لا تعتبر الحرب الحالية مجرد محطة في صراع بدأ منذ العام ١٩٧٩ بين إيران وما حملته في دستورها لتفرضه على العالم لجهة تصدير الثورة تحت عنوان «المساندة ضد المستكبرين»، وبين الولايات المتحدة الأمريكية وما تمثّله من قوة تقود النظام العالمي بشكله الحالي، فلا يمكن قراءة ما يجري اليوم في المنطقة على أنه جولة جديدة في الصراع الدائر والذي اعتادت الولايات المتحدة الأمريكية فيه استخدام «الدبلوماسية القسرية» في التعامل مع إيران، أي الضغط العسكري أو التلويح به وفي الوقت نفسه فتح باب التفاوض، والهدف دائما تغيير سلوك النظام الإيراني الذي لا يكتفي بطموحه بفرض نفوذه على دول المنطقة. فإيران، كما وصفها عميد وعرّاب الدبلوماسية الغربية هنري كيسينجر تقدم نموذجا مزدوجا يهدد ويتحدى النظام العالمي، فهي من جهة تتصرف كدولة شرعية ذات سيادة تمارس الدبلوماسية التقليدية وتستند إلى الضمانات التي يوفرها النظام العالمي وفي الوقت نفسه تنشئ وتنظم وتدعم مجموعات مسلحة تريد الهيمنة في دولها استنادا إلى معتقدات جهادية.
إن مشهد الحرب في المنطقة بتداخلاتها السياسية يشكل الممر الذي من خلاله إعادة تشكيل النظامين الإقليمي والعالمي. فعندما أطلق الرئيس الأمريكي دونالد ترمب الشعار الأمريكي التاريخي «السلام بالقوة» (كان قد أطلقه الرئيس الأمريكي السابق رونالد ريغان وآخرون) عقب فوزه في الانتخابات الرئاسية، إنما كان يختصر أو يوصف سياسته الخارجية. فترمب يريد إعادة تشكيل النظام العالمي بما يؤمن ويخدم المصالح الأمريكية في العالم ويعيد الدور الأمريكي الذي فقد بعضا من هيبة نفوذه لسنوات ما سمح بصعود أكبر لمنافسي ترمب خاصة الصين. غير أن هذا الدور الذي يريد استعادته ترمب لن يكون كما عرفه العالم تقليديا، وهنا أستعيد ما يردده دائما بأن أمريكا لن تحارب عن العالم، بل ستعمل على استقطابهم إلى ميادينها وتحت مظلّتها طبعا باسم الشعار الآخر الذي أطلقه هو «تقاسم الأعباء» (sharing burdens) وتحديدا فيما يخص دور الدول الأوروبية والناتو. فعلى سبيل المثال لا الحصر، يريد ترمب من الدول الغربية مشاركته عسكريّا في حربه على إيران لتأمين مضيق هرمز كونهم المستفيدين الأكبر منه مستفيدين من الدعم العسكري الأمريكي، أي صفقات الأسلحة مع الأمريكيين. أيضا، أحد أهداف ترمب في سياسته الخارجية هو السيطرة على المضائق والممرات التي تشكل أهمية اقتصادية للولايات المتحدة الأمريكية وذلك تحت عنوان حمايتها من أي «عدوان محتمل» وأيضا بدعوة الدول للسماح بالقواعد الأمريكية والاستثمار في الترسانة العسكرية الأمريكية. وتشكل هذه النقطة، أي شراء الأسلحة الأمريكية والسماح بالقواعد الأمريكية في أوروبا وعلى حدود الصين وروسيا وكندا والاستفادة من القدرات الأمريكية هو الظل الأمريكي الذي يريده ترمب.
في الشرق الأوسط، يريد ترمب الانتهاء من النموذج الذي يشكله النظام الإيراني، وهو نموذج لم يعد يهدد فقط المصالح الأمريكية، بل كل دول المنطقة وطبعا يزعج إسرائيل. لكن تسديد الضربة القاضية للنظام الإيراني لن يتم إلا بعد أن يعيد تشكيل ترمب المنطقة والعالم، وذلك عبر خلق ممرات اقتصادية بحرية جديدة تستفيد منها أمريكا وتقوض من نفوذ خصومها المتصاعد، وتريد الانتقال إلى شكل جديد في الحكم في المنطقة يقوم على تقاطع المصالح الاقتصادية. في هذا الإطار، إن القضاء على النموذج الإيراني يستوجب أيضا القضاء أو تحجيم وكلاء إيران في المنطقة كالحوثيين في اليمن والحشد الشعبي في العراق وحزب الله في سوريا. هنا، لا بد من التذكير بما قاله المبعوث الأمريكي الخاص توم براك في سوريا والعراق إلى جانب دوره كسفير أمريكي في تركيا، وهو أن هناك فرصة لاستيعاب هؤلاء في النظام الجديد كونهم يشكلون جزءا من مجتمعاتهم من خلال تحقيق الازدهار في هذه الدول وذلك بعد ضرب قدراتهم العسكرية والقضاء على مشروعهم العابر للحدود.
