Crown Prince and Prime Minister Mohammed bin Salman chaired the session held by the Council of Ministers today in Jeddah.

During the session, the Council of Ministers reviewed the overall activities of the state in recent days, particularly those related to enhancing bilateral relations with brotherly and friendly countries on various fronts, and intensifying areas of joint coordination; to serve international security and peace, contribute to addressing global issues and challenges, and pave the way for further development and prosperity.

On the local front, the Council of Ministers approved the establishment of a (Unified National Visa Platform) at the Ministry of Foreign Affairs, which will be the officially recognized national platform.

The Council welcomed the unanimous adoption by the United Nations Human Rights Council in its (sixty-second) session of a resolution presented by the Kingdom regarding "Empowering Women in the Field of Cybersecurity"; stemming from the global initiative launched by the Crown Prince in this regard, and enhancing its goals at the international level, embodying its vision through tangible practical steps.

Saudi Arabia Ranked First Globally in "Telecommunications and Technology Development"

Minister of Media Salman bin Yusuf Al-Dosari stated in his statement to the Saudi Press Agency following the session that the Council praised the active participation of the Kingdom of Saudi Arabia's delegation in the United Nations Week for Counter-Terrorism, which included affirming the commitment to close cooperation with international organizations and their relevant bodies to combat this scourge, eradicate it from its roots, dry up its funding sources, and support efforts aimed at confronting terrorist threats; to build a safe and stable future.

The Council of Ministers affirmed that the Kingdom's achievement of the first global rank in the Telecommunications and Technology Development Index 2026 issued by the International Telecommunication Union reflects the continuous development in infrastructure and the regulatory environment supporting the enhancement of international leadership in the future of technology and artificial intelligence, amid the rapid growth of the Saudi digital economy, which has established its position as the largest market in the Middle East and North Africa.

The Kingdom as President of the Arab Civil Aviation Organization

The Council considered the election of the Kingdom as President of the Executive Council of the Arab Civil Aviation Organization for the second consecutive time as an extension of its pioneering role in supporting this sector at both regional and international levels, and its effective contributions and initiatives in developing the air transport industry.

It noted that the Council appreciated the World Bank's commendation of the experimental environment for artificial intelligence in education in the Kingdom as a leading model and an international reference for developing higher quality and sustainable digital education, employing modern technologies, and empowering educational entities and innovators to find practical solutions in this field.

On the local front, the Council of Ministers reviewed the overall performance indicators for several strategic and vital sectors, praising in this context the continued achievement of the non-profit sector in its developmental targets at an accelerated pace, recording growth in the contribution of non-profit organizations to the gross domestic product, with the number of non-profit organizations rising to more than 7,200 by the end of 2025, and the number of volunteers reaching 1.7 million volunteers.

Decisions

The Council reviewed the topics listed on its agenda, including topics studied by the Shura Council, and also reviewed the conclusions reached by both the Political and Security Affairs Council, and the Economic and Development Affairs Council, as well as the General Committee of the Council of Ministers and the Experts Authority at the Council of Ministers regarding them. The Council concluded the following:

• Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Governments of Hungary, Kazakhstan, and Poland regarding the exemption from visa requirements for holders of diplomatic, service, and special passports.
• Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Singapore regarding cooperation in the field of social development.
• Authorizing the Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Authority - or his representative - to negotiate with the Canadian side regarding a draft memorandum of understanding between the Nuclear and Radiological Regulatory Authority in the Kingdom of Saudi Arabia and the Canadian Nuclear Safety Commission for the exchange of information in the fields of nuclear and radiological regulation, and to sign it.
• Authorizing the Minister of Culture, Chairman of the Board of Directors of the Museums Authority - or his representative - to negotiate with the Omani side regarding a draft memorandum of understanding for cooperation in the field of museums between the Museums Authority in the Kingdom of Saudi Arabia and the National Museum in the Sultanate of Oman, and to sign it.
• Approval of a memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Ministry of Justice in the Republic of Turkey.
• Approval of a memorandum of understanding for cooperation in the field of the future of modern transportation methods between the Ministry of Transport and Logistics Services in the Kingdom of Saudi Arabia and the Ministry of Transport and Sustainable Mobility in the Kingdom of Spain.
• Authorizing the President of the General Court of Audit - or his representative - to negotiate with the Mauritanian side regarding a draft memorandum of understanding between the General Court of Audit in the Kingdom of Saudi Arabia and the Court of Accounts in the Islamic Republic of Mauritania for cooperation in the field of accounting, regulatory, and professional work, and to sign it.
• Establishment of a (Unified National Visa Platform) at the Ministry of Foreign Affairs, which will be the officially recognized national platform.
• Approval of the final accounts of the Real Estate Development Fund, the Saudi Industrial Development Fund, and the universities of (Umm Al-Qura, Jeddah, Hail, King Abdulaziz, and Imam Muhammad bin Saud Islamic University) for previous financial years.
• Directing what is necessary regarding several topics listed on the agenda of the Council of Ministers, including annual reports for the Royal Commission for AlUla Governorate, the Authority for the Development of the Imam Turki bin Abdullah Royal Reserve, and King Saud bin Abdulaziz University for Health Sciences.

Appointments and Promotions

• Appointment of Engineer Hatim bin Abdulrazak Al-Duraiyan, Ibrahim bin Abdulkarim Al-Turki, Abdullah bin Saeed Al-Ghamdi, Abdulaziz bin Mohammed Al-Mulhim, and Mohammed bin Khalid Al-Khudair as members of the Board of Directors of the Technical and Vocational Training Corporation.

• Approval of the promotion of Prince Bandar bin Saud bin Mohammed bin Muqrin Al Saud to the position of (Undersecretary) at the (fifteenth) rank in the Ministry of Islamic Affairs, Call and Guidance, and the promotion of Dr. Fahd bin Mubarak Al-Qahtani to the position of (Geological Consultant) at the (fourteenth) rank in the Ministry of Energy.
