أعلن رئيس الوفد الروسي للمفاوضات مع أوكرانيا فلاديمير ميدينسكي اليوم (الإثنين) تسليمه عبر وساطة تركية، مذكرة من جزءين تتضمن مقترحات بشأن وقف إطلاق النار وإنهاء الحرب، موضحاً أن الخطة مفصلة إلى حد كبير.
وأكد ميدينسكي أن الجزء الأول من الخطة يتضمن أفكار موسكو لتحقيق سلام دائم، فيما يعرض الجزء الثاني خطوات مقترحة لوقف شامل لإطلاق النار بصيغ متعددة، لافتاً إلى أن «الجانب الأوكراني يدرس تلك الخطة حالياً وسيردّون علينا وسنرى».
ولم يكشف المسؤول الروسي عن أي تفاصيل خاصة بشأن محتوى الوثيقة، لكن وكالة «تاس» الروسية أفادت بأن مذكرة المقترحات الروسية لتسوية الأزمة الأوكرانية التي قدمتها روسيا للجانب الأوكراني تتضمن إجراء انتخابات في أوكرانيا ثم توقيع معاهدة سلام.
وتنص مذكرة المقترحات الروسية لتسوية الأزمة الأوكرانية، على إجراء انتخابات، وتشكيل هيئات حكومية على أراضي أوكرانيا، يليها توقيع معاهدة سلام، كما تتضمن انسحاب كل قوات أوكرانيا من دونيتسك ولوغانسك وزابوريجيا، وسيادة موسكو على القرم وخاركيف وزابوريجيا ودونيتسك ولوغانسك، إضافة إلى حظر أي نشاط عسكري لأطراف ثالثة على أراضي أوكرانيا، ومن ثم توقيع معاهدة سلام.
وبحسب الوكالة فإن المقترح يشدد على استعادة العلاقات الاقتصادية مع أوكرانيا بما فيها نقل الغاز، وأن تكون أوكرانيا دولة غير نووية، وحظر نشر الأسلحة النووية على أراضيها، ورفع العقوبات المفروضة على روسيا.
وأوضح ميدينسكي أن هناك خطة جديدة لتبادل الأسرى، مماثلة لتلك التي جرت في مايو الماضي، وتم فيها إطلاق سراح ما لا يقل عن ألف شخص من كلا الطرفين، مبيناً أنه جرى الاتفاق على تبادل جثامين ستة آلاف قتيل من الجانبين.
ولفت إلى أنه سيتم فرض هدنة قصيرة من يومين إلى ثلاثة أيام في بعض المناطق على خط الجبهة لتمكين الطرفين من استعادة جثث قتلاهم، مشيراً إلى أن هذه الترتيبات تُناقَش حالياً بين الخبراء العسكريين الروس والأوكرانيين.
وأشار إلى أن بلاده تسلمت قائمة تضم 339 طفلاً تطالب أوكرانيا بإعادتهم، مشيراً إلى أنه يتم حالياً مراجعة تلك الحالات، وسيتم لم شمل الأطفال مع ذويهم.
يذكر أن الجانب الأوكراني لا يزال يطالب بوقف غير مشروط لإطلاق النار لمدة 30 يوماً، تمهيداً للتفاوض دون استمرار للعمليات القتالية.

The head of the Russian delegation for negotiations with Ukraine, Vladimir Medinsky, announced today (Monday) that he has delivered, through Turkish mediation, a two-part memorandum containing proposals regarding a ceasefire and ending the war, explaining that the plan is quite detailed.
Medinsky confirmed that the first part of the plan includes Moscow's ideas for achieving lasting peace, while the second part presents proposed steps for a comprehensive ceasefire in multiple formats, noting that "the Ukrainian side is currently studying this plan and will respond to us, and we will see."
The Russian official did not disclose any specific details regarding the content of the document, but the Russian news agency "TASS" reported that the Russian proposal for resolving the Ukrainian crisis presented to the Ukrainian side includes holding elections in Ukraine followed by the signing of a peace treaty.

Medinsky explained that there is a new plan for prisoner exchanges, similar to the one that took place last May, in which at least a thousand people from both sides were released, indicating that an agreement has been reached to exchange the bodies of six thousand dead from both sides.
He pointed out that a short ceasefire of two to three days will be imposed in some areas along the front line to allow both parties to recover the bodies of their dead, noting that these arrangements are currently being discussed between Russian and Ukrainian military experts.
He mentioned that his country has received a list of 339 children that Ukraine is requesting to return, indicating that these cases are currently being reviewed, and the children will be reunited with their families.
