فيما بحث الريئس السوري أحمد الشرع مع رئيس لجنة الإنقاذ الدولية ديفيد ميليباند آليات وسبل تعزيز عمل اللجنة وتوسعة مهماتها في بلاده، أعلن وزير الدفاع السوري مرهف أبو قصرة، اليوم (الإثنين) عن شروط وزارته لترفيع ومنح الرتب للعسكريين في صفوف الجيش الذي يعمل على تشكيله.
وشدد أبو قصرة في مقابلة مع قناة «الإخبارية» السورية على القادة العسكريين ممن لديهم كفاءة عسكرية كبيرة ودور كبير في الثورة السورية، أن يذهبوا إلى الكلية العسكرية، ويجتازوها للحصول على رتبة ملازم، موضحاً أنه بعد ذلك سيتم نقل قيود القادة العسكريين إلى لجنة مكلفة من وزارة الدفاع لمنحهم رتباً استثنائية وفق ثلاثة معايير: اجتياز الكلية، والأقدمية العسكرية، والمسمى الوظيفي.وأشار إلى أن قيادة الجيش ستتألف من قسمين، ضباط منشقون عن الجيش السابق، أصبحت قيودهم لدى الوزارة التي ستشكل لجنة لرفع مقترح بترفيعهم، وقادة فصائل المعارضة.لفت إلى أن وزارته انتهت من المرحلة الأولى، وهي نقل الوحدات العسكرية (الفصائل) إلى وزارة الدفاع، وستبدأ في المرحلة الثانية ولها عناوين عدة، أولها تنظيم القوات المسلحة بما يخص الرتب والهويات العسكرية، وتفعيل الضباط والعسكريين ضمن وزارة الدفاع وتدريب القوات المسلحة، مؤكداً أن هذه الخطوات ستحقق كفاءة للقوات المسلحة، وتنقل الناس من الحالة الثورية إلى الحالة المؤسساتية.وأفاد أبو قصرة أنه سيبني جيشاً له عقيدة عسكرية وطنية، يحمي الشعب السوري والجغرافيا السورية.

Abu Qasra emphasized in an interview with the Syrian "Al-Ikhbariya" channel that military leaders with significant military competence and a major role in the Syrian revolution should go to the military academy and pass it to obtain the rank of lieutenant, explaining that after that, the records of the military leaders will be transferred to a committee assigned by the Ministry of Defense to grant them exceptional ranks based on three criteria: passing the academy, military seniority, and job title. He pointed out that the army leadership will consist of two sections: officers defected from the previous army, whose records are now with the ministry, which will form a committee to propose their promotion, and leaders of opposition factions. He noted that his ministry has completed the first phase, which is the transfer of military units (factions) to the Ministry of Defense, and will begin the second phase, which has several titles, the first of which is organizing the armed forces concerning ranks and military identities, activating officers and soldiers within the Ministry of Defense, and training the armed forces, affirming that these steps will achieve efficiency for the armed forces and transition people from a revolutionary state to an institutional state. Abu Qasra stated that he will build an army with a national military doctrine that protects the Syrian people and Syrian geography.
