قبل أشهر أقرت التأمينات الاجتماعية، مع إحدى الشركات المالية، اتفاقاً أو برنامجاً يتيح قروضاً للمتقاعدين لمن لم يتجاوز الخامسة والستين من العمر، وشراء مديونياتهم على ألا يتعدى قسط هذه القروض ربع الراتب التقاعدي، حقيقة لا أعرف ماذا تم في هذا الموضوع، وهل هناك إقبال عليه أم لا، ولو أنني أعتقد أن المتقاعدين يفترض أن أمورهم المالية مرتبة بشكل يغنيهم عن قروض تثقلهم في أواخر العمر، وخاصة أن الكثير منهم تقل رواتبهم التقاعدية بعد التقاعد بسبب عدم احتساب البدلات المتنوعة التي كانوا يتقاضونها وهم على رأس العمل، برنامج التأمينات الاجتماعية للإقراض يؤكد أن الورثة غير ملزمين بدفع هذه القروض، وهذه إشارة سلبية للمتقاعدين، وكأنهم أصبحوا مغادرين الدنيا في أي لحظة ولو أن الأعمار بيد الله، وبدأنا نشهد متقاعدينا يتمتعون بفترة تقاعدهم بالسفر طوال العام في الداخل والخارج، وكثير منهم أصبحوا يقضون معظم أوقاتهم بالطريقة التي يريدونها، وهذا السلوك له انعكاس إيجابي على نمط حياتهم وصحتهم النفسية، وأعتقد أن الغالبية لا يحتاجون قروضاً بنسب لا تختلف كثيراً عما تقدمه البنوك التجارية، الميزة الإضافية أن تكون هذه القروض بدون فوائد وأن تحدد أهدافها كشراء سيارة أو إصلاح منزل أو حتى شراء بيت لمن لا يملك بيتاً.
حكومتنا تهتم بكافة أبناء الوطن وخاصة المتقاعدين منهم، ولا شك أنها تراعي ظروف البعض منهم، وخاصة من رواتبهم التقاعدية منخفضة مقارنة بالأوضاع الاقتصادية الحالية والتي تتأثر بالأحداث العالمية والإقليمية، ويكون لها انعكاس على مستويات التضخم وارتفاع أسعار بعض السلع والخدمات الضرورية، برامج توفير خلّاقة من قبل التأمينات الاجتماعية هو ما يحتاجه المتقاعد وليس إدخاله في معمعة قروض جديدة مترافقاّ مع راتب تقاعدي محدد، أتمنى أن نسمع من هذه الجهة عما تم في هذا المشروع، وهل تم دراسة أوضاع المتقاعدين قبل إقرار هذا البرنامج وعدم تضخيم أثره وكأنها فكرة عظيمة لمساعدة وتسهيل حياة المتقاعدين بهذه القروض، المتقاعدون في العالم الغالبية منهم يكون لديهم برامج توفير وادخار مالية تكون كافية وأكثر ليعيشوا حياة مستواها مرتفع، ونجد في الدول المتقدمة أجمل المدن الساحلية ذات الشواطئ النظيفة أغلبية سكانها من فئة المتقاعدين، بل إن بعضهم يوجد لديه أكثر من بيت للسكن والاستثمار وليس بحاجة لقروض في آخر حياته تنكد عليه استقراره النفسي والاجتماعي.
Months ago, the social insurance agency, in collaboration with a financial company, approved an agreement or program that allows loans for retirees who are not older than sixty-five years, and to buy their debts, provided that the installment of these loans does not exceed a quarter of the retirement salary. Honestly, I do not know what has happened regarding this matter, and whether there is demand for it or not, although I believe that retirees should have their financial matters arranged in a way that makes them independent of loans that burden them in their later years, especially since many of them see a decrease in their retirement salaries after retirement due to the non-inclusion of various allowances they received while employed. The social insurance lending program confirms that heirs are not obligated to pay these loans, which is a negative signal for retirees, as if they are on the verge of leaving this world at any moment, even though lifespans are in God's hands. We have started to see our retirees enjoying their retirement period by traveling throughout the year, both domestically and abroad, and many of them spend most of their time in the way they desire. This behavior has a positive impact on their lifestyle and mental health, and I believe that the majority do not need loans with interest rates that do not differ much from what commercial banks offer. The additional advantage is that these loans should be interest-free and have specific goals, such as buying a car, repairing a house, or even purchasing a home for those who do not own one.
Our government cares for all citizens, especially retirees, and undoubtedly considers the circumstances of some of them, particularly those whose retirement salaries are low compared to the current economic conditions, which are affected by global and regional events, reflecting on inflation levels and the rising prices of some essential goods and services. Creative saving programs from the social insurance agency are what retirees need, not being drawn into the complexities of new loans alongside a fixed retirement salary. I hope to hear from this entity about what has been done regarding this project, and whether the conditions of retirees were studied before approving this program, without exaggerating its impact as if it were a great idea to assist and facilitate the lives of retirees through these loans. In most parts of the world, retirees generally have saving and investment programs that are sufficient and more for them to live a high-quality life. In developed countries, we find the most beautiful coastal cities with clean beaches, the majority of their residents being retirees. In fact, some of them own more than one house for living and investment and do not need loans in the later stages of their lives that disturb their psychological and social stability.
