عبّر عدد من أعضاء مجلس الشورى عن اعتزازهم بالاستماع إلى الخطاب الملكي؛ الذي ألقاه
نيابةً عن خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وليُّ العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، بمناسبة افتتاح أعمال السنة الثانية من الدورة الشورية التاسعة، وتضمّن، بلغةٍ شفيفةٍ، كافة الملفات الداخلية والخارجية، وعدّوه وثيقة تاريخية تُعزز مكانة مجلس الشورى، ليضطلع بدوره وفق ما يمليه عليه نظامه الذي أرساه الملك عبدالعزيز بن عبدالرحمن -طيّب الله ثراه- منذ مئة عام.
الهزاني: تعزيزٌ لمكانة ودور مجلس الشورى
أكدت عضو المجلس الدكتورة أمل الهزاني لـ«عكاظ» أنَّ الخطاب الملكي؛ الذي ألقاه ولي العهد نيابةً عن خادم الحرمين الشريفين، شمل كافة الجوانب التنموية الداخلية، والموقف الرسمي من الأحداث الخارجية. وتناول الخطاب؛ الذي يُعد خارطة طريق للسياسة السعودية، التنوع الاقتصادي الذي اتخذته حكومة المملكة منهجاً إستراتيجياً لرفع الناتج المحلي بعيداً عن الاعتماد على النفط كمصدر وحيد للدخل. وكان البنك الدولي أكد ما ذكره ولي العهد؛ إذ قفزت الحصة الإجمالية للأنشطة غير النفطية (القطاع الخاص) في الناتج المحلي من حوالى 47.5% في 2014 إلى 51.4% بحلول 2024م، وهي نسبة تسجل لأول مرة في تاريخ المملكة. وقالت: ومما ورد فيه.. ما أولت حكومة المملكة من اهتمام بالذكاء الاصطناعي والتكنولوجيا ونقل التقنية في مسار يسابق الزمن. وأوضحت الهزاني أن الخطاب ركّز على الموقف السعودي الثابت من القضية الفلسطينية، وأكد على حق الفلسطينيين الأصيل في أرض غزة، وعاد وأكد موقف السعودية من الاعتداء الإسرائيلي السافر على دولة قطر الشقيقة وأن الرياض تقف مع الدوحة بكل ما أوتيت وإلى أقصى حد.
مشيرةً إلى أن الخطاب عزز أهمية دور مجلس الشورى في رفع مستوى أداء الأجهزة الحكومية، بصفته الرقابية والتشريعية، بناءً على وثيقة تأسيس المجلس التي وضعها المؤسس الملك عبدالعزيز -طيب الله ثراه- قبل أكثر من مئة عام.
العسيري: قواعد أساسية لانطلاقة تحقيق الأهداف
وقال عضو المجلس اللواء علي العسيري: تشرَّفنا بالاستماع لكلمة خادم الحرمين الشريفين بمناسبة بدء السنة الثانية من الدورة التاسعة للمجلس، التى وضح فيها سياسة المملكة الداخلية والخارجية، والأهداف التي تسعى المملكة لتحقيقها لما فيه مصلحة الوطن والمواطن والأمتين العربية والإسلامية، وأيضاً ازدهار الاقتصاد العالمي واستقرار الأمن الاقليمي والدولي ليعيش العالم في سلام ورخاء. وعدّ العسيري، في حديثه لـ«عكاظ»، مضامين كلمة خادم الحرمين قواعد أساسية وإرشادية ليعمل المجلس مع الحكومة على تحقيق تلك الأهداف، من خلال التشريعات المناسبة لمواصلة الرخاء والازدهار اللذين تنعم بهما المملكة والاهتمام بما يدور اقليمياً وعالمياً.
البوعينين: تناغم بين حاضرنا ومستهدفات الرؤية
أوضح عضو المجلس فضل بن سعد البوعينين لـ«عكاظ»، أنَّ الخطاب الملكي تضمَّن إنجازات سياسية وتنموية واقتصادية تحققت من خلال مستهدفات رؤية 2030، إضافة إلى الرؤية السياسية ومواقف المملكة تجاه القضايا الدولية والإقليمية، وإنجازات نوعية شاملة، نجحت المملكة في تحقيقها خلال فترة زمنية قصيرة، محققةً بذلك نهضة تنموية غير مسبوقة، مبدياً سعادته باهتمام القيادة بتنويع مصادر الدخل؛ ما انعكس على تحقيق الاستدامة المالية، وأسهم في المُضي قدماً لتنفيذ المشروعات التنموية وبرامج الرؤية، وارتفاع مساهمة الأنشطة غير النفطية في الناتج المحلي الإجمالي لتصل إلى ما نسبته 56%؛ وهي مشاركة قياسية تحققت لأول مرة بفضل الله ثم الإدارة الحصيفة للاقتصاد التي يقودها ولي العهد، وسياسة تنويع مصادر الاقتصاد وفق مستهدفات رؤية 2030.
وأشاد البوعينين بالإصلاحات الاقتصادية والمالية التي أسهمت في تحقيق نتائج إيجابية، وعززت المركز المالي للمملكة، واستقطبت مزيداً من الاستثمارات الأجنبية النوعية في قطاعات مختلفة، وحوّلت المملكة إلى مقر إقليمي لنحو 660 شركة عالمية، فيما تناول الخطاب موقف المملكة الثابت من القضية الفلسطينية، وحق الشعب الفلسطيني في دولة مستقلة.
