The negotiations in Kuwait between the Yemeni legitimacy and the Houthis were the longest since the beginning of the Houthi conflict with the Yemeni state in 2004, spanning six consecutive wars. The negotiations lasted for 90 days, and some said 101 days. The United Nations Special Envoy for Yemen, Ismail Ould Cheikh - who is now the Secretary-General of the Organization of Islamic Cooperation - agreed on a peace plan, but Mohammed Abdulsalam suddenly requested to leave Kuwait before signing and went to meet with an Iranian delegation. Tehran requested not to sign, claiming they had received funds after the signing of the (5+1) agreement, so Mohammed Abdulsalam returned to Kuwait and refused to sign the agreement. August 2016 marked a new Iranian phase to subjugate the Houthis politically, militarily, and economically, making their decision in Tehran rather than in Saada. The military capabilities of the Houthis began to evolve in three dimensions: ballistic missiles, cruise missiles, and drones. The second dimension was the presence of three thousand experts from the Revolutionary Guard, specifically from the Quds Force and the Iraqi Hezbollah and Lebanese Hezbollah, for planning, managing operations, and training. The third dimension was the flow of funds for recruitment from outside their popular base. The Houthis followed in the footsteps of Lebanese Hezbollah, no longer resembling the Yemeni political faction that participated in the comprehensive Yemeni dialogue, whose important outcomes were formulated in January 2014. They were no longer even the Houthis who overthrew the legitimacy and entered Sana'a in September 2014, nor the Houthis who participated in the marathon negotiations in Kuwait, which were aborted by a decision from Tehran and a new Iranian political discourse represented by the trio of Haidar Moussavi (control over four Arab capitals), Ali Younsi (Iran today has become an empire as it was throughout history, with Baghdad as its capital), and Percy (Cyrus the Great who saved the Jewish scribes from Babylonian captivity). It seemed to the Houthis, after a while, in February 2026, that the Velayat-e Faqih regime might fall after the assassination of Supreme Leader Ali Khamenei and 133 political and military leaders and experts in the nuclear field. They chose to remain neutral and did not engage in the conflict, relying on the fact that they had a truce with the U.S. since May 2025. Tehran was closely monitoring the Houthi situation, realizing that they were the most important card for them after weakening Hezbollah and diminishing their influence over the Strait of Hormuz. They played their last Houthi card in the furnace before the U.S. midterm elections. The Houthis moved on September 3, 2026, launching 14 missiles on Al-Mokha, and within seven days, they controlled Bab al-Mandab, the grand prize for Iran after the fragility of its influence over the Strait of Hormuz. Tehran lost the battle for Bab al-Mandab in three weeks, a loss reminiscent of its defeat in Fao in 1988, after which Khomeini swallowed the poison and accepted Security Council Resolution 598, which ended the Iran-Iraq war. Because the calculations of the field do not match those of the barn, Tehran did not realize that (Fajr Yemen) possessed four effective reasons to liberate Sana'a and significantly reduce the capabilities of the Houthis, bringing them back to their state before September 2014. First, the Houthis acted according to Tehran's timing without a good reading of the regional and international scene. Second, the Yemeni legitimacy, after overcoming the Southern Transitional Council's rebellion in December 2025, became significantly unified in making political, military, and security decisions. Third, Saudi Arabia is creating a new difference by establishing the Mecca Alliance and the multinational maritime defense coalition. Fourth, Iran has weakened significantly; Tehran is no longer the one that launched 400 ballistic missiles, cruise missiles, and drones in a single day in April 2024, and it is facing the most severe war since 1979 militarily, economically, and politically, with a clear fragmentation in its social fabric. Undoubtedly, the success of Fajr Yemen after Iran's loss in Syria and the weakening of Hezbollah will provide the region with a momentum of stability that has not been witnessed since September 2014.
