The New York City Council voted in favor of banning horse-drawn carriages starting June 2028, in a move aimed at ending a tourism tradition that dates back more than 160 years.
The bill received support from 40 members, with 7 members opposing it, while 2 members abstained from voting. It is set to be referred to the city’s mayor, Zahran Mamdani, for signing.
The decision came amid increasing calls to ban horse-drawn carriages due to public safety concerns and animal welfare, particularly following the death of Indian tourist Romanch Mahajan, 18, last June, after he fell from a carriage when a horse suddenly bolted.
The scheduled implementation date for the ban, set for June 2028, gives drivers a chance to transition to other jobs, with a plan that includes training, career counseling, and employment, along with measures to ensure the care of the horses.
In contrast, representatives of workers in this sector opposed the decision, warning of its implications for drivers' livelihoods and indicating the possibility of challenging it in court.
