في الكلمة التي ألقاها سمو ولي العهد، نيابةً عن خادم الحرمين الشريفين تحت قبة الشورى، برزت واقعية الطرح في التعامل مع تحديات تحقيق مستهدفات الرؤية، حين أكد الخطاب أن الدولة لن تتردد في مراجعة أي مشروع أو سياسة إذا تطلبت المصلحة العامة ذلك. وقد ظهر ذلك جلياً في حديثه عن معالجة تشوهات قطاع العقار وتحديات المالية العامة !
وبرأيي، فإن سر نجاح رؤية السعودية 2030 يكمن في مرونتها في مراجعة مستهدفاتها، وجرأتها في مواجهة التحديات التي تفرضها المتغيرات، دون مكابرة أو إصرار. فقد تميزت الرؤية بأمرين: الواقعية والمرونة.
• الواقعية تجلت في بلوغ العديد من المستهدفات ضمن حدودها الزمنية المحددة، بل إن كثيراً منها تم تجاوزه قبل الموعد المستهدف، بينما كانت المرونة سبباً في النجاح، من خلال مواكبة المتغيرات والتأقلم مع التحديات والمؤثرات الاقتصادية والسياسية الدولية لتجاوزها !
لقد كان لتطوير الأنظمة والتشريعات وإصلاحها أثر كبير في دفع برامج الرؤية والتحول المالي نحو مستهدفاتها، فيما عززت مؤشرات وأدوات قياس الإنجاز كفاءة الأداء وانضباطه، ولعلي أشير هنا إلى مؤشر غير مسجل ضمن أدوات قياس أداء الرؤية، وهو ثقة المجتمع والأثر المنعكس على حياتهم وتعاملاتهم، إذ أصبح المواطن يلمس التغيير في حياته المباشرة وغير المباشرة، فضلاً عن المعالم الاقتصادية والتنموية والاجتماعية التي لا يمكن إغفالها !
وقد استقبل الرأي العام الخطاب الملكي ــ وفق ما تم رصده في وسائل التواصل الاجتماعي ــ بارتياح بالغ، فالأمير محمد بن سلمان مصدر ثقة وطمأنينة على حاضر البلاد ومستقبلها، ولم يكن يلقي خطاباً تقليدياً، بل خطاباً واقعياً يخاطب العقول قبل القلوب !

The development and reform of systems and legislation have had a significant impact on driving the Vision programs and financial transformation towards their targets, while the indicators and tools for measuring achievement have enhanced performance efficiency and discipline. I would like to point out here an indicator not recorded among the tools for measuring the performance of the Vision, which is the trust of the community and the reflected impact on their lives and dealings, as citizens have begun to feel the change in their direct and indirect lives, in addition to the economic, developmental, and social landmarks that cannot be overlooked!
