On the sidelines of the state visit by Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud to France, it was announced, during the French-Saudi roundtable discussions, the signing of several agreements and memoranda of understanding and financing solutions in the energy and industrial sectors, which enhances economic and investment cooperation between the Kingdom of Saudi Arabia and the French Republic, and supports partnership opportunities between companies and institutions in both countries.
Supply of Oil Well Drilling Materials
The agreements included the signing of purchase agreements between Saudi Aramco and French companies SLB and Vallourec, for the supply of oil and gas well drilling materials and steel pipes for oil and gas fields, with a total value of approximately $3.7 billion.
Additionally, Aramco Digital signed a memorandum of understanding with the French company Dassault Systèmes, to collaborate in the fields of artificial intelligence, digital twin technologies, and related Dassault Systèmes technologies, including studying potential applications in the oil and gas sector.
Electricity Network Development
In the electricity sector, the Saudi Energy Company signed a cooperation and financing agreement with the French National Investment Bank Bpifrance, to support the development and modernization of the electricity network in the Kingdom of Saudi Arabia. This comes based on a memorandum of understanding signed in November 2025 regarding the establishment of a financial facility worth up to $3 billion, aimed at providing a financing framework that supports the company's procurement program and electricity infrastructure projects.
Triangular Understanding
In this context, the Saudi Export-Import Bank signed a triangular memorandum of understanding with the Saudi Group and Crédit Agricole CIB, aimed at arranging financing solutions for the group's acquisition of new Airbus aircraft. The memorandum reflects the role of the Saudi Export-Import Bank as a credit agency for Saudi exports, as it will provide insurance coverage for the credit risks associated with the deal.
The memorandum represents a qualitative step that combines international banking finance and national export credit tools, opening new channels for companies and projects related to Saudi exports to access international funding sources, while simultaneously supporting the Saudi Group's plans to develop and modernize its fleet and enhance its operational capabilities in international markets.
