لم يشهد الشرق الأوسط، منذ عقود، هذا القدر من التداخل بين الأزمات والتوترات الإقليمية، كما يشهده اليوم.
ولقد أثبت التاريخ أنَّ الأزمات الدولية ليست استثناءً في العلاقات بين الدول، بل هي جزء من طبيعة النظام الدولي، الذي يقوم على تداخل المصالح وتنافس القوى واختلاف الرؤى. ومن هنا تبرز أهمية الدبلوماسية بوصفها الأداة الأكثر فاعلية في احتواء النزاعات، وخفض التصعيد، وبناء الثقة، وتحويل الصراع من ساحة المواجهة إلى طاولة التفاوض. فكلما تعقدت الأزمات، ازدادت الحاجة إلى دبلوماسية تمتلك الحكمة والقدرة على الجمع بين الثبات على المبادئ، والمرونة في إدارة الخلافات. ولذلك، أصبحت الدبلوماسية في القرن الحادي والعشرين أحد أهم عناصر القوة الشاملة للدول، ولا تقل أثراً عن القوة العسكرية أو الاقتصادية في صياغة موازين النفوذ.
وتُعد منطقة الشرق الأوسط النموذج الأوضح لهذه الحقيقة، فهي من أكثر مناطق العالم تعرضاً للصراعات والتدخلات الخارجية، ما جعلها مسرحاً لتنافس الإرادات الإقليمية والدولية، وألقى بظلاله على أمن شعوبها واستقرارها ومساراتها التنموية.
وفي خضم هذه البيئة المعقدة، استطاعت المملكة العربية السعودية أن ترسخ مدرسة دبلوماسية خاصة بها، تقوم على الاعتدال، واستقلال القرار، والواقعية السياسية، واحترام سيادة الدول، والإيمان بأنّ الحوار هو الطريق الأقل كلفة والأكثر استدامة لمعالجة الأزمات، بما يعزز مكانتها بوصفها قوة إقليمية قادرة على تحقيق التوازن بين المصالح المتعارضة من دون الانزلاق إلى الاستقطاب.
ولم يكن هذا النهج وليد اللحظة، بل امتداداً لسياسة راسخة منذ عهد الملك المؤسس عبدالعزيز بن عبدالرحمن آل سعود، الذي نجح في بناء دولة حديثة وسط تحولات دولية كبرى، وحرص على تجنيبها الانخراط في صراعات القوى الكبرى؛ محافظاً على استقلال قرارها السياسي في مرحلة شهدت حربين عالميتين وانهيار إمبراطوريات أعادت رسم خريطة العالم.
شكّل موقف المملكة خلال حرب أكتوبر عام 1973 محطة مفصلية في تاريخ العلاقات الدولية، عندما استخدمت النفط وسيلة للضغط السياسي دعماً للحقوق العربية، في خطوة أثبتت أنّ التأثير في موازين القوى لا يقتصر على القوة العسكرية، بل يمتد إلى حُسن توظيف عناصر القوة الوطنية في خدمة الأهداف السياسية، ليؤكد أنّ الدبلوماسية لا تنفصل عن أدوات القوة الاقتصادية. وقد مثَّل ذلك نموذجاً مبكراً لتوظيف أدوات القوة الوطنية الشاملة في خدمة السياسة الخارجية، وهو المفهوم الذي أصبح لاحقاً أحد المرتكزات الرئيسة في الدراسات الإستراتيجية الحديثة.
كما جسدت المملكة التزامها بمبادئ الشرعية الدولية خلال أزمة احتلال الكويت عام 1990، عندما وقفت إلى جانب الحق في مواجهة العدوان، وسخّرت إمكاناتها السياسية والعسكرية ضمن إطار دولي لاستعادة سيادة الكويت. وفي المقابل، أعلنت موقفها الرافض لاحتلال العراق عام 2003، انطلاقاً من قناعتها بأنّ احترام سيادة الدول ووحدة أراضيها يمثلان أساساً للاستقرار الإقليمي.
ولم تقتصر الدبلوماسية السعودية على إدارة الأزمات عند وقوعها، بل سعت إلى معالجة أسبابها من خلال المبادرات السياسية. وتبقى مبادرة السلام العربية التي أطلقها المملكة، عام 2002، واحدة من أكثر المبادرات شمولاً وواقعية لمعالجة القضية الفلسطينية، إذ قدمت رؤية متكاملة لتحقيق سلام عادل يقوم على إنهاء الاحتلال، وإقامة الدولة الفلسطينية المستقلة مقابل سلام شامل في المنطقة. وما تزال هذه المبادرة، رغم تعثر تنفيذها، تمثل المرجعية العربية الأكثر وضوحاً للتسوية السياسية.
