وفي بداية الجلسة؛ اطّلع مجلس الوزراء على مضامين المحادثات والاتصالات التي جرت خلال الأيام الماضية بين المملكة العربية السعودية والدول الشقيقة والصديقة لترسيخ العلاقات وتطوير أوجه التنسيق الثنائي والمتعدد في مختلف المجالات؛ بما يحقق المصالح المشتركة والمنافع المتبادلة.
وأشاد المجلس في هذا السياق، بنتائج زيارة الوفد السعودي إلى الجمهورية العربية السورية الشقيقة التي جاءت بتوجيه من ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، وتأكيدًا على موقف المملكة الراسخ الداعم لسورية في مسيرتها نحو النمو الاقتصادي، منوهًا بما شهدته الزيارة من توقيع 47 اتفاقية استثمارية بقيمة تقارب 24 مليار ريال في عدد من المجالات، إضافة إلى الإعلان عن تأسيس مجلس أعمال مشترك لدفع عجلة التعاون المتبادل، وتفعيل الشراكات بين مؤسسات القطاع الخاص في البلدين.
ووافق مجلس الوزراء في جلسته أمس، على نظام الإحصاء بالصيغة المرافقة للقرار، وإعادة تشكيل مجلس معهد الأمير سعود الفيصل للدراسات الدبلوماسية برئاسة وزير الخارجية.
السعودية الأسرع نمواً في «العشرين»
أوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن مجلس الوزراء تطرق إلى مشاركة المملكة في المنتدى السياسي رفيع المستوى التابع للأمم المتحدة، وما تضمنت من إبراز منجزات رؤيتها الوطنية التي جعلتها الأسرع تقدمًا بين دول مجموعة العشرين في مؤشرات التنمية المستدامة خلال السنوات العشر الماضية، إلى جانب إسهاماتها ومبادراتها الدولية الهادفة إلى تعزيز التقدم والازدهار.
وتابع مجلس الوزراء، تطورات الأحداث ومجرياتها على الساحتين الإقليمية والدولية، مؤكدًا مواصلة المملكة جهودها الرامية إلى إرساء السلام العادل في منطقة الشرق الأوسط ونشر الأمن والاستقرار الدوليين، وإيقاف دائرة العنف التي راح ضحيتها عشرات الآلاف من المدنيين الأبرياء.
وأعرب المجلس، عن التطلع إلى أن يسهم «المؤتمر الدولي رفيع المستوى حول التسوية السلمية للقضية الفلسطينية» الذي ترأسه المملكة بالشراكة مع فرنسا؛ في كل ما من شأنه تسريع الاعتراف بالدولة الفلسطينية، وإرساء مسار توافقي لتنفيذ حل الدولتين، وتعزيز أمن دول المنطقة واستقرارها.
الترحيب بعزم فرنسا الاعتراف بفلسطين
بين وزير الإعلام أن المجلس جدّد ترحيب المملكة العربية السعودية بإعلان رئيس الجمهورية الفرنسية إيمانويل ماكرون عزم بلاده الاعتراف بدولة فلسطين، داعيًا بقية الدول إلى اتخاذ خطوات مماثلة ومواقف داعمة للسلام وحقوق الشعب الفلسطيني الشقيق.
وأدان المجلس، بأشد العبارات مطالبة الكنيست الإسرائيلي بفرض السيطرة على الضفة الغربية والأغوار الفلسطينية المحتلة، وما تمثل من تقويض جهود السلام والإصرار على التخريب والدمار، مشددًا على رفض المملكة التام لانتهاكات سلطات الاحتلال للقوانين الدولية وقرارات الأمم المتحدة.
وفي الشأن المحلي؛ استعرض مجلس الوزراء مستجدات جهود المملكة في تطوير تقنيات الاقتصاد الدائري للكربون، ومن ذلك تشغيل وحدة اختبارية لتقنية التقاط الكربون من الهواء مباشرة في مدينة الرياض ضمن مساعي المملكة لاستكشاف الحلول التقنية المبتكرة والواعدة في هذا المجال؛ تأكيدًا على ريادتها وسعيها المستمر لتحقيق طموحاتها المناخية بما يتماشى مع (رؤية 2030).
قرارات:
اطّلع مجلس الوزراء، على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انـتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- الموافقة على مذكرة تفاهم في المجال المالي بين وزارة المالية في المملكة العربية السعودية ووزارة الاقتصاد والمالية في المملكة المغربية.
- الموافقة على مذكرة تفاهم بين وزارة الصناعة والثروة المعدنية في المملكة العربية السعودية ووزارة الطاقة والموارد الطبيعية في جمهورية جيبوتي للتعاون في مجال الثروة المعدنية.
- تفويض وزير الصحة - أو من ينيبه - بالتباحث مع الجانب النيكاراغوي في شأن مشروع مذكرة تفاهم بين وزارة الصحة في المملكة العربية السعودية ووزارة الصحة في جمهورية نيكاراغوا للتعاون في المجالات الصحية، والتوقيع عليه.
- تفويض وزير التعليم - أو من ينيبه - بالتباحث مع مركز اليونسكو الإقليمي للجودة والتميز في التعليم في شأن مشروع مذكرة تعاون علمي وتعليمي بين وزارة التعليم في المملكة العربية السعودية ومركز اليونسكو الإقليمي للجودة والتميز في التعليم، والتوقيع عليه.
- الموافقة على قيام الهيئة السعودية للمراجعين الداخليين بالتباحث مع المعهد الصيني للمراجعين الداخليين في شأن مشروع مذكرة تفاهم للتعاون في مجال المراجعة الداخلية والحوكمة والالتزام، والتوقيع عليه.
- الموافقة على نظام الإحصاء بالصيغة المرافقة للقرار.
