Recently, the highest trending clips circulating in the Arab space were those of influencers inciting mistreatment of women, slandering them, and questioning the integrity of working women. It is worth noting that, according to Saudi laws, this is considered a crime with strict legal penalties that must be enforced to prevent the spread of toxic and destructive masculinity culture, which leads to an increase in crimes against females even in the most open and equal Western societies. This was concluded by the British government, which classified "misogyny/denigration and hatred of women" as an extremist ideology treated like terrorism and considered a crime threatening the security and peace of the social fabric, punishable by imprisonment. Under this law, teachers are legally obligated to report students who show signs of "extremism with hatred towards women" and refer them to the government’s counter-terrorism program called "Prevent" for rehabilitation and to prevent them from slipping into violence against females. The UK has mandated the teaching of a subject in schools called "RSHE" to refute the current of toxic masculinity and denigration of women. In comparison, one can imagine the catastrophic effects of those who make all their content on Arab social media incitement against women in societies that still suffer from a pre-Islamic culture in treating females and justifying their killing for exercising the simplest human rights, as in the case of a young man who killed his older sister, who raised him, in broad daylight in front of people because she drove a car to take her four children to school while her husband was imprisoned. Several crimes have occurred in the Arab world due to a girl’s refusal to marry a bad husband, her desire for divorce, or her wish to continue her education and work. Therefore, when someone makes all their content about questioning women's morals and demonizing them, they are effectively inciting violence and murder against women, especially in societies that still lack legal penalties for abusing women. According to anthropologists, there are two types of cultures: cultures that center around encouraging individuals to embody moral ideals driven by personal conscience, known as "Guilt culture," like in the West, and cultures that focus on pushing individuals to create a social persona that earns respect through reputation/public opinion, driven by societal views and gossip, known as "Honor-Shame culture," like in Arab societies. Thus, the danger posed by those who make their content on social media inciting against women and demonizing them is multiplied in the Arab world. In Saudi Arabia, Article 6 of the Anti-Cyber Crime Law, which includes social media, states that anyone who produces or sends content that harms public order is punishable by up to 5 years in prison and a fine of up to 3 million riyals, or one of the two penalties. Article 5 of the Audio-Visual Media Law prohibits publishing any materials that incite hatred or lead to discrimination among citizens, with penalties for violations including fines of up to 10 million riyals, suspension from practicing the profession for no more than six months, and revocation of licenses. The Basic Law of Governance, Article 12, states: "The state prohibits everything that leads to division, sedition, and discord." Under Saudi law, incitement against a wife (takhbib) is considered a crime that is religiously prohibited and carries penalties because it leads to divorce. Those who have appointed themselves as family advisors on social media practice takhbib against husbands towards their wives. Since the Arab social media space is shared, there should be cooperation among Arab countries to ban and punish those who spread the toxins of incitement against women/misogyny across all Arab countries. Additionally, Arab countries should agree to prevent the abuse of women in entertainment materials, as China did, where Article 28 of the Women's Rights Protection Law prohibits the degradation of women's dignity in entertainment and media. Meanwhile, in Arab entertainment materials, the glorification of toxic masculinity and the abuse, violence, and distortion of women's dignity are the main elements of excitement, and thus there is no external market for it.
