صدر المرسوم الملكي بالموافقة الكريمة على نظام التعليم العام، الذي يهدف إلى تعزيز إطار حوكمة التعليم العام، وتوفير الممكنات اللازمة لتحقيق مستهدفاته، وتمكينه من رفع جودة البيئة التعليمية ومخرجاتها، إضافة إلى تنظيم دور القطاعين الخاص وغير الربحي بما يواكب مستهدفات رؤية السعودية 2030.
ورفع وزير التعليم يوسف بن عبدالله البنيان، الشكر والامتنان لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، ولولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، بمناسبة صدور الموافقة على النظام، مؤكدًا أن هذه الخطوة تمثل دعمًا مهمًا لمسيرة تطوير التعليم العام في المملكة، وتعزيز كفاءة منظومته التنظيمية والتشغيلية.
ويعزز النظام حوكمة التعليم العام من خلال تحديد أدوار وزارة التعليم ومجلس شؤون التعليم العام والجهات ذات العلاقة، بما يدعم مواءمة السياسات والخطط والبرامج التعليمية، ويرفع كفاءة اتخاذ القرار، ويمكّن الوزارة من تطوير أدوات التنظيم والمتابعة والإشراف على قطاع التعليم العام، كما يسهم النظام بدعم الاستثمار في التعليم، من خلال تنظيم مشاركة القطاعين الخاص وغير الربحي في تقديم الخدمات التعليمية، وتعزيز جاذبية الاستثمار والشراكات، وفق ضوابط واضحة؛ لرفع جودة الخدمات، وتوسيع الخيارات التعليمية، واستدامة تطوير المؤسسات التعليمية الحكومية والخاصة.
ويؤكد النظام حماية حقوق الإنسان في التعليم، وحقوق الطلبة والمعلمين، وتوفير بيئة تعليمية آمنة ومحفزة، بما يدعم جودة العملية التعليمية، ويحسن تجربة الطلاب والطالبات، إلى جانب ترسيخ دور الأسرة في مساندة الرحلة التعليمية.
ويدعم النظام جودة الرعاية والتعليم في مرحلة الطفولة المبكرة، بما يواكب أهمية السنوات الأولى في بناء شخصية الطفل ومهاراته، كما يسهم في تقديم خدمات تعليمية ومساندة أكثر مواءمة لاحتياجات الطلاب ذوي الإعاقة داخل المؤسسات التعليمية، وكذلك دعم رعاية الطلاب الموهوبين وتنمية قدراتهم، بما يعزز جودة التجربة التعليمية ويراعي تنوع احتياجات الطلاب.
وتعمل وزارة التعليم خلال المرحلة المقبلة، بالتنسيق مع الجهات ذات العلاقة، على استكمال الأحكام التنفيذية والتنظيمية؛ بما يضمن تطبيقه وفق منهجية واضحة، ويدعم تحقيق مستهدفات تطوير التعليم العام ورفع كفاءة مخرجاته.
يُذكر أن نظام التعليم العام يتضمن عددًا من الأحكام المنظمة لمراحل التعليم، ومجلس شؤون التعليم العام، والمؤسسات التعليمية، والمسارات التعليمية، والتعليم الإلكتروني، والتعليم المستمر، والبيئة التعليمية، وحقوق الطلاب والمعلمين.
The royal decree has been issued approving the general education system, which aims to enhance the framework for governing general education, provide the necessary enablers to achieve its objectives, and empower it to raise the quality of the educational environment and its outcomes, in addition to organizing the roles of the private and non-profit sectors in line with the objectives of Saudi Vision 2030.
Minister of Education Yusuf bin Abdullah Al-Bunyan expressed his gratitude and appreciation to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, and to the Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz Al Saud, on the occasion of the approval of the system, confirming that this step represents an important support for the development of general education in the Kingdom and enhances the efficiency of its organizational and operational system.
The system enhances the governance of general education by defining the roles of the Ministry of Education, the Council of General Education Affairs, and the relevant entities, which supports the alignment of educational policies, plans, and programs, raises decision-making efficiency, and enables the ministry to develop tools for regulation, monitoring, and supervision of the general education sector. The system also contributes to supporting investment in education by organizing the participation of the private and non-profit sectors in providing educational services, enhancing the attractiveness of investment and partnerships, according to clear regulations; to raise the quality of services, expand educational options, and ensure the sustainable development of public and private educational institutions.
The system affirms the protection of human rights in education, the rights of students and teachers, and the provision of a safe and stimulating educational environment, which supports the quality of the educational process and improves the experience of male and female students, in addition to reinforcing the role of the family in supporting the educational journey.
The system supports the quality of care and education in early childhood, reflecting the importance of the early years in building the child's personality and skills. It also contributes to providing more tailored educational and supportive services to meet the needs of students with disabilities within educational institutions, as well as supporting the care of gifted students and developing their abilities, which enhances the quality of the educational experience and takes into account the diverse needs of students.
The Ministry of Education will work in the upcoming phase, in coordination with the relevant entities, to complete the executive and regulatory provisions; to ensure its implementation according to a clear methodology and support the achievement of the objectives for developing general education and raising the efficiency of its outcomes.
It is worth noting that the general education system includes a number of provisions regulating the stages of education, the Council of General Education Affairs, educational institutions, educational pathways, e-learning, continuing education, the educational environment, and the rights of students and teachers.