تدرك إيران أن هذه الحرب هي حربها الوجودية التي قد تكون الأخيرة، وهي بدل أن تتوصّل إلى تسوية لإنهاء الصراع بالالتزام بالقانون الدولي، توسّع دائرة الصراع بالاعتداء على الدول العربية حصرا. فهي لا تحاول استعداء الدول العربية وجرّها والمنظومة الدولية إلى صراعها ليس لرفع الكلفة فقط، بل تحاول استنساخ السياسة الأمريكية «السلام بالقوة» لإعادة هندسة ميزان القوى عبر ورقة مضيق هرمز لكنها في الحقيقة هي تخدم المشروع الأمريكي ليس فقط في إدخال الناتو لمحاربتها وبالتالي عزلها أكثر، بل أيضا للسيطرة على الممرات المائية حول العالم وعلى مقربة من حليفتيها روسيا والصين تحت عنوان تأمين حرية الملاحة والتجارة في هذه الممرات بفعل التجربة الإيرانية.
وفي هذه الحرب أيضا، يبرز دور وكلاء إيران وتحديدا الحوثيين، فدخولهم في هذا التوقيت لم يكن صدفة، بل هو بتوقيت على حسابات المصلحة الإيرانية لدعمها في الحرب، لكن أيضا، لمحاولة حجز موقع لهم في المعادلة في حال نجحت إيران في حفظ نظامها، واستثمار ذلك سياسيا في الداخل اليمني اقتصاديا (لا سيما بعد خسائرهم) كما سياسيا في السيطرة على الحكم. هذا الترابط بين الدور كوكيل لإيران والاستثمار الداخلي ينطبق أيضا على حزب الله والحشد الشعبي وإن تختلف مقاربتهم بسبب ارتباطهم المذهبي والعقائدي مع إيران، فتراهم يهادنون دولهم لكن في نفس الوقت يصعّدون في الخطاب الإعلامي وينتظرون إمكانية حدوث تسوية مع إيران أو ضوء أخضر عسكري لاستعادة نفوذهم داخليّا.
في المقابل، تحاول إسرائيل استغلال هذه الحرب لتكريس نفوذها في المنطقة هي الأخرى بالشراكة مع الولايات المتحدة الأمريكية رغم الاختلافات والخلافات أحيانا حول بعض المقاربات. فتحت عنوان محاربة أذرع إيران وسياسة الأمن الاستباقي التي انتهجتها بعد السابع من أكتوبر، تعمل إسرائيل على طرد الفلسطينيين من أراضيهم في الضفة الغربية وتوسيع البؤر الاستيطانية.
أمام كل هذا المشهد، تتحرّك الدول العربية بحذر وحكمة شديدين للتعامل مع التهديد الإيراني المباشر والحد من طموحات النفوذ الإسرائيلي في المنطقة من بوابة القضية الفلسطينية وفي الوقت نفسه تأمين بدائل اقتصادية وتدعيم القدرات العسكرية. وعلى الرغم من نجاح هذه الدول في إدارة المرحلة حتى هذه اللحظة، يجب على هذه الدول استثمار أوراق القوة التي تمتلكها وهي كثيرة اقتصاديا وعسكريا وسياسيا لإعادة التوازن إلى المنطقة والحد من الاعتداءات التي تحيط بها، وهذا يتطلب عدم الاكتفاء بسياسة إدارة الأزمات، لكن بامتلاك مشروع إقليمي خاص بهم.
The current war should not be considered merely a stop in a conflict that began in 1979 between Iran and what it has enshrined in its constitution to impose on the world regarding the export of revolution under the banner of "support against the oppressors," and the United States of America, which represents a power leading the global system in its current form. Therefore, what is happening today in the region cannot be read as a new round in the ongoing conflict, in which the United States has become accustomed to using "coercive diplomacy" in dealing with Iran, meaning military pressure or the threat of it while simultaneously opening the door for negotiation. The goal is always to change the behavior of the Iranian regime, which is not satisfied with its ambition to impose its influence over the countries of the region. Iran, as described by the dean and architect of Western diplomacy, Henry Kissinger, presents a dual model that threatens and challenges the global system. On one hand, it behaves as a legitimate sovereign state practicing traditional diplomacy, relying on the guarantees provided by the global system, while at the same time creating, organizing, and supporting armed groups that seek dominance in their countries based on jihadist beliefs.
