تبدأ الهيئة الملكية لمدينة الرياض، غداً (الأحد) 16 أغسطس 2026 الساعة الثالثة عصراً استقبال طلبات التقديم للسنة الثانية من برنامج «التوازن العقاري» عبر منصَّته الإلكترونية (https://tawazoun.rcrc.gov.sa/)، ويستمرُّ استقبال الطلبات حتى الثلاثاء 15 سبتمبر 2026، مؤكدةً أن أسبقية التقديم لا تؤثر في أولوية الاستحقاق، وأن الفرص متساوية لكل المتقدمين خلال فترة التسجيل.
وأوضحت الهيئة أنَّ التقديم في السنة الثانية متاح للمواطنين المتزوجين أو ممن تجاوزت أعمارهم 25 عاماً، شريطة استيفاء متطلَّبات الاستحقاق، وفي مقدمتها عدم وجود ملكية عقارية سابقة، وألا تقلُّ مدَّة الإقامة في مدينة الرياض عن ثلاث سنوات.
وبيَّنت الهيئة أنَّ المواطنين الذين سبق لهم التقديم في السنة الأولى، وثبتت أهليتهم ولم يشملهم الاستحقاق وفق نتائج القرعة الإلكترونية، لا يلزمهم إعادة التقديم؛ إذ إنَّ بياناتهم مسجلة مسبقاً في المنصَّة؛ كما أوضحت أنَّ من لم تثبت أهليتهم في العام الماضي، يلزمهم إعادة التقديم بعد استيفاء الشروط اللازمة.
وأكدت الهيئة أنَّ التسجيل لا يعني القبول النهائي، إذ تخضع جميع الطلبات للتحقُّق الإلكتروني وفق الشروط والضوابط المعتمدة، وتشمل مراحل البرنامج، بعد انتهاء فترة استقبال الطلبات؛ التحقُّق من الأهلية، وإعلان نتائج الأهلية، واستقبال طلبات الاعتراض، وإجراء القرعة الإلكترونية للمستحقين، ثم استكمال إجراءات البيع على الخارطة وفق الضوابط المعتمدة.
ودعت الهيئة الراغبين في التقديم إلى الاعتماد حصريّاً على المنصَّة الإلكترونية والقنوات الرسمية للبرنامج، وعدم التعامل مع الروابط أو الحسابات غير الموثوقة، مؤكدة جاهزية مركز الاتصال وقنوات العناية بالمستفيدين لتقديم الدعم والإجابة عن جميع الاستفسارات المتعلِّقة بإجراءات التقديم ومراحل البرنامج.
The Royal Commission for Riyadh City will begin receiving applications for the second year of the "Real Estate Balance" program tomorrow (Sunday), August 16, 2026, at 3 PM through its electronic platform (https://tawazoun.rcrc.gov.sa/). The application period will continue until Tuesday, September 15, 2026, emphasizing that the order of applications does not affect the priority of eligibility, and that opportunities are equal for all applicants during the registration period.
The Commission clarified that applications for the second year are available to married citizens or those over the age of 25, provided they meet the eligibility requirements, the foremost of which is not having previous property ownership, and that their residency in Riyadh must not be less than three years.
The Commission indicated that citizens who previously applied in the first year, whose eligibility was confirmed but were not included in the eligibility results according to the electronic lottery, are not required to reapply; their data is already registered on the platform. It also clarified that those whose eligibility was not confirmed last year must reapply after meeting the necessary conditions.
The Commission confirmed that registration does not mean final acceptance, as all applications are subject to electronic verification according to the approved conditions and regulations. The program's stages, after the application period ends, include verifying eligibility, announcing eligibility results, receiving objection requests, conducting the electronic lottery for eligible applicants, and then completing the procedures for off-plan sales according to the approved regulations.
The Commission urged those wishing to apply to rely exclusively on the electronic platform and the official channels of the program, and not to engage with unverified links or accounts, confirming the readiness of the call center and beneficiary care channels to provide support and answer all inquiries related to the application procedures and program stages.
