أوضح المركز الوطني لتنمية القطاع غير الربحي لـ«عكاظ» أن النظام الموحد للعمل التطوعي بدول مجلس التعاون لدول الخليج العربية، الذي وافق عليه مجلس الوزراء، يهدف إلى نشر ثقافة التطوع واستقطاب المتطوعين، وتنظيم العمل التطوعي وتطويره، وتعزيز إسهام الأفراد والمؤسسات في خدمة المجتمع.
وبيّن المركز أن من أبرز ما يترتب على النظام في المملكة تنظيم إنشاء الفرق التطوعية وممارسة العمل التطوعي، إذ يحظر إنشاء أي فريق تطوعي أو ممارسة العمل التطوعي أو تنظيمه قبل الحصول على ترخيص من «السلطة المختصة».
وأكد أن المركز الوطني لتنمية القطاع غير الربحي هو الجهة المختصة المقصودة في أحكام النظام، ويتولى إصدار التراخيص والإشراف والرقابة على العمل التطوعي، ووضع القواعد المنظمة له، إلى جانب النظر في الشكاوى المقدمة من المتطوعين والجهات المستفيدة والمستفيدين من الأعمال التطوعية.
وبشأن موعد بدء التطبيق، أفاد المركز بعدم تحديده حتى الآن، فيما ترك النظام لكل دولة تحديد الجزاءات الإدارية المترتبة على مخالفة أحكامه ولائحته، دون إخلال بالمسؤوليتين المدنية والجزائية.
بيئة آمنة
ويلزم النظام الجهة المتطوع لديها بتحمل المصاريف والنفقات المترتبة على العمل التطوعي، وتوفير بيئة آمنة للمتطوعين، واتخاذ إجراءات الوقاية والسلامة، إضافة إلى التكفل بالرعاية الطبية والتعويض عن الأضرار التي قد تلحق بالمتطوع أثناء أداء عمله أو بسببه، وفق الأنظمة والتشريعات المعمول بها في الدولة. كما يحظر على الجهة المتطوع لديها الحصول على عائد مادي، مباشر أو غير مباشر، من جهود المتطوعين. ويحظر على المتطوعين والفرق التطوعية والجهات المستفيدة جمع التبرعات أو السماح بجمعها أو الإعلان عنها بالمخالفة للأنظمة المعمول بها.
تصريحات الإعلام
ومن بين الضوابط التي أقرها النظام عدم جواز إدلاء المتطوع أو الفريق التطوعي بمعلومات أو تصريحات لوسائل الإعلام دون إذن مسبق من الجهة المتطوع لديها. كما أجاز للسلطة المختصة إلزام الجهات المستفيدة بتوفير تغطية تأمينية ضد المخاطر الناجمة عن العمل التطوعي. ويتيح النظام تقديم حوافز للأعمال التطوعية الرائدة، ويمنح السلطة المختصة صلاحية استثناء بعض الأعمال من أحكام محددة، إذا اقتضت طبيعتها ذلك، كما يضع ضوابط لممارسة العمل التطوعي خارج الدولة والتطوع أثناء الأزمات.
The National Center for the Development of the Non-Profit Sector clarified to "Okaz" that the unified system for volunteer work in the Gulf Cooperation Council countries, which was approved by the Council of Ministers, aims to promote a culture of volunteering, attract volunteers, organize and develop volunteer work, and enhance the contributions of individuals and institutions to community service.
The center indicated that one of the most significant outcomes of the system in the Kingdom is the organization of the establishment of volunteer teams and the practice of volunteer work, as it prohibits the establishment of any volunteer team or the practice or organization of volunteer work without obtaining a license from the "competent authority".
It confirmed that the National Center for the Development of the Non-Profit Sector is the competent authority referred to in the provisions of the system, responsible for issuing licenses, supervising and monitoring volunteer work, and establishing the regulations governing it, in addition to addressing complaints submitted by volunteers and the benefiting entities and individuals from volunteer work.
Regarding the start date of implementation, the center stated that it has not been determined yet, while the system allows each country to specify the administrative penalties resulting from violations of its provisions and regulations, without prejudice to civil and criminal responsibilities.
Safe Environment
The system requires the entity where the volunteer is engaged to bear the expenses and costs associated with volunteer work, provide a safe environment for volunteers, and take preventive and safety measures, in addition to covering medical care and compensation for damages that may occur to the volunteer while performing their work or as a result of it, according to the applicable laws and regulations in the country. It is also prohibited for the entity where the volunteer is engaged to obtain any material benefit, direct or indirect, from the efforts of the volunteers. Volunteers, volunteer teams, and benefiting entities are prohibited from collecting donations or allowing them to be collected or advertised in violation of the applicable regulations.
Media Statements
Among the regulations established by the system is the prohibition of volunteers or volunteer teams from providing information or statements to the media without prior permission from the entity where they are volunteering. It also allows the competent authority to require benefiting entities to provide insurance coverage against risks arising from volunteer work. The system allows for the provision of incentives for pioneering volunteer work and grants the competent authority the power to exempt certain activities from specific provisions if their nature requires it, as well as establishing regulations for practicing volunteer work outside the country and volunteering during crises.