The scene of war in the region, with its political interconnections, forms the corridor through which the regional and global systems are being reshaped. When U.S. President Donald Trump launched the historic American slogan "peace through strength" (originally coined by former U.S. President Ronald Reagan and others) following his victory in the presidential elections, he was summarizing or describing his foreign policy. Trump wants to reshape the global system in a way that secures and serves American interests worldwide and restores the American role that has lost some of its prestige and influence over the years, which has allowed for a greater rise of Trump's competitors, especially China. However, the role that Trump wants to reclaim will not be as the world has traditionally known it. Here, I recall what he always repeats: that America will not fight for the world, but will work to attract them to its arenas and under its umbrella, of course, in the name of the other slogan he launched, "sharing burdens," particularly concerning the role of European countries and NATO. For example, Trump wants Western countries to participate militarily in his war against Iran to secure the Strait of Hormuz, as they are the biggest beneficiaries of it, benefiting from American military support, i.e., arms deals with the Americans. Additionally, one of Trump's goals in his foreign policy is to control the straits and passages that hold economic importance for the United States under the pretext of protecting them from any "potential aggression," and also by inviting countries to allow American bases and invest in the American military arsenal. This point, namely purchasing American weapons and allowing American bases in Europe and on the borders of China, Russia, and Canada, and benefiting from American capabilities, is the American shadow that Trump desires.
In the Middle East, Trump wants to end the model represented by the Iranian regime, which is a model that no longer threatens only American interests but all countries in the region and, of course, annoys Israel. However, delivering the knockout blow to the Iranian regime will only happen after Trump reshapes the region and the world, by creating new maritime economic corridors that benefit America and undermine the rising influence of its adversaries. He wants to transition to a new form of governance in the region based on intersecting economic interests. In this context, eliminating the Iranian model also requires eliminating or limiting Iran's proxies in the region, such as the Houthis in Yemen, the Popular Mobilization Forces in Iraq, and Hezbollah in Syria. Here, it is essential to recall what U.S. Special Envoy Tom Barak said regarding Syria and Iraq, alongside his role as U.S. Ambassador to Turkey, that there is an opportunity to integrate these groups into the new system as they are part of their communities by achieving prosperity in these countries, following the weakening of their military capabilities and the elimination of their cross-border project.
Iran realizes that this war is its existential war, which may be the last. Instead of reaching a settlement to end the conflict by adhering to international law, it expands the circle of conflict by attacking Arab countries exclusively. It does not seek to antagonize Arab countries and drag them and the international system into its conflict not only to raise the cost but also to attempt to replicate the American policy of "peace through strength" to re-engineer the balance of power through the Strait of Hormuz. However, in reality, it serves the American project not only by bringing NATO to fight it and thus isolating it further but also by controlling the maritime passages around the world and close to its allies, Russia and China, under the pretext of securing freedom of navigation and trade in these passages due to the Iranian experience.
In this war, the role of Iran's proxies, particularly the Houthis, also emerges. Their entry at this timing was not coincidental; rather, it was timed according to Iranian interests to support it in the war. However, it is also an attempt to secure a position for them in the equation in case Iran succeeds in preserving its regime, and to politically invest that in Yemen internally (especially after their losses) as well as politically in controlling governance. This connection between the role as an agent for Iran and internal investment also applies to Hezbollah and the Popular Mobilization Forces, although their approaches differ due to their sectarian and ideological ties to Iran. You see them appeasing their countries, but at the same time escalating their media rhetoric and waiting for the possibility of a settlement with Iran or a military green light to regain their influence internally.
On the other hand, Israel is trying to exploit this war to entrench its influence in the region in partnership with the United States, despite occasional differences and disagreements over some approaches. Under the banner of fighting Iran's proxies and the preemptive security policy it adopted after October 7, Israel is working to expel Palestinians from their lands in the West Bank and expand settlement outposts.
In light of all this, Arab countries are moving with great caution and wisdom to deal with the direct Iranian threat and to limit the ambitions of Israeli influence in the region through the Palestinian issue while simultaneously securing economic alternatives and bolstering military capabilities. Although these countries have succeeded in managing the phase up to this moment, they must leverage the many cards of power they possess economically, militarily, and politically to restore balance to the region and limit the aggressions surrounding them. This requires not only a crisis management policy but also the possession of a regional project of their own.
