واصلت إدارات المرور في مختلف المحافظات والمدن السعودية حملاتها الميدانية لضبط السيارات المتوقفة في الأماكن المخصصة للأشخاص ذوي الإعاقة، وبلغ عدد المركبات التي تم ضبطها 2135 مركبة مخالفة أوقفها أصحابها في مواقف خصصت لذوي الاحتياجات الخاصة والمعاقين.
وحثت إدارات المرور الجميع على الالتزام ومراعاة المواقف المخصصة لهذه الفئات، وشددت على ضرورة الالتزام بالقواعد الواردة في نظام المرور.
وتؤكد إدارات المرور في السعودية أن مواقف ذوي الإعاقة أنشئت خصيصًا لخدمتهم وتلبية احتياجاتهم اليومية، وهي حق أساسي؛ لأن استخدام هذه المواقف من قِبل الأفراد غير المؤهلين يعيق أصحاب الحق الاستفادة منها. وشرعت الجهات المعنية بسن قوانين صارمة تُجرّم استخدام مواقف ذوي الإعاقة من غير مستحقيها.
وأصدرت وزارة البلديات والإسكان في وقت سابق مكونات المواقف المخصصة لذوي الإعاقة، منها أن تكــون مواقــع مواقــف الســيارات المخصصــة للأشــخاص ذوي الإعاقــة فــي أقصــر مسافة من المدخل الرئيسي للمبنى وفــي حــال وجــود مداخــل متعــددة للمبنــى يتــم توفيــر المواقــف للأشــخاص ذوي الإعاقة في أقرب مسافة من المدخل الذي يمكن الوصول إليه بسهولة، وأن يكون الاتجاه نحو مدخل المبنى واضحا من مكان المواقف مع تجنب عبور الطريق للوصول إلى المدخل أو التقليل من ذلك قدر الإمكان.
ويعتبر نظام المرور الوقوف في أماكن مواقف ذوي الاحتياجات الخاصة مخالفة مرورية تستوجب الغرامة وفي حال تعذر الوصول إلى السائق يتم حجز السيارة، كما أتاحت الجهات المعنية لذوي الاحتياجات الخاصة استخراج «بطاقة تسهيلات مرورية» عبر منصة وزارة الموارد البشرية بشرط إرفاق تقرير طبي معتمد.
The traffic departments in various provinces and cities across Saudi Arabia have continued their field campaigns to control vehicles parked in spaces designated for people with disabilities, with a total of 2,135 violating vehicles being seized, parked by their owners in spots allocated for individuals with special needs and disabilities.
The traffic departments urged everyone to adhere to and respect the designated parking spaces for these groups, emphasizing the necessity of complying with the rules outlined in the traffic system.
The traffic departments in Saudi Arabia confirm that the parking spaces for people with disabilities were specifically created to serve them and meet their daily needs, and they are a fundamental right; because the use of these spaces by unqualified individuals hinders the rightful owners from benefiting from them. Relevant authorities have begun enacting strict laws that criminalize the use of parking spaces for people with disabilities by those who are not entitled to them.
Earlier, the Ministry of Municipal and Rural Affairs and Housing issued components for parking spaces designated for people with disabilities, including that the locations of parking spaces for individuals with disabilities should be at the shortest distance from the main entrance of the building, and in the case of multiple entrances to the building, parking should be provided for individuals with disabilities at the closest distance from the entrance that is easily accessible, and the direction towards the building's entrance should be clear from the parking area while avoiding crossing the road to reach the entrance or minimizing it as much as possible.
The traffic system considers parking in spaces designated for individuals with special needs a traffic violation that warrants a fine, and if the driver cannot be reached, the vehicle will be towed. Additionally, relevant authorities have allowed individuals with special needs to obtain a "Traffic Facilitation Card" through the Ministry of Human Resources platform, provided that a certified medical report is attached.