ومع التحولات المتسارعة في البيئة الدولية، باتت قدرة الدول على بناء الشراكات وإدارة التوازنات معياراً رئيساً لقياس تأثيرها في النظامين الإقليمي والدولي. واليوم، تبدو الدبلوماسية السعودية أكثر حضوراً وتأثيراً من أي وقت مضى. فقد تبنت المملكة سياسة تقوم على خفض التوترات، وتوسيع مساحات الحوار، والانفتاح على مختلف الأطراف، انطلاقاً من قناعة بأنّ الاستقرار الإقليمي لا يتحقق عبر الاستقطاب، وإنما عبر بناء التفاهمات وإدارة الاختلافات.
وقد انعكس هذا النهج في الجهود السعودية الرامية إلى تعزيز الحوار مع القوى الإقليمية، ودعم مسارات الحل السياسي في عدد من الأزمات العربية، والمشاركة في الجهود الدولية الرامية إلى وقف التصعيد في المنطقة، إلى جانب دورها في حماية أمن الطاقة واستقرار الأسواق العالمية، وإسهامها في دعم أمن الملاحة الدولية، وهي ملفات لم تعد ذات طابع إقليمي فحسب، بل أصبحت تمس الاقتصاد العالمي بصورة مباشرة. ويعكس ذلك اتساع مفهوم الأمن الوطني ليشمل أمن الطاقة، وسلامة سلاسل الإمداد، واستقرار الاقتصاد العالمي، بوصفها مكونات مترابطة في منظومة الأمن الدولي المعاصر.
كما عززت المملكة مكانتها بوصفها منصة للحوار الدولي، تستضيف اللقاءات والمشاورات بين أطراف متباينة، وتعمل على تقريب وجهات النظر في عدد من القضايا الدولية، مستفيدة من رصيد كبير من الثقة الدولية، ومن سياسة خارجية تتسم بالاتزان، والوضوح، والقدرة على التواصل مع مختلف القوى من دون الانخراط في سياسة المحاور. وبذلك لم تعد المملكة طرفاً في إدارة أزمات المنطقة فحسب، بل أصبحت وسيطاً موثوقاً في عدد من القضايا ذات الامتداد الدولي.
إنّ ما يميز الدبلوماسية السعودية اليوم ليس فقط حجم تأثيرها، وإنَّما طبيعة هذا التأثير. فهي دبلوماسية لا تقوم على التصعيد، بل على صناعة التوازن، ولا تبحث عن إدارة الخلافات فحسب، بل عن تحويلها إلى فرص للتفاهم. وفي عالم يتجه نحو تعددية قطبية، وتتصاعد فيه التحديات الأمنية والاقتصادية، أصبحت الحاجة أكبر إلى قوى إقليمية تمتلك القدرة على بناء الجسور لا المتاريس، وعلى إنتاج الحلول لا تعميق الأزمات.
ولذلك، فإنّ الدور السعودي في المرحلة الراهنة يتجاوز حدود حماية المصالح الوطنية، ليصبح مساهمة فاعلة في تعزيز الأمن الإقليمي والدولي. فالمملكة، بما تحوزه من ثقل سياسي واقتصادي، ومكانة عربية وإسلامية، وبقيادة شابة، استطاعت أن ترسخ حضورها على الساحة الدولية، فأصبحت شريكاً موثوقاً في صياغة التفاهمات الإقليمية والدولية، وأحد أبرز صُنّاع التوازن في الشرق الأوسط، بما يعكس تنامي قدرتها على التأثير في القضايا الإستراتيجية ذات الامتداد العالمي. وفي عالم تتغير فيه موازين القوى بوتيرة متسارعة، تبقى الدبلوماسية الحكيمة الاستثمارَ الأكثر استدامة. ولعلّ التجربة السعودية تقدم نموذجاً يؤكد أنّ النفوذ الحقيقي لا يُقاس بامتلاك أدوات القوة وحدها، بل بحُسن توظيفها، وبالقدرة على بناء الثقة، وصناعة التوازنات، وتحويل الحوار إلى سياسة، والسياسة إلى استقرار، والاستقرار إلى مستقبل أكثر أمناً وسلاماً. لقد استطاعت الجمع بين المصداقية والفاعلية في إدارة الأزمات، وهي معادلة رسخت حضور المملكة بوصفها شريكاً مؤثراً في الاستقرار الإقليمي والدولي.
The Middle East has not witnessed, for decades, such a degree of overlap between crises and regional tensions as it does today.
History has proven that international crises are not exceptions in relations between states; rather, they are part of the nature of the international system, which is based on the intertwining of interests, competition among powers, and differing visions. Herein lies the importance of diplomacy as the most effective tool for containing conflicts, de-escalating tensions, building trust, and transforming confrontation into negotiation. The more complex the crises become, the greater the need for diplomacy that possesses wisdom and the ability to balance steadfastness on principles with flexibility in managing disagreements. Therefore, diplomacy has become one of the most important elements of comprehensive power for states in the twenty-first century, having an impact no less than military or economic power in shaping the balance of influence.
