جدّدت المملكة العربية السعودية، خلال الكلمة التي ألقاها وفدها في اجتماع لجنة التسهيلات البحرية التابعة للمنظمة البحرية الدولية (الدورة 50)، تأكيدها على أهمية حماية البحارة وتعزيز سلامة الملاحة البحرية، مشددةً على التزامها بما ورد في وثيقة FAL 50/J/6، في ظل التهديدات المتصاعدة التي تواجهها حركة الملاحة ورفاهية البحارة في مضيق هرمز والمناطق المجاورة.
وأعربت المملكة، عن دعمها الكامل للمقترحات الواردة في الوثيقة، داعيةً إلى اعتمادها لما تمثله من خطوة مهمة في تعزيز أمن الملاحة وحماية الطواقم البحرية. كما أكدت تأييدها لإعلان المجلس الاستثنائي الوارد في وثيقة D.36/ES/C، الذي يدين الاعتداءات المخالفة للقانون الدولي والمهددة لأمن النقل البحري والتجارة العالمية.
وأبدت المملكة قلقها من التداعيات الأمنية والاقتصادية لهذه التطورات على سلاسل الإمداد العالمية، مجددةً التزامها بقرارات المجلس، خصوصاً ما يتعلق بحماية البحارة وضمان سلامتهم ورفاهيتهم، وتعزيز التنسيق الدولي لمواجهة التحديات الراهنة.
وانطلاقاً من موقعها الإستراتيجي ودورها المحوري في حركة التجارة الدولية، أكدت المملكة استمرارها في دعم العمليات التشغيلية البحرية عبر تفعيل الممرات اللوجستية في موانئ البحر الأحمر وربطها بوسائط النقل المختلفة، بما يضمن انسياب البضائع داخل المملكة ودول الجوار، ويسهم في استمرارية سلاسل الإمداد الإقليمية والدولية.
كما عززت المملكة خدمات الدعم للسفن المتأثرة بالأوضاع الراهنة، من خلال مبادرة أطلقتها الهيئة العامة للموانئ لتوفير الإمدادات الأساسية من الوقود والمواد الغذائية، وتسهيل عمليات تبديل البحارة وطواقم السفن، حيث جرى تقديم خدمات لعدد من السفن خلال الساعات الـ72 الماضية في منطقة الخليج.
وفي السياق ذاته، أعلنت الهيئة العامة للنقل مبادرة تقضي باستثناء شرط سريان الشهادات والوثائق اللازمة لإصدار أو تجديد التراخيص الملاحية ورخص العمل للوحدات البحرية لمدة 30 يوماً قابلة للتمديد، وذلك للسفن السعودية والأجنبية داخل المياه الإقليمية في الخليج العربي، بما يضمن استمرارية الأعمال البحرية دون الإخلال بمتطلبات السلامة وحماية البيئة البحرية.
واختتمت المملكة بالتأكيد على استمرار تعاونها مع شركائها الدوليين لتعزيز أمن الملاحة البحرية، وحماية البحارة، وضمان انسيابية حركة التجارة.
The Kingdom of Saudi Arabia, during the speech delivered by its delegation at the 50th session of the Marine Environment Protection Committee of the International Maritime Organization, reaffirmed the importance of protecting seafarers and enhancing maritime safety, emphasizing its commitment to what is stated in document FAL 50/J/6, in light of the escalating threats facing maritime navigation and the welfare of seafarers in the Strait of Hormuz and surrounding areas.
The Kingdom expressed its full support for the proposals contained in the document, calling for their adoption as they represent an important step in enhancing navigation security and protecting maritime crews. It also affirmed its support for the extraordinary council declaration contained in document D.36/ES/C, which condemns attacks that violate international law and threaten maritime transport security and global trade.
The Kingdom expressed its concern over the security and economic implications of these developments on global supply chains, reiterating its commitment to the council's decisions, particularly regarding the protection of seafarers and ensuring their safety and welfare, and enhancing international coordination to address current challenges.
Building on its strategic position and pivotal role in international trade, the Kingdom confirmed its continued support for maritime operational activities by activating logistical corridors in Red Sea ports and linking them with various transportation modes, ensuring the smooth flow of goods within the Kingdom and neighboring countries, and contributing to the continuity of regional and international supply chains.
The Kingdom also enhanced support services for ships affected by the current situation through an initiative launched by the General Authority for Ports to provide essential supplies of fuel and food, and to facilitate crew changes for ships, with services provided to several vessels over the past 72 hours in the Gulf region.
In this context, the General Authority for Transport announced an initiative to exempt the requirement for the validity of certificates and documents necessary for issuing or renewing maritime licenses and work permits for marine units for a period of 30 days, extendable, for both Saudi and foreign ships within the territorial waters of the Arabian Gulf, ensuring the continuity of maritime operations without compromising safety requirements and protecting the marine environment.
The Kingdom concluded by affirming its continued cooperation with its international partners to enhance maritime navigation security, protect seafarers, and ensure the smooth flow of trade.
