On Tuesday, October 27, the Israeli general elections were held to select a new Knesset (parliament) to occupy 120 seats, which are all the seats in the Knesset (the legislative authority), in preparation for forming a new government that must obtain an absolute majority (61 seats out of 120). No political bloc or specific party achieved this absolute majority (half of the Knesset seats plus one), meaning at least 61 seats. Neither the current government led by Likud nor the opposition was able to secure the necessary quorum to form a government. It then became necessary to form a coalition government among the party forces in the new parliament to establish a new government.
The biggest surprise in these elections was that the bloc of Arab parties in the Green Line (Arabs of 1948) achieved, for the first time in the history of the Hebrew state, nearly one-sixth of the new Knesset seats (19 out of 120 seats). There are three possibilities for forming the new government. The first: forming a national unity government from Likud and the opposition, which is highly unlikely due to the deep political and ideological differences between the fierce rivals. The second: one of the two camps manages to attract some deputies from the smaller parties to complete the necessary quorum to form the government. The third option: either of the two camps (Likud and the opposition) could form a coalition with the two Arab lists or one of them to complete the quorum needed to form the government. There remains another option: going to new elections after three months.
The Arab number has become, as a result of these latest elections, a significant force that cannot be ignored when forming any Israeli government, as it is impossible for any party, in any Knesset elections, to achieve an absolute majority to form any Israeli government. For the first time in the history of the state, Arabs in Israel are no longer acting passively in the Israeli political system, contenting themselves with the bare minimum of political participation and limiting their presence in the Knesset to serving their local constituencies, without actual political participation in shaping, planning, and managing high-level political affairs, such as security, foreign policy, and economic resource issues, leaving these matters to the Zionist political forces. This is what the Jewish Zionist parties do not want or rather fear. When Arab deputies become a number that cannot be ignored in any politically significant outcomes in the Israeli political system, it becomes difficult to pass laws against the Palestinian cause, or to enact laws that serve or are limited to important strategic issues for Jews, such as working on the issue of a Jewish state, or violating the rights of Palestinians, declaring that certain Palestinian factions are terrorist groups, or legitimizing Zionist settlements in the occupied territories... etc.
With the large turnout of Palestinians in the recent elections, Palestinians have approached a resolution to the ongoing debate among them, both within the occupied territory and outside it, regarding Palestinian participation in the institutions of the Israeli political system. Some have called and continue to call for non-participation in the institutions of the Israeli political system, so as not to legitimize the occupation, even at the cost of enduring the practices of the occupation against Palestinians and compromising the Palestinian cause. Meanwhile, some argue that the Palestinian cause can be served not only through violent resistance but also through political struggle from within the entity of occupation, and this should not necessarily be considered a compromise on the Palestinian cause.
The Palestinians have decided to engage in the experience of political struggle from within the Green Line (Arabs of 1948), increasing their level of political participation to double their share of Knesset seats, managing in the recent elections to double their presence in the new Knesset from 10 seats in the previous Knesset to 19 seats in the new Knesset, making themselves a significant force in the political system that cannot be imagined to be excluded from the political arena within Israel.
This new positive shift in the behavior of Palestinians within the Green Line was the real surprise in the recent elections, which could lead to real successes for the Palestinian cause, disrupting Israel's plans to eliminate the Palestinian issue by establishing a purely Jewish state in the land of Palestine, historically and geographically, with its topographical and human components.
With the growing Arab presence in the Knesset, opportunities for influencing legislation and political decisions may expand, enhancing the demand for rights and equality, and imposing a greater presence for Palestinian issues in the Israeli internal scene. However, this transformation remains contingent on the ability of Arab forces to unify their positions and leverage their parliamentary weight, turning electoral gains into tangible political results that open new horizons for the Palestinian cause and contribute to enhancing the prospects for just peace in the region.