The Middle East is the clearest example of this reality, as it is one of the most conflict-prone and externally intervened regions in the world, making it a stage for the competition of regional and international wills, casting shadows over the security and stability of its peoples and their developmental paths.
Amid this complex environment, the Kingdom of Saudi Arabia has managed to establish its own diplomatic school, based on moderation, independence of decision, political realism, respect for state sovereignty, and the belief that dialogue is the least costly and most sustainable path to addressing crises, thereby enhancing its position as a regional power capable of achieving balance among conflicting interests without slipping into polarization.
This approach was not born of the moment but is an extension of a firmly established policy since the era of the founding king, Abdulaziz bin Abdulrahman Al Saud, who succeeded in building a modern state amid major international transformations and was keen to keep it from engaging in the conflicts of major powers; preserving its political decision-making independence during a time that witnessed two world wars and the collapse of empires that redrew the map of the world.
The Kingdom's position during the October War of 1973 was a pivotal moment in the history of international relations when it used oil as a means of political pressure in support of Arab rights, in a move that proved that influence in the balance of power is not limited to military strength but extends to the effective utilization of elements of national power in service of political objectives, confirming that diplomacy is inseparable from the tools of economic power. This represented an early model for employing comprehensive national power tools in service of foreign policy, a concept that later became one of the main pillars in modern strategic studies.
The Kingdom also embodied its commitment to the principles of international legitimacy during the crisis of the occupation of Kuwait in 1990 when it stood by the right in the face of aggression, utilizing its political and military capabilities within an international framework to restore Kuwait's sovereignty. In contrast, it announced its rejection of the occupation of Iraq in 2003, based on its conviction that respecting state sovereignty and territorial integrity is fundamental to regional stability.
Saudi diplomacy has not been limited to managing crises when they occur but has sought to address their root causes through political initiatives. The Arab Peace Initiative launched by the Kingdom in 2002 remains one of the most comprehensive and realistic initiatives for addressing the Palestinian issue, as it presented a comprehensive vision for achieving a just peace based on ending the occupation and establishing an independent Palestinian state in exchange for comprehensive peace in the region. Despite the stagnation in its implementation, this initiative still represents the clearest Arab reference for political settlement.
With the rapid transformations in the international environment, the ability of states to build partnerships and manage balances has become a primary criterion for measuring their influence in both the regional and international systems. Today, Saudi diplomacy appears more present and influential than ever before. The Kingdom has adopted a policy based on reducing tensions, expanding dialogue spaces, and opening up to various parties, stemming from the conviction that regional stability is not achieved through polarization but through building understandings and managing differences.
This approach has been reflected in Saudi efforts to enhance dialogue with regional powers, support political solution pathways in several Arab crises, and participate in international efforts aimed at de-escalating tensions in the region, alongside its role in protecting energy security and stabilizing global markets, and its contribution to supporting international navigation security. These issues are no longer merely regional in nature but have directly impacted the global economy. This reflects the expansion of the concept of national security to include energy security, the integrity of supply chains, and global economic stability as interconnected components in the contemporary international security system.
The Kingdom has also strengthened its position as a platform for international dialogue, hosting meetings and consultations among diverse parties and working to bridge viewpoints on various international issues, benefiting from a significant reservoir of international trust and a foreign policy characterized by balance, clarity, and the ability to communicate with various powers without engaging in bloc politics. Thus, the Kingdom has not only become a party in managing regional crises but has also become a trusted mediator in several issues with international ramifications.
What distinguishes Saudi diplomacy today is not only the magnitude of its influence but also the nature of this influence. It is a diplomacy that does not rely on escalation but on creating balance, seeking not just to manage disagreements but to transform them into opportunities for understanding. In a world moving towards multipolarity, where security and economic challenges are escalating, the need for regional powers capable of building bridges rather than barricades, and of producing solutions rather than deepening crises, has become greater.
Therefore, the Saudi role in the current phase transcends the boundaries of protecting national interests to become an effective contribution to enhancing regional and international security. The Kingdom, with its political and economic weight, Arab and Islamic standing, and youthful leadership, has managed to establish its presence on the international stage, becoming a reliable partner in shaping regional and international understandings and one of the foremost balance-makers in the Middle East, reflecting its growing ability to influence strategically significant issues with global ramifications. In a world where the balance of power is changing rapidly, wise diplomacy remains the most sustainable investment. Perhaps the Saudi experience provides a model that confirms that true influence is not measured solely by possessing tools of power but by effectively utilizing them, building trust, creating balances, transforming dialogue into policy, policy into stability, and stability into a more secure and peaceful future. It has managed to combine credibility and effectiveness in crisis management, a formula that has solidified the Kingdom's presence as an influential partner in regional and international stability.
