منذ أن كنت معلماً أنأَى بنفسي عن مناقشة الأحوال التعليمية وما يشوبها من تداخلات بسبب القرارات الارتجالية أو العشوائية التي تصل إلى الإدارات التعليمية وتصب داخل المدارس كقرارات يجب تنفيذها، بينما نحن (رجال الميدان) نعرف مسبقاً أن هذا القرار لن ينفذ لما يعتريه من خلل لن يجتاز عتبة التنفيذ، وبالرغم من هذا الابتعاد في المناقشة أجد نفسي داخل دائرة النقاش سواء كنت معلماً أو صحفياً.. من العادات الاجتماعية أن كل مهنة أو وظيفة لها شجون تنبث بمجرد اجتماع أهل المهنة أو الوظيفة وتنصب أحاديثهم حول إنجاز أهداف تلك الوظيفة، واجتماعات المعلمين ليست مستثناة من تلك العادة.
ليلة البارحة حدث بيني وبين صديق (لا يزال في دائرة التعليم) تواصل بدأ بالتحايا والسؤال عن الحال، وسرعان ما انفتحت سيرة التعليم وقراراته المقررة والملغية. صديقي لم يتمالك ما يجوس في صدره، فانبث شاكياً، ولكي لا أحيد عن شكواه سأضع حيرة المعلمين إزاء تباطؤ الوزارة في أمر حاسم، وكانت بداية الشكوى الحيرة، إذ قال صديقي: تأخر البت في حسم قرار الدراسة بنظام فصلين أو ثلاثة فصول، وهذا التأخر يخلق حالة من عدم الاستقرار والتخبط لدى المجتمع التعليمي بمختلف أطرافه (الطلاب، وأولياء الأمور، والمعلمين، والإدارات التعليمية)، فعدم اتخاذ القرار في الوقت المناسب يجعل التخطيط للمناهج والتقويم الدراسي مرهوناً بالتكهنات، ما يضعف كفاءة التنفيذ. كما أن إدارات المدارس بحاجة إلى معرفة عدد الفصول لتنظيم الجدول الدراسي، والإجازات، وسير العملية التعليمية بشكل عام. كما يتعذر إعداد الجداول والخطط الفصلية بشكل دقيق دون معرفة النظام المعتمد.
إضافة إلى الأنظمة الإلكترونية التعليمية التي تحتاج إلى ضبط مسبق حسب التقويم.
قبل التنهيد وبعده.. كان من المؤمل من وزارة التعليم تقديم توضيح شفاف لأسباب التأخير إن وُجدت، فقط لقطع التكهنات، وإدارة التوقعات بسبب غياب القرار الرسمي، وغيابه يفتح المجال للاجتهادات الفردية والشائعات، ويجعل المدارس في حيرة التخبط من أجل الاستعداد، والتخطيط، وعرض خططها على أولياء الأمور الشركاء الحقيقيين لتحقيق التحصيل الدراسي المطلوب.
يا وزارة التعليم: البت المبكر والواضح في النظام الدراسي يُعزز الاستقرار والكفاءة وجودة التخطيط.
أغلقت على شكواه بمفردة: معقولة!
نعم.. هل هذا معقول يا وزارة التعليم؟ وإن أردت الاستطراد سوف أضيف أن تأخر حسم قرار الدراسة بنظام فصلين أو ثلاثة فصول يؤكد تباطؤ الوزارة في أمر لا يستوجب معه التباطؤ؛ لأن الحسم في هذا الشأن تُبنى عليه خطط عديدة تبدأ من الأسرة وتتشابك مع بقية مناشط الحياة.
مرة أخرى، معقولة إلى الآن لم يحسم قرار (اثنين أو ثلاثة)، مع أنني من البدء كتبت معترضاً على قرار الفصول الثلاثة الذي لم ينجح على أرض الواقع.

Since I was a teacher, I have distanced myself from discussing educational conditions and the interferences caused by impulsive or random decisions that reach educational administrations and are imposed on schools as decisions that must be implemented, while we (the field practitioners) know in advance that this decision will not be implemented due to flaws that will not pass the threshold of execution. Despite this distancing from the discussion, I find myself within the circle of debate whether I am a teacher or a journalist. It is a social custom that every profession or job has its concerns that emerge as soon as the professionals gather, and their conversations revolve around achieving the goals of that profession, and teachers' meetings are no exception to this custom.
Last night, a conversation took place between me and a friend (who is still in the education sector) that began with greetings and inquiries about well-being, and soon the topic of education and its decided and canceled decisions opened up. My friend could not contain what was troubling him, so he began to complain, and to stay true to his complaint, I will present the teachers' confusion regarding the ministry's delay on a crucial matter. The beginning of the complaint was confusion, as my friend said: The delay in deciding whether to adopt a two-semester or three-semester system creates a state of instability and confusion within the educational community, including all its parties (students, parents, teachers, and educational administrations). The failure to make a decision in a timely manner makes planning for curricula and the academic calendar dependent on speculations, which weakens the efficiency of implementation. Additionally, school administrations need to know the number of semesters to organize the academic schedule, vacations, and the overall educational process. It is also impossible to prepare accurate schedules and semester plans without knowing the adopted system.
In addition to the educational electronic systems that need to be adjusted in advance according to the calendar.
Before and after the sigh... It was hoped that the Ministry of Education would provide a transparent explanation for the reasons for the delay, if any, just to cut off speculations and manage expectations due to the absence of an official decision, and its absence opens the door for individual interpretations and rumors, leaving schools in a state of confusion in order to prepare, plan, and present their plans to parents, the true partners in achieving the required academic attainment.
Oh Ministry of Education: An early and clear decision on the educational system enhances stability, efficiency, and quality of planning.

Once again, is it reasonable that the decision (two or three) has not been made yet, even though I initially wrote objecting to the three-semester decision that did not succeed in practice?
