
U.S. President Donald Trump is expected to hold a bilateral meeting with Zelensky on the sidelines of the summit, in a meeting anticipated to focus on developments in the war in Ukraine and the future of American support, in addition to efforts to push Moscow and Kyiv towards resuming negotiations.
European countries hope that the summit will send a message of unity within the alliance, despite differences regarding security policy priorities, while emphasizing the continuation of transatlantic cooperation in facing international challenges, foremost among them the war in Ukraine and regional tensions, alongside enhancing the alliance's defense capabilities in the upcoming phase.