مدخلي: حرصٌ على مواصلة التنمية الوطنية
أكد عضو المجلس الدكتور عاصم مدخلي، أنَّ توجيهات الخطاب الملكي السديدة تُعزز دور مجلس الشورى، وتمكِّنه من الاضطلاع بمهماته التشريعية والرقابية على الوجه الأمثل. موضحاً خلال حديثه لـ«عكاظ»، أن الخطاب ترجم حرص القيادة الحكيمة على مواصلة مسيرة البناء والتنمية، وإبراز مكانة المملكة ودورها المهم على المستويين الإقليمي والدولي؛ بما يعكس ثقلها السياسي والاقتصادي، ورسالتها في نشر مبادئ الإنسانية الراسخة، وعرض إنجازات المملكة الداخلية التي تسير جنباً إلى جنب مع مساعيها لتحقيق الأمن والاستقرار في المنطقة. وأضاف المدخلي بأن مجلس الشورى يتطلَّع دوماً إلى استلهام ما يحمله الخطاب الملكي من مرتكزات مسيرة التطوير والنماء، وبما ينسجم مع مستهدفات رؤية المملكة 2030، مشيراً إلى أن المجلس يسعى عبر أعماله وقراراته إلى المساهمة بفاعلية في تحقيق التحولات الكبرى التي تشهدها المملكة في مختلف المجالات.

A number of members of the Shura Council expressed their pride in listening to the royal speech delivered
on behalf of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz by Crown Prince and Prime Minister Mohammed bin Salman, on the occasion of the opening of the second year of the ninth Shura session. The speech included, in a clear language, all internal and external files, and they considered it a historical document that enhances the position of the Shura Council, enabling it to fulfill its role as dictated by its system established by King Abdulaziz bin Abdulrahman - may God rest his soul - a hundred years ago.
Al-Hazani: An enhancement of the position and role of the Shura Council
Council member Dr. Amal Al-Hazani confirmed to "Okaz" that the royal speech delivered by the Crown Prince on behalf of the Custodian of the Two Holy Mosques covered all aspects of internal development and the official stance on external events. The speech, which is considered a roadmap for Saudi policy, addressed the economic diversification that the Kingdom's government has adopted as a strategic approach to increase the local output away from reliance on oil as the sole source of income. The World Bank confirmed what the Crown Prince mentioned; the share of non-oil activities (private sector) in the GDP jumped from about 47.5% in 2014 to 51.4% by 2024, a percentage that is recorded for the first time in the Kingdom's history. She stated: Among the points mentioned was the attention the Kingdom's government has given to artificial intelligence and technology, and the transfer of technology in a race against time. Al-Hazani clarified that the speech focused on Saudi Arabia's steadfast position on the Palestinian issue, affirming the Palestinians' inherent right to the land of Gaza, and reiterated Saudi Arabia's stance against the blatant Israeli aggression on the sisterly State of Qatar, emphasizing that Riyadh stands with Doha to the fullest extent possible.
She pointed out that the speech reinforced the importance of the Shura Council's role in enhancing the performance of government agencies, in its oversight and legislative capacity, based on the founding document of the council established by the founder King Abdulaziz - may God rest his soul - over a hundred years ago.
Al-Asiri: Fundamental principles for launching the achievement of goals
Council member Major General Ali Al-Asiri stated: We were honored to listen to the speech of the Custodian of the Two Holy Mosques on the occasion of the beginning of the second year of the ninth session of the council, in which he clarified the Kingdom's internal and external policies, and the goals that the Kingdom seeks to achieve for the benefit of the homeland, the citizens, and the Arab and Islamic nations, as well as the prosperity of the global economy and the stability of regional and international security so that the world can live in peace and prosperity. Al-Asiri considered, in his talk to "Okaz," the contents of the Custodian of the Two Holy Mosques' speech as fundamental and guiding principles for the council to work with the government to achieve those goals through appropriate legislation to continue the prosperity and flourishing that the Kingdom enjoys, while paying attention to what is happening regionally and globally.
Al-Bouainin: Harmony between our present and the targets of the vision
Council member Fadl bin Saad Al-Bouainin explained to "Okaz" that the royal speech included political, developmental, and economic achievements that have been realized through the targets of Vision 2030, in addition to the political vision and the Kingdom's positions on international and regional issues, and comprehensive qualitative achievements that the Kingdom has successfully accomplished in a short period, achieving an unprecedented developmental renaissance. He expressed his happiness with the leadership's interest in diversifying sources of income; this has reflected positively on achieving financial sustainability and contributed to moving forward with the implementation of developmental projects and vision programs, with the contribution of non-oil activities to the GDP rising to 56%, a record participation achieved for the first time thanks to God and then the prudent management of the economy led by the Crown Prince, and the policy of diversifying economic sources according to the targets of Vision 2030.
Al-Bouainin praised the economic and financial reforms that contributed to achieving positive results, strengthened the Kingdom's financial position, and attracted more quality foreign investments in various sectors, turning the Kingdom into a regional hub for about 660 global companies, while the speech addressed the Kingdom's steadfast position on the Palestinian issue and the right of the Palestinian people to an independent state.

Council member Dr. Asim Al-Madkhali affirmed that the wise directives of the royal speech enhance the role of the Shura Council and enable it to carry out its legislative and oversight tasks in the best possible manner. He clarified during his talk to "Okaz" that the speech translated the leadership's keenness to continue the path of construction and development, and to highlight the Kingdom's position and its important role at both the regional and international levels; reflecting its political and economic weight, and its message in promoting established humanitarian principles, while showcasing the Kingdom's internal achievements that go hand in hand with its efforts to achieve security and stability in the region. Al-Madkhali added that the Shura Council always looks forward to drawing inspiration from the foundations of development and growth carried by the royal speech, in line with the targets of the Kingdom's Vision 2030, noting that the council seeks, through its work and decisions, to actively contribute to achieving the major transformations that the Kingdom is witnessing in various fields.
