يشهد التعليم العالي في المملكة العربية السعودية مرحلة تحول متسارعة تتطلب توسيع قاعدة المؤسسات التعليمية النوعية، واستقطاب جامعات عالمية متميزة، ولا سيما الجامعات غير الربحية التي يمكن أن تسهم في رفع مستوى التعليم والبحث العلمي والابتكار، وتعزيز تنافسية المملكة في الاقتصاد المعرفي. فالسوق السعودية، بما تتمتع به من طلب متزايد على التعليم النوعي، إلى جانب المكانة الاقتصادية والسياسية للمملكة، تمثل بيئة جاذبة للعديد من الجامعات العالمية، وخاصة الجامعات الأمريكية والبريطانية ذات السمعة الأكاديمية المرموقة.
ورغم هذه الجاذبية، فإن أحد أبرز التحديات التي قد تواجه الجامعات العالمية الراغبة في تأسيس حضور مؤسسي حقيقي في المملكة يتمثل في توفير البنية التحتية اللازمة. فالأراضي والمباني الأكاديمية والمختبرات والمكتبات والمنشآت الرياضية والسكنية والخدمات المساندة تتطلب استثمارات ضخمة ووقتاً طويلاً قبل أن تتمكن الجامعة من بدء نشاطها الأكاديمي بصورة متكاملة. ومن هنا تبرز الحاجة إلى نموذج وطني مبتكر يعالج هذا التحدي مسبقاً، ويحوّل البنية التحتية من عائق محتمل إلى عنصر جذب واستقطاب.
ويتمثل المقترح في تخصيص مساحة واسعة من الأراضي المملوكة للدولة في إحدى ضواحي الرياض، ويفضل أن تكون في شمال العاصمة، وتطويرها كـ«منطقة أكاديمية للجامعات العالمية»، مع إمكانية إنشاء أكثر من منطقة أكاديمية في مواقع مختلفة وفقاً لحجم الطلب واحتياجات الجامعات المستهدفة. وتُجهز هذه المناطق ببنية تحتية متكاملة وفق معايير دولية، تشمل المباني الأكاديمية، وقاعات التدريس والندوات والمؤتمرات، والمختبرات، والمكتبات، والمنشآت الرياضية، ومرافق الخدمات المساندة، بما في ذلك المباني السكنية لأعضاء هيئة التدريس والطلبة القادمين من خارج منطقة الرياض. ويسهم ذلك في توفير بيئة أكاديمية متكاملة تتيح للجامعة الانتقال إلى مرحلة التشغيل دون تحمل العبء الأولي الضخم المرتبط بتطوير الموقع والبنية التحتية.
ويمكن أن يتولى صندوق التعليم العالي، بالشراكة مع صندوق الاستثمارات العامة أو القطاع الخاص، تمويل وتطوير هذه البيئة الأساسية، ثم تقديمها للجامعات العالمية ضمن حزمة استقطاب تنافسية. وتحصل الجامعات على فترة تأسيس مدتها خمس سنوات، يتم خلالها تأجيل سداد تكلفة البنية التحتية، بما يمنحها فرصة لبناء برامجها الأكاديمية، واستقطاب أعضاء هيئة التدريس والطلاب، وتأسيس حضورها البحثي والمجتمعي، والوصول إلى مرحلة التشغيل المستقر.
وبعد انتهاء فترة التأسيس، تبدأ هذه الجامعات في سداد تكلفة البنية التحتية من عائدات الرسوم الدراسية على فترة سداد مناسبة قد تمتد إلى 25 عاماً، وفق نموذج مالي مرن يراعي طبيعة كل جامعة وحجم استثماراتها وعدد طلابها.
ولا يمثل هذا النموذج مجرد استثمار في المباني والمنشآت، بل هو استثمار طويل الأمد في المعرفة والإنسان والاقتصاد. فمن شأنه أن يجعل الرياض مركزاً إقليمياً للجامعات العالمية، ويعزز مكانة المملكة كوجهة تعليمية وبحثية دولية، ويدعم بناء منظومة متكاملة للابتكار وريادة الأعمال ونقل المعرفة، بما يتسق مع طموحات رؤية السعودية 2030 في بناء اقتصاد متنوع ومستدام قائم على المعرفة والابتكار.

Higher education in the Kingdom of Saudi Arabia is witnessing a rapid transformation phase that requires expanding the base of quality educational institutions and attracting distinguished global universities, especially non-profit universities that can contribute to raising the level of education, scientific research, and innovation, and enhancing the Kingdom's competitiveness in the knowledge economy. The Saudi market, with its increasing demand for quality education, alongside the Kingdom's economic and political stature, represents an attractive environment for many global universities, particularly prestigious American and British universities.
Despite this attractiveness, one of the most prominent challenges that global universities wishing to establish a real institutional presence in the Kingdom may face is providing the necessary infrastructure. Land, academic buildings, laboratories, libraries, sports and residential facilities, and support services require massive investments and a long time before the university can commence its academic activities comprehensively. Hence, there is a need for an innovative national model that addresses this challenge in advance and transforms infrastructure from a potential obstacle into an element of attraction and recruitment.
The proposal involves allocating a large area of state-owned land in one of the suburbs of Riyadh, preferably in the northern part of the capital, and developing it as an "Academic Zone for Global Universities," with the possibility of establishing more than one academic zone in different locations according to the size of demand and the needs of the targeted universities. These zones will be equipped with integrated infrastructure according to international standards, including academic buildings, classrooms, seminar and conference halls, laboratories, libraries, sports facilities, and support service facilities, including residential buildings for faculty members and students coming from outside the Riyadh area. This will help provide a comprehensive academic environment that allows the university to transition to the operational phase without bearing the initial heavy burden associated with site development and infrastructure.
The Higher Education Fund, in partnership with the Public Investment Fund or the private sector, can finance and develop this essential environment, then present it to global universities as part of a competitive recruitment package. Universities will receive a five-year establishment period during which the payment for the infrastructure costs will be deferred, giving them the opportunity to build their academic programs, attract faculty members and students, establish their research and community presence, and reach a stable operational phase.
After the establishment period ends, these universities will begin to repay the infrastructure costs from tuition revenue over a suitable repayment period that may extend up to 25 years, according to a flexible financial model that takes into account the nature of each university, the size of its investments, and the number of its students.
This model represents not just an investment in buildings and facilities, but a long-term investment in knowledge, people, and the economy. It has the potential to make Riyadh a regional hub for global universities, enhance the Kingdom's status as an international educational and research destination, and support the establishment of an integrated system for innovation, entrepreneurship, and knowledge transfer, in line with the aspirations of Saudi Vision 2030 to build a diverse and sustainable economy based on knowledge and innovation.