- إعادة تشكيل مجلس معهد الأمير سعود الفيصل للدراسات الدبلوماسية برئاسة وزير الخارجية.
- اعتماد الحساب الختامي لمكتبة الملك فهد الوطنية، لعام مالي سابق.
تعيينات وترقيات:
الموافقة على تعيينين وترقيات بالمرتبتين (الخامسة عشرة) و(الرابعة عشرة)، ووظيفتي (سفير) و(وزير مفوض)، وذلك على النحو الآتي:
- تعيين خالد بن محمد بن عبدالرحمن الباهلي على وظيفة (وكيل إمارة منطقة) بالمرتبة (الخامسة عشرة) بإمارة منطقة القصيم.
- ترقية الدكتور عطااللّه بن زايد بن عطااللّه بن زايد إلى وظيفة (سفير) بوزارة الخارجية.
- ترقية وليد بن عبدالحميد بن مبروك السماعيل إلى وظيفة (وزير مفوض) بوزارة الخارجية.
- ترقية صلاح بن أحمد بن محمد باسيف إلى وظيفة (مستشار تقنية هندسة حاسب آلي) بالمرتبة (الرابعة عشرة) بوزارة الحج والعمرة.

The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, chaired the session held by the Council of Ministers today in Jeddah.
At the beginning of the session, the Council of Ministers reviewed the contents of the discussions and communications that took place over the past few days between the Kingdom of Saudi Arabia and the brotherly and friendly countries to strengthen relations and develop aspects of bilateral and multilateral coordination in various fields, in a way that achieves common interests and mutual benefits.
In this context, the Council praised the results of the Saudi delegation's visit to the sisterly Syrian Arab Republic, which came at the direction of the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz Al Saud, reaffirming the Kingdom's steadfast position in support of Syria in its journey towards economic growth. The Council noted the signing of 47 investment agreements worth nearly 24 billion riyals in several fields during the visit, in addition to the announcement of the establishment of a joint business council to promote mutual cooperation and activate partnerships between private sector institutions in both countries.
During its session yesterday, the Council of Ministers approved the statistics system in the accompanying format of the decision and restructured the board of the Prince Saud Al-Faisal Institute for Diplomatic Studies, chaired by the Minister of Foreign Affairs.
Saudi Arabia the fastest growing in the "G20"
Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the Council of Ministers discussed the Kingdom's participation in the high-level political forum of the United Nations, which highlighted the achievements of its national vision that has made it the fastest progressing among G20 countries in sustainable development indicators over the past ten years, alongside its international contributions and initiatives aimed at enhancing progress and prosperity.
The Council of Ministers continued to monitor developments and events on the regional and international arenas, affirming the Kingdom's ongoing efforts to establish just peace in the Middle East and promote international security and stability, and to stop the cycle of violence that has claimed the lives of tens of thousands of innocent civilians.
The Council expressed its hope that the "High-Level International Conference on the Peaceful Settlement of the Palestinian Issue," chaired by the Kingdom in partnership with France, would contribute to accelerating the recognition of the State of Palestine, establishing a consensual path for implementing the two-state solution, and enhancing the security and stability of the countries in the region.
Welcoming France's intention to recognize Palestine
The Minister of Media stated that the Council renewed the Kingdom of Saudi Arabia's welcome to the announcement by French President Emmanuel Macron regarding his country's intention to recognize the State of Palestine, calling on other countries to take similar steps and supportive positions for peace and the rights of the Palestinian people.
The Council condemned in the strongest terms the Israeli Knesset's demand to impose control over the occupied West Bank and the Palestinian Jordan Valley, which undermines peace efforts and insists on destruction and devastation, emphasizing the Kingdom's complete rejection of the occupation authorities' violations of international laws and United Nations resolutions.
On the local front, the Council of Ministers reviewed the latest developments in the Kingdom's efforts to develop carbon circular economy technologies, including the operation of a pilot unit for direct air capture technology in Riyadh as part of the Kingdom's efforts to explore innovative and promising technical solutions in this field, confirming its leadership and continuous pursuit of achieving its climate ambitions in line with Vision 2030.

The Council of Ministers reviewed the topics listed on its agenda, including subjects studied by the Shura Council, and was briefed on the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, as well as the General Committee of the Council of Ministers and the Experts Committee of the Council of Ministers regarding them. The Council concluded with the following:
- Approval of a memorandum of understanding in the financial field between the Ministry of Finance of the Kingdom of Saudi Arabia and the Ministry of Economy and Finance of the Kingdom of Morocco.
- Approval of a memorandum of understanding between the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia and the Ministry of Energy and Natural Resources of the Republic of Djibouti for cooperation in the field of mineral wealth.
- Delegation of the Minister of Health - or his representative - to negotiate with the Nicaraguan side regarding a draft memorandum of understanding between the Ministry of Health of the Kingdom of Saudi Arabia and the Ministry of Health of the Republic of Nicaragua for cooperation in health fields, and to sign it.
- Delegation of the Minister of Education - or his representative - to negotiate with the UNESCO Regional Center for Quality and Excellence in Education regarding a draft scientific and educational cooperation memorandum between the Ministry of Education of the Kingdom of Saudi Arabia and the UNESCO Regional Center for Quality and Excellence in Education, and to sign it.
- Approval for the Saudi Authority for Internal Auditors to negotiate with the Chinese Institute of Internal Auditors regarding a draft memorandum of understanding for cooperation in the field of internal auditing, governance, and compliance, and to sign it.
- Approval of the statistics system in the accompanying format of the decision.
- Restructuring the board of the Prince Saud Al-Faisal Institute for Diplomatic Studies, chaired by the Minister of Foreign Affairs.
