أعلن مفوض شؤون الزراعة في الاتحاد الأوروبي كريستوف هانسن، أن دول الاتحاد مطالبة بتحسين حماية المزارعين من المخاطر التي يواجهونها مثل التغير المناخي وتقلبات السوق والتطورات الجيوسياسية.
وقال هانسن، قبل بدء محادثات غير رسمية مع نظرائه في دول الاتحاد بالعاصمة القبرصية نيقوسيا اليوم إن «المفوضية الأوروبية تتوقع أن تقدم كل دولة من دول الاتحاد إستراتيجية خاصة بها لحماية مزارعيها».
وأشار إلى أنه يجب تقديم هذه الإستراتيجيات كجزء من السياسة الزراعية الأوروبية المشتركة الجديدة.
إعادة هيكلة
وتسعى المفوضية الأوروبية لإعادة هيكلة السياسة الزراعية الأوروبية المشتركة بشكل جذري بداية من 2028، لإقامة صندوق واحد كبير للدعم الإقليمي ودعم المزارعين في دول الاتحاد بدلاً من وجود عدة صناديق للدعم كما هو الحال الآن.
ووفقاً للخطط، ستقدم كل دولة من دول الاتحاد خطة إصلاح واستثمار وطنية للسنوات من 2028 إلى 2034، بشأن كيفية استخدام كل دولة للأموال التي تحصل عليها من مخصصات الاتحاد الأوروبي لدعم المزارعين.
تفاقم التفاوت
ورغم الترحيب بخطة هيكلة السياسة الزراعية المشتركة المقترحة لسماحها للدول الأعضاء بوضع خطط دعم القطاع الزراعي بصورة أكثر استقلالية، فإنها أثارت المخاوف بشأن تفاقم التفاوت الإقليمي وخفض المعايير البيئية.
في الوقت نفسه، من المرجح أن تكون المفاوضات بين دول الاتحاد والبرلمان الأوروبي بشأن ميزانية المفوضية الأوروبية للسنوات السبع بداية من 2028 طويلة وصعبة، والمستهدف توصل الطرفين إلى اتفاق بشأن الميزانية بنهاية العام الحالي.
The European Union's Commissioner for Agriculture, Christoph Hansen, announced that EU countries are required to improve the protection of farmers from the risks they face, such as climate change, market fluctuations, and geopolitical developments.
Hansen stated, before the start of informal talks with his counterparts from EU countries in the Cypriot capital Nicosia today, that "the European Commission expects each EU country to present its own strategy for protecting its farmers."
He pointed out that these strategies should be presented as part of the new Common Agricultural Policy.
Restructuring
The European Commission is seeking to radically restructure the Common Agricultural Policy starting in 2028, to establish one large fund for regional support and to support farmers in EU countries instead of having multiple support funds as is the case now.
According to the plans, each EU country will present a national reform and investment plan for the years 2028 to 2034, regarding how each country will use the funds it receives from EU allocations to support farmers.
Worsening Inequality
While the proposed restructuring plan for the Common Agricultural Policy has been welcomed for allowing member states to develop agricultural sector support plans more independently, it has raised concerns about worsening regional inequality and lowering environmental standards.
At the same time, negotiations between EU countries and the European Parliament regarding the European Commission's budget for the seven years starting in 2028 are likely to be long and difficult, with the aim of reaching an agreement on the budget by the end of this year.
